        지방자치단체·LH 협력사업 도출을 통한 거버넌스 구축방안 : 제주특별자치도를 대상으로

        Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

        초고온 archaeon인 Thermococcus profundus에서 P93 복합체의 분리 및 구조적 특성

        초고온 archaeon인 Thermococcus profundus에서 매우 거대한 단백질 복합체를 분리 및 구조를 규명하였다. 거대 복합체는 93kDa단백질(P93 complex)로 구성된 homomultimer이며, 강한 내열성을 보여주고 있다. 순수 분리한 P93 complex를 SDS(최종 농도 1%)와 $85^{\circ}C$에서 12시간 항온시킨 후, SDS-PAGE와 전자현미경에서 구조적 변화를 관찰할 수 없었다. 음착색된 P93 complex의 전자현미경 사진에서 하나의 형태만을 보여주고 있으며, 구조의 규명을 위해 image processing을 하였다. 이의 구조는 3대칭 중심에 core(혹은 hole)이 뚜렷이 존재하며 이를 중심으로 단백질이 모여 있는 형태를 보여 주고 있다. 또한 P93 complex는 가장자리에서 뚜렷한 형태를 보여주지 않은 부분, 즉 flexible부분을 포함하고 있다. Gel filtration과 2차원 구조를 기초로 P93 complex는 24 homomultimer로 되어 있음을 추정하였다. An unusually large protein complex was found in the cytosol of the hyperthmophilic archaeon. Thermococcus profundus. The purified protein was shown to be a homomultimer of 93 kDa subunit (P93 complex). The complex is extremely heat stable. During 12 hrs incubation with SDS (final concentration 1%) at $85^{\circ}C$, no changed structure could be observed. Electron image analysis of negatively stained showed that the complex has a single, stable characteristic view and a well-preserved core with threefold rotational symmetry. The periphery of the assembly is composed of a nebulose, possibly flexible, component. Based on the projected structure suggest the P93 complex from T. profundus is composed 24 homomultimer.

        개발제한구역 주민지원제도 개선방향에 관한 연구

        본 연구는 2001년부터 2011년까지 시행된 개발제한구역 주민지원사업의 현황을 파악하고, 주민 공무원 등 관련 이해관계자의 의견을 반영하여 향후 구체적인 제도개선 및 발전방안을 모색하는 것을 목적으로 한다. 연구방법은 통계 자료를 통해 주민지원제도 현황을 연도별, 권역별, 사업유형별로 다각적으로 분석하고, 이해관계자인 주민과 공무원을 대상으로 한 설문을 통해 제도개선방안을 도출한다. 지난 10년 동안 주민지원사업은 총 2,007건에 5,839억 원의 국비가 집행되었다. 지원항목 별로는 생활편익사업이 1,949건에 5,646억원으로 96.7%를 차지하고 있으며, 지역별로는 수도권이 1,879억원(총사업비 3,207억원)으로 전체의 32.5%를 차지하고 있어 지원 사업 유형 및 지역에 다소의 편중이 있음을 알 수 있다. 주민 370명, 공무원 69명을 대상으로 한 설문조사 결과 주민지원 제도에 대한 만족도는 과거보다 증가하였으나, 생활비용 직접지원 확대, 주민 참여의 활성화, 새로운 주민지원사업의 개발이 필요한 것으로 나타났다. 제도 개선 방안으로는 주민소득 창출을 위한 특성화 마을 조성, 역사와 전통 자원을 활용한 경관보전계획 수립, 인근 도시민과 여가를 같이 할 수 있는 공간 조성, 100세 시대 도래에 따른 노인맞춤형 사업 등이 제안되었다. 그리고 이러한 지역특성화사업은 공모를 통해 차별적으로 인센티브를 제공하는 방안을 제시하였다. 향후 이와 같은 내용은 개발제한구역 중장기 계획에 반영되어 점차적으로 실현되어야 할 것이다. The purpose of this study is to survey the community support program of Green Belt from 2001 to 2011 and propose the improvement of the institution. For research method, the projects were analyzed by year, area, and category using statistical data. The improvement of the institution was drawn through the opinion survey of the interest group such as residents and public servants. For 10 years, 2007 community support projects were carried out and the total amount of government expenditure was 583.9 billion won. Among the support items, life convenience projects comprise 96.7%. For area, metropolitan area comprise 32.5%. There is a bias in items and areas. According to the survey of the residents and public servants, the satisfaction for the community support program is increasing. But it is necessary to enlarge the direct life cost support, activate community involvement and develop new project type. Proposed new projects are such as making characteristic village for income creation, planning for the landscape preservation using historic and traditional resources, making leisure space for nearby residents, and projects for the aged people. And it is proposed to give incentive to the characteristic village projects through competition.

        LID관련 지방정부 조례제정 특성 기초연구 -서울시, 수원시, 남양주시를 중심으로-

        This study suggests direction of new ordinance establishment for the future national application of Low Impact Development(LID) by analyzing current LID-related regulations of local governments, substantial agents to install and maintain a facility, through qualitative and quantitative methodologies. Four key words related to LID were derived from advisory conference and then ninety nine ordinances as the LID-related regulations were extracted to analyze. The study shows that rainwater-related ordinance passed in the middle of 2000s are being merely converted to the law on the promotion and support of water reuse. Regulations on water cycle and LID exist only in three cities nationwide(Seoul City, Suwon City and Namangju City). Interview with administrators of three cities to have LID-related regulations revealed following results. First, both rainwater and water reuse related regulations have not considered regional characteristics such as rainfall intensity, effects of impervious and merely followed guidelines by Ministry of Government Administration and Home Affairs. Second, existing ordinance is confined to specific facilities and thus cannot include the concept of LID which covers land and space utilization. Therefore, for proper application of LID, this study proposes issue of ordinance that resembles Seoul City ordinance and a new guideline that can reflect regional characteristics such as rainfall and location.

        관광레저도시 관리운영 범위 및 효율적 관리운영방안

        This study aims at deriving an efficient program which makes it possible to make the ‘Tourism & Leisure City’competitive. To achieve it, I would like to discuss details which were stated in 「Special Act on Enterprise City Development」. Especially, I will focus on the extent and plan which should consider the uniqueness of ‘Tourism & Leisure City’. When we draw the extent by regarding the phase and urban management scope as criteria, we can classify them into three categories : support for the participants, management of facilities, maintaining urban contents. Furthermore, we can define sub-scope as establishing corporation for support, backing up the company, aiding residents, regional transportational network management, management of public/sightseeing facilities, environment management, urban tourism marketing, and urban growth management. All the arguments were deduced from pilot projects(Tae-an, Mu-ju, South-West coast district). Above all, in the early stage we should establish the Committee for the Enterprise City to administer desirably where many stake-holders can participate, and we have to let the committee get the stable fund.

        한국 수자원 정책의 ‘합리성’

        The objective of this study is to analyze the water resource policy in Korea with the concept of 'rationality'. Many studies have investigated water resource policy a variety of aspects on policy failure, conflict management, privatization, economic analysis, governance, water right, demand management etc. However, few studies have analyzed the history of water resource policy in Korea. I asserted that there was a crack between ‘present rationality’ and ‘prospective rationality’ in dam policy in Korea. Concretely, excessive formation of developmental coalition and removal of residents who live immerse area in dam policy were presented in irrationality outcome in modernization process. The implication from the analysis is as follows: we recognized the evil of simple modernization and transferred the virtue of reflexive modernization or ecological modernization.

        통합 지역개발제도의 의미와 향후 전망

        This paper explains the contents and progress of the new integrated regional development plan and the meaning and future prospects of Integrated Regional Development System. There are three criticisms of the regional development system in the past. First, excessive financial support for projects with little effect is being achieved by supporting government expenditure without specific verification. Secondly, the central government does not find various businesses in the province due to the central government funding. With this downward support, local capacity can not develop and local autonomy can be violated. Finally, the participation of private operators is very low. The system introduced to solve these problems is strengthening the evaluation system, strengthening the voluntary nature of the region through the introduction of the public offering system and strengthening the support system of the enterprises and resident companies. The evaluation system is largely divided into feasibility verification, pre-feasibility evaluation of unit business, and enforcement evaluation. The following directions should be improved for more advanced regional development plans. First, in order to increase the effectiveness of the project, post-implementation evaluation is strengthened and a consulting system is introduced. This includes clarifying the nature of the execution plan and establishing a DB center centered on the metropolitan area to manage the history of the project. Second, the integrated support system will be established centering on the more backward region(Regional Activation Areas). Finally, it will enhance the effectiveness of the privately funded project.
