        삼호주얼리호에 대한 해적행위의 법적 검토

        2004년 이전에는 말라카해협에 해적들이 자주 출몰하였으나, 2005년을 기점으로 하여 아덴만(the Gulf of Aden)을 중심으로 하는 소말리아 해적들이 증가하고 있으며, 최근에는 그 규모와 영역이 더욱 전문화?세분화되고 있는 추세이다. 2011년 9월 현재까지 소말리아 해역에서 발생하고 있는 해적행위의 피해는 2010 년에 비하여 3배 이상 증가하였고, 한국의 피해도 예외일 수 없다. 소말리아 해역에서 한국의 피해사례는 2006년을 기점으로 점진적으로 증가하고 있다. 이에 한국 정부는 2009년 3월 13일 소말리아 해역에 한국선박들을 보호하기 위하여 청해 부대를 창설하고, 선박 호송임무를 수행할 한국형 구축함 문무대왕함을 파견하였다. 실제로 2011년 1월 15일 한국의 삼호해운 소속 ‘삼호주얼리호’가 소말리아 해적에게 납치되었고, 1월 19일 최영함 청해부대 특수전 요원들이 ‘아덴만 여명작전’을 개시하여, 피랍 선원 21명 전원을 구조하였다. 그러나 구출 작전과정에서 석○○ 선장이 모두 6군데 총상을 입었는데, 이 중에 1발이 특수전 요원의 탄환으로 밝혀져 논란의 대상이 되었다. 이 연구에서는 ‘아덴만 여명작전’을 통하여 체포한 소말리아 해적에 대한 수사와 재판과정을 살펴보고, 이에 대한 법적 검토를 하고자 한다. In modern society, marine transportation routes are the pathway of national and regional exchanges and cooperation and they are in charge of 90% of international trading. Northeast Asian countries enforced their competency in marine transportation to secure energy resources and transport them safely. Although natural disasters such as Typhoon or Tsunami may be threatening elements, human disasters such as pirates emerge as threats to supranational security and safety. The Strait of Malacca is a strategic point where more than 30% of international trades and more than 80% of crude oil that Korea and Japan import are passing. Because of this, the Strait of Malacca became a new headache in international society as a pirate-infested water. However, piracy in the Strait of Malacca has decreased since 2004, while the Gulf of Aden became a new hub of piracy because of Somalia pirates. It is estimated that approximately 1,200 Somalia pirates have been working actively under 6 organizations from early 2008 up to now. In Somalia piracy became one of business areas and they coined new word as ‘piracy industry’. They expand their territory from the coasts to the far seas and become organized so that we can call them syndicate pirates. Some of them painted and transformed the abducted ship to use for their criminal activities or sell it to other buyers. Obviously, it is violence that threaten the marine safety and security. Damages and losses because of piracy in Somalia sea has increased more than three times as of September in 2011, comparing to the number in 2010. Korea is not an exception. Korea has been increasingly more victimized in Somalia Sea since 2006. Consequently, Korean government established Chunghae Unit to protect Korean ships against pirates in Somalia Sea on March 13, 2009 and dispatched Korean Destroyer Munmudaewangham to escort the ships. Actually, ‘Samho Jewelry’ belonging to Samho Marine Transportation on January 15, 2011. Special warfare agents of Chunghae Unit of Choiyoungham initiated ‘Gulf of Aden Pre-dawn Mission’ on January 19 and rescued 21 abducted crew. However, during the operation Captain Seok, had six gunshots. It became controversy because one of the six shots was made by an special warfare agent. Although he was recovered and discharged from hospital now, there was some shameful incident related to his medical bill. In this study, it was tried to identify how to protect victims by reviewing the responsibilities of the state and state tort liability on the victims from the suppression of pirates and rescue of the abducted people.

        증례 : 소화기; 십이지장 구부에 발생한 심재성 낭종성 장염에서 지방종을 동반한 1예

        Enteritis cystica profunda (ECP) is a very rare hyperplastic benign lesion of the small intestine. Histologically, it is characterized by mucin-filled cystic spaces frequently lined by benign epithelium within the submucosa and muscularis propria. ECP occurs much less frequently than gastritis cystica profunda (GCP) or colitis cystica profunda (CCP). It is most often seen in adults with Crohn`s disease, Peutz-Jeghers syndrome, hamartomatous polyp, or congenital anomalies. We encountered a case of ECP (90 × 15 mm) accompanied by an elongated lipoma in the duodenal bulb, in the absence of any other disease. An endoscopic polypectomy proved sufficient for diagnosing and treating the ECP. To our knowledge, this is the first reported case of ECP accompanied by a lipoma in the duodenal bulb in the absence of any other intestinal disease.

        중국의 테러리즘 분석과 그 전망: 신장 위구르족을 중심으로

        China has become a G-2 Superpower country as result of rapid economic growth through the reform and opening-up in these days. It expressed its confidence by helding a few big international events, such as Bejing Olympic Games. Shanghai Expo. Though most Chinese people give their agreement and support to the government, there are serious, ill-concealed political problems behind the curtain in China. As a multi-ethnic nation, China has repeated experience of fragmentation and integration of various ethnic groups through her long history. In spite of top-level political leaders of communist party always concern the issues of separatism very sensitively, China has suffered occasional bloodshed terrorism because of erupting ethnic and religious conflicts. Especially there are many disruption and fear due to the bloodshed and terrorism by a minority race-seperatists of Uighur tribe in Xinjiang province. The Uighur in Xinjiang province is very different from major Chinese Han ethnically and culturally. Although Chinese government has presented various policies in order to suppress the Uighus"s desire for seperation, they have not been able to offer a fundamental, satisfying solution. Because we, Korean people face the expansion of possibility of conflicts, such as increasing of foreign workers, multi-cultural families and extremists. At this point, I believe we can learn valuable lessons from Chinese experiences for anti-terrorism. 현재 중국은 개혁․개방을 통하여 고도 경제성장을 이룩하였으며, 베이징 올림픽과 엑스포 개최, 그리고 G2체제를 통한 세계 초강대국으로 진입하는 등의 성과로 대다수 국민들의 지지를 받고 있지만, 그 이면(裏面)에 많은 난제(難題)들도 있다. 다민족으로 구성된 중국은 분열과 통합의 경험이 있어 다른 어떤 국가보다 분리주의에 민감하게 반응하고 있으며, 실제로 종교․민족문제 등으로 인한 갈등과 분쟁이 빈번하게 발생하고 있다. 특히, 중국의 한족과 신장지역 위구르족은 역사․민족적으로 그 기원이 상이하고, 종교․문화적으로 융합하기에 한계가 있어 유혈사태와 테러리즘이 자주 발생하고 있다. 중국정부는 다양한 민족․종교․경제․외교정책을 제시하였지만, 근본적인 문제 해결책을 찾지 못하고 있다. 이로 인하여 중국의 유혈사태와 테러리즘은 지속적으로 발생할 것으로 예측되기 때문에 정치․민족․외교정책 등의 재검토가 필요하다고 본다.

        제주도 연안 서식 해조류에 대한 주요 활성성분 및 항산화효능 연구

        The objective of this study was to investigate the useful components and potential antioxidant activities of 30 marine algae, collected from Jeju Island in Korea. The contents of bioacitve substance of extracts from marine algae, such total polyphenol and carbohydrate, were determined. The extract of Distromium decumbens had the highest amount of total polyphenol content (21.27%), and that of Gracilaria incurvata Okamura had the highest amount of total carbohydrate content (10.18%). The antioxidant activities of extracts obtained from algae were tested through the evaluation of DPPH radical and hydroxyl radical scavenging activity. The extracts of Distromium decumbens, Sargassum hemiphyllum (Turner) C.Agardh, Sargassum serratifolium (C. Agardh) C. Agardh and Acrosorium yendoi Yamada were found to have more than 80% DPPH radical scavenging activity and that of Dictyota okamurae (Dawson) Hötning, Schnetter, et Prudhomme van Reine, Myagropsis myagroides (Martens ex Turner) Fensholt, Sargassum serratifolium (C. Agardh) C. Agardh and Cladophora wrightiana Harvey showed more than 50% hydroxyl radical scavenging activity. These results suggest that algae collected from Jeju Island would be good raw materials for antioxidant.

      • 미래형 개인용 항공기 기술개발 동향 및 분석

        자동차와 항공기가 결합된 신개념 운송수단인 미래형 개인용 항공기의 개발 현황을 살펴보고, 이러한 개인용 항공기의 개념을 분석하여 향후 기술 개발 시 필요한 요구사항을 정리하였다. 최근 들어 미래형 개인용 항공기의 차세대 운송수단으로서의 그 가능성을 인지하여 미국을 중심으로 정부, 민간회사, 학계에서 미래형 개인용 항공기와 관련된 다양한 연구를 수행하고 있다. 본 논문에서는 미래형 개인용 항공기의 개발 프로그램인 AGATE, PAVE, SATS 및 NGATS 등을 먼저 알아보고, 현재 상용화가 진행 중인 Terrafugia사의 Transition과 Moller International사의 M400 Skycar의 개발 현황, 기체의 특징 및 응용 기술을 분석하였다. 이를 바탕으로 추후 미래형 개인용 항공기를 개발 시 필요한 핵심기술을 제시한다. The current development trend and status of a personal air vehicle, known as the novel concept of a transportation that combines a personal car with a light general aviation aircraft, is summarized to investigate its feasibility as a future transportation. In the paper, the development programs of a personal air vehicle such as AGATE, PAVE, SATS and NGATS are first summarized, and then the design, technical development and testing activities of Terrafugia’s Transition and Moller International’s M400 Skycar, which will be commercialized in a short time, are reviewed. Based on the assessment of technical issues with those vehicles, the key technologies for the future development of the personal air vehicle are suggested with two basic requirements of safety and mobility.

      • Wavy 실린더 주위의 유동 및 열전달 특성에 관한 수치적 연구

        Three-dimensional characteristics of fluid flow and heat transfer around a wavy circular cylinder having sinusoidal variation in cross sectional area along the spanwise direction are numerically investigated using the immersed boundary method. The three different wavelengths of π/4, π/3 and π/2 at the fixed wavy amplitude of 0.1 have been considered to investigate the effects of waviness on especially the forced convection heat transfer around a wavy cylinder when the Reynolds and Prandtl numbers are 300 and 0.71, respectively. The present computational results for a wavy cylinder are compared with those for a smooth cylinder. The time- and total surface-averaged Nusselt number for a wavy cylinder with λ=π/2 is larger than that for a smooth cylinder, whereas that with λ=π/4 and π/3 is smaller than that for a smooth cylinder. However, because the surface area exposed to heat transfer for a wavy cylinder is larger than that for a smooth cylinder, the total heat transfer rate for a wavy cylinder with different wavelengths of λ=π/4, π/3 and π/2 is larger than that for a smooth cylinder.

        5.8 GHz 다이폴 안테나를 이용한 렉테나 설계

        본 논문에서는 Quasi Yagi 효과를 갖는 다이폴 안테나와 CPS 구조의 공진기를 이용한 정류회로를 이용하여 5.8 GHz에서 무선전력 전송이 가능한 렉테나를 설계하였다. CPW 급전 구조를 이용하여 CPW의 접지 면을 다이폴의 반사기로 사용하여 야기 우다 안테나와 비슷한 구조로 기존의 다이폴 안테나보다 이득을 높이는 결과를 얻을 수 있었다. 또한 CPS 구조의 공진기를 이용하여 2차 고조파가 제거된 정류회로를 설계하였다. 그 결과 본 논문에서 제안한 렉테나는 부하저항이 1.4 $k{\Omega}$에서 61% 의 RF-to-DC Power 최대 변환 효율을 얻었다. In this paper, a new rectenna is presented for the wireless transmission of microwave power using dipole antenna (Quasi Yagi effect) and rectifier of CPS resonator structure. The dipole antenna with CPW feedline has high peak gain than a general dipole antenna. A ground plane of CPW is used to reflect a dipole as a Yagi antenna. Therefore, the new rectenna receives the RF power better than the one using general dipole. A RF-to-DC conversion efficiency of 61 % using a 1.4 $k{\Omega}$ load resistor is obtained at 5.8 GHz.

        Various types of wind turbine are classified briefly and the concept of blade element method is also explained. Computational Fluid Dynamics(CFD) was applied to Mexico blade for aerodynamic analysis. Hybrid grid system was utilized for CFD analysis and its grid number is about 50 million. Vortex sheet generated from blade tip was captured up to 1,800°. Wind tunnel test for scaled model of Mexico blade was carried out at Korea Aerospace Research Institute(KARI) and blade torque was measured for various conditions and its results present good consistency. However the comparison between KARI test results and Mexico blade because of the inaccuracy of measured Mexico blade torque.
