Due to the political and social problems caused by climate change, the ecological wisdom of a pre-capitalist society is required along with a new awareness of citizenship. Accordingly, it is necessary to pay attention to the traditions and roots of an ecological Korean citizenship. Korea’s traditional ideas and practices were ecological, especially Donghak thought. In Donghak, human beings are like Heaven(God), and Donghak showed citizenship by preaching the equality of human beings. It represented a way of thinking that was ahead of its time, in which women and children were respected. In the relationship with living things, Donghak stood for a homogeneous relationship that is mutually beneficial, and a mutually heterogeneous relationship of “eat and to be eaten” where both are God. Through this, it emphasized that the relationship between humans and living things is one of mutual help and solidarity. It not only differed from Confucianism, but also exceeded the limits of Western ecology by saying that we should respect not only living things, but also inanimate objects such as the land like our parents. These roots and traditions of ecological Korean citizenship need to be re-discovered and studied in the current era, where countries are re-examining traditional ecological ideas. 기후변화가 야기하는 정치적, 사회적 문제로 인해 시민성에 대한 새로운 인식과 더불어 전자본주의 사회의 생태적 지혜가 다시금 요구되고 있는 현실에서 한국 생태시민성의 전통과 뿌리에 주목하여, 한국의 전통적 사상과 실천은 생태적이었고, 특히 동학사상에서 그러한 점을 발견할 수 있음을 피력했다. 동학에서 인간은 하늘과 같은 존재로 일찍이 인간의 평등함을 설파함으로써 시민성을 보여줬으며 여성과 어린이도 존중하는, 시대를 앞선 사고도 보여주었다. 생물과의 관계에서는 동질적 관계는 상호부조로, 이질적 관계는 이천식천으로 설명하여 인간-생물 간 관계가 서로 돕고 연대하는 것임을 강조했다. 생물뿐만 아니라 더 나아가 땅과 같은 무생물도 부모처럼 공경해야 한다고 하여 유교와의 차이뿐만 아니라 서구 생태주의의 한계도 넘어섰다. 이러한 한국적 생태시민성의 뿌리와 전통은 전 세계적으로 각 민족의 생태적인 전통사상이 새롭게 재조명되는 현시대에 다시 발굴되고 연구될 필요성이 있음을 강조했다.

이 논문은 한국 특수교육 요구 학생들이 일반교육의 장으로 완전통합 될 수 있는 효과적인 방법을 모색하기 위한 이론적 문헌연구이다. 특수교육적 요구 학생들이 점진적으로 일반교육의 시스템으로 통합되어가고 있는 상황에서 이들을 위한 효과적인 통합방법을 찾을 필요가 있다. 또한 단일한 제도가 모든 학생들에 대한 통합교육 제공에 도움이 될 수 있기 때문에 단일한 행·재정적 체제와 일반교육과 특수교육 간의 단일한 교사양성제도 및 교사자격증제도도 모색되어야 한다. 특수교육 요구학생들이 효과적인 학업적, 사회적 통합이 되기 위해서는 모든 일반교육체제는 재구조화 혹은 개혁되어야 한다. 또한 자문관 혹은 협력관, 학습도움실교사, 교육과정 협력관, 팀티칭보조원, 읽기전문가, 특수교사와 같은 전문인들이 협력하고 그들이 통합교육을 담당하는 일반교사를 도울 수 있도록 시간배당이 되어야 한다. 일반, 특수예비교사의 교육과정은 별도로 제공된다 하여도 예비교사 양성제도는 단일체제 안에서 제공될 필요가 있다. 일반교사와 특수교사는 자신의 전문적인 기술과 지식이 일반교육 체제 안에서 함께 통합되어 사용될 수 있다. 재정적, 행정적인 체제도 모든 학생들에게 통합된 교육을 효과적으로 제공할 수 있도록 점진적인 단일화를 이루는 것이 효과적일 것이다. This is a theoretical study with the goal of searching for effective ways to fully include students with special needs in regular classrooms in Korea. As more students with special needs are gradually included in the regular educational system than before, it is now necessary to find the most effective methods of inclusion. Furthermore, unified administrative and financial systems, as well as initial teacher training and teacher hiring systems in regular and special education, are investigated because a unified system is thought to be more desirable for inclusive education than separated systems. It is found that all aspects of the regular school systems need to be restructured or reformed in order for the students with special needs to be effectively included both academically and socially in the classroom. It is also found that professional personnel such as consultants, coordinators, resource room teachers, curriculum cooperators, team teaching assistants, reading specialists, and special education teachers must be provided with sufficient time so that they can help regular classroom teachers. The overall initial teacher training should be provided within one unified system, though special education pre-service teachers may be specially assigned to the curriculum on special education. Inclusive special education becomes more effective when both regular teachers and special education teachers cooperate with each other in sharing their expertise and skills. Financial and administrative systems also need to be unified in order to give more effective integrated support to all students.
