大邱 地域image 革新을 위해 : 대구비젼 2020'의 평가를 토대로 Based on the Evaluation of Taegu Long-term Development Plan

서구중심 세계 경제적 사회문화적 물결은 포스트모더니즘이라는 환경속에서 새로운 도시경관의 변화를 초래하고 있다. 문제는 서구화중심의 세계화와 지구화가 아시아 대도시 경관과 이미지 형성에 있어 아무런 여과없이 그대로 적용이 되고 있다. Knox나 Harvey는 "지리적 경관의 쉼 없는 변형과 재변형"이라고도 했고, Soja는 "사회공간적 변증법"이라 칭하기도 했다. 대구는 서구식의 발전된 모습으로의 이미지 변신이 아니라 대구 자신의 자생적 소재를 바탕으로의 이미지 혁신을 가져와야 할 것이다. 이를 위해, 외국인의 정서에 부합하는 중개적 장소 예를 들어 '차이나 타운'의 신설이 필요하다. 명칭도 기왕이면 [대구-차이나타운]으로 하여 대구를 알리는 것이 바람직하다. 그리고 대구읍성의 이전 복원과 같이 대구시 자체의 역사적 속성을 현재의 여건에 맞게 적절한 대안적장소를 찾아 복원하는 일이며 가능하다면 상대적 공간적 노출성이 양호한 곳을 찾아야 할 것이다. 특히 환경생태계를 강조하는 이미지가 강조되어야 할 것이며 이를 위해서는 신규주거단지계획시에는 주거지 안을 생활관련 소규모 저비용 환경생태계를 형성해야 한다. 특히 대구-경북의 낙동강변의 자전저전용도로 구축으로 일상화된 환경생태적 도시거주지 이미지구축이 강조되어야 한다. This paper aims to evaluate the Taegu long-term development plan in the side of elevating the Taegu regional image and long story short. The direction is not change of the westernized Taegu image but the renovation of Taegu image by the exploitating of Tague's autogenous image. The scope of this plan should be lined under the ecological and geographical relationship of Taegu-Kyungpook region. It is a very important step to concrete the identify of Tague. A strategy includes the restoration of taegu 'Ubsung(邑城)' which play a good role of attracting the foreigner and investment. Around the 'Ubsung(邑城)', we can prepare the event place for them. Image inequality of intra Tague is too serious to precess the total development of Taegu. To elevate the image of taegu, foreigner's exclusive place and road will be needed. This place can be basecamp of coming to Taegu. On either side of Nakdong, Gumbo, Sinchon river can be used as a bicycle exclusive road which play a good role of channel to come into taegu. Ecological village around this rivers produce a leisure place of Taegu citizen. The cultural location of Taegu is the overlay of confucianism, buddhism, and Gaya-cultural center. To concrete this strategy, I introduce the Bullo ancient tombs. To accomplish the Taegu provincial decentalization of autonomy, we cultivate the human resource named 'taegu person'. Taegu based human resource is short cut way to this task. Urban hazard is more serious than any other facts. Urban catastrophe is the deterministic facts in destructing the image of modern city. Dalsung new town plan should consider the other part of taegu city and in migration of new bourgeoisie of Taegun to Dalsung new town. Remodeling plan does not meet to taegu because of weak points in setting the fire problem. To renovate a new image of Taegu, these facts should be considered seriously and partly revised.

세계 사회환경 속에서 새로운 도시경관의 변화를 초래하고 있다. Knox나 Harvey는 이러한 경관변화를 “지리적 경관의 쉼 없는 변형과 재변형”이라고도 했고, Soja는 “사회공간적 변증법”이라 칭하기도 했다. 문제는 서구화중심의 세계화와 지구화가 아시아적 대도시경관과 이미지 형성에 있어 아무런 여과없이 그대로 영향을 받고 있다. 서울시는 청계천 복원을 서두르고 있다. 서구식 도시를 만들기 보다는 한국적 이미지를 담고 있는 한국식 도시 서울을 만들겠다는 의지의 공간적 표현이다. 당연히 大邱도 서구식의 발전된 모습으로의 image 변신이 아니라 대구 자신의 자생적 소재를 바탕으로의 긍정적 image혁신을 가져와야 할 것이다. 이를 위한 기조는 地域化된 이미지, 移植된 이미지혁신이 필요하다. 이를 위해 외국인의 정서에 부합하는 중개적 장소 중의 하나인 '차이나타운'의 신설이 필요하다. 명칭도 기왕이면 [대구-차이나타운]으로 하여 대구를 알리는 것이 바람직하다. 그리고 없어진 [대구읍성]의 移轉 복원과 같이 대구시 자체의 역사적 속성을 현재의 여건에 맞게 적절한 대안적장소를 찾아 복원하는 일이며 가능하다면 상대적 공간적 노출성이 양호한 곳을 찾아야 할 것이다. 신규주거단지계획시에서는 주거단지 안에 생태호수를 포함하는 소규모 저비용 환경생태계를 형성해야 한다. 특히 대구-경북의 낙동강변의 자전거전용도로 구축과 자전거문화축제를 대구의 새로운 이미지로 이식-정착할 필요가 있다. 그러나 무엇보다도 이 모든 대구 이미지 혁신 소재에 적절한 이야기거리를 만들어야 하며 이것이 대구의 전설로 안착이 되도록 해야 진정한 대구의 지역이미지 혁신을 이룰 수 있다. Westernized globalization is passing through our urban structure and landscape. This kinds of wave including post-modernism and post-fordism results in the change of new urban landscape. To cope with this wave, taegu provincial government addressed a long-term plan for develoment and the five years regional innovation. 이 글의 목적은 환경지각의 측면에서 설계의 중심개념들을 검토하여 보고 바람직한 인공환경을 해석하는 유용한 틈을 찾고저 하는 것이다. 우선 과거 부터 관심사였던 공간 개념이 발전을 검토하는 것으로 시작해서 지각과 이미지를 이에 관련시켜 보고 끝으로 장소 개념의 정의를 시도하여 새로운 방법론의 시발점이 되려는 의도를 갖고 있다.
