기초학력 저하 원인에 대한 가설 분석과 기초학력 향상 방안

Analysis on the Hypotheses on the Causes of Decline of Basic Learning Capabilities and Discussion on the Solutions Kwanghyun Lee(Busan National University of Education, Professor) In this paper, the hypotheses for the causes of decline of basic learning capability were examined, and solutions were investigated. First of all, the rapid decline in the national-level academic achievement evaluation data and PISA data were examined. Regarding the hypothesis of the causes, we reviewed the deepening of the economic gap or the increase of the low-income class, the problem of the curriculum(the problem of the concentration of the skill-centered curriculum discourse, difficulties and confusion in the schools due to the frequent curriculum changes, student-centered teaching methods, and free semester system/graduate system), and other problems, such as the increase in administrative work and the decrease in satisfaction of teachers. Looking at the Gini coefficient of the National Statistical Office and the economic status of parents in the private education expenditure survey, it was found that the ratio of low-income class did not sharply increase after the mid-2010s. Therefore, it was found that the frequent changes in educational curriculum and teacher's low self-efficacy are more likely to be related with the decline in basic learning capabilities. [Key words] Decline of Basic Academic Learning, Academic Achievement, Education Curriculum and Process, Teacher Satisfaction 본 논문에서는 최근 쟁점이 되고 있는 기초학력저하 문제에 대해서 원인가설을 살펴보고 관련 자료에 대한 검토를 통해서 기초학력저하 해결방안에 대해서 살펴보고자 하였다. 이를 위해 먼저 학업성취도 자료가 노동시장, 그리고 경제성장에 있어서 갖는 중요한 계량적 지표로서의 중요성을 살펴보고 2010년대 중반에 급격히 심화된 기초학력저하 현황과 관련한 국가수준학업성취도 평가 자료와 PISA 성취도 자료에 대해서 살펴보았다. 그리고 원인에 대한 가설로 경제적 격차의 심화 혹은 저소득층의 증가, 교육과정의 문제(역량중심 교육과정담론의 비인지적 역량에의 편중문제, 잦은 교육과정 개편으로 인한 현장의 어려움과 혼란, 학생중심수업방식의 현장 적용의 문제, 자유학기제/학년제), 기타 문제로 교사의 행정업무가중과 만족도의 저하 문제 등을 검토하였다. 통계청의 지니계수, 사교육비조사에서의 학부모의 경제적 현황 등을 살펴보면 저소득층이 2010년대 중반이후에 급격히 심화되지 않은 것으로 나타나고 있었다. 따라서 경제적 배경의 격차 증가보다는 지나치게 자주 변경됨으로 인한 교육과정의 혼란, 행정업무 부담 등으로 인한 교사의 열정/만족도 저하 등이 현재의 기초학력저하의 원인일 가능성이 더 높은 것으로 나타났다. 향후 교육과정에 대한 면밀한 진단과 교사의 만족도 및 사기와 열의 증진 방안 등을 적극적으로 마련하고 기초학력저하에 대한 좀 더 세부적인 추가 연구가 필요함을 제시하였다.

This study examined whether significant changes existed in middle school students’ mental health after COVID-19 and tested variables that affect mental health. To do this, we analyzed data from the fourth to sixth wave of the Busan Education Longitudinal Survey(2019-2021). We found the following. First, the number of students who felt anxious, lonely, and sad was in the low 10% of students in 2019, just before COVID-19, but increased to the mid to high 10% in 2021 (19.4% for anxiety, 17.9% for loneliness, and 16.5% for sadness). Suicidal impulses were relatively low at 6.1% in 2021, but appeared to be higher than 3.9% in 2019. Second, we found that female students consistently showed higher levels of anxiety, loneliness, sadness, and suicidal impulses than male students for the whole period. Third, running random effect models, we found that students' anxiety, loneliness, depression, and suicidal impulse jumped significantly in 2020 (the second year of middle school) and 2021 (the third year of middle school) even after school- and family-related variables are controlled for. We also found that students who participated in many cultural activities with their parents have statistically significantly lower levels of suicidal impulses. To improve the mental health, therefore, it is necessary to strengthen supports for female students, promote various cultural activities, enhance socioeconomic capital, and support psychological and emotional counseling at the Wee Center for the emotional stability of students from socially underprivileged classes.
