地方自治와 自治權에 관한 考察

The aim of this thesis is to have a correct understanding of autonomous rights. For sincere execution of local autonomy, shouldsecure self-control of local government which means to guarantee autonomous rights as substantially as possible. In other words, should give local government enough rights to function as a provider of administrative affairs in the region up to reputation. The local autonomy of ours in the past, however, has been undergoing controversial issues from the introduction, and in spite of several revisions of the law, it ended in local autonomy that's far from the nature of it on account of constitutional restrictions. On this, it's needed to grip the clear notion of local autonomy, and arrange the meaning and property of autonomous rights that gets more and more emphasis on its meaning in the category of local autonomy.

지방의회의원의 유급화에 관한 고찰

이 논문은 지방의회의 유급제 실시가 그 도입논의에 맞게 운영이 되고 있는지에 대해 검토하는 데에 그 의의가 있다. 현대에는 행정국가화 경향에 따라 중앙뿐만 아니라 지방정부에서도 행정관료들의 정책결정권한이 확대ㆍ강화되고 있는데, 그 근본적인 원인은 현대 정책문제가 복잡ㆍ다양해짐에 따라 전문적인 지식에 의한 해결이 요구되기 때문이다. 이에 지방의회는 유능한 전문가 및 다양한 분야의 주민을 지방의회의원으로 확보하여 지방의회의 전문성과 대표성을 제고하기 위하여 유급제로 전환하였다. 하지만 지방의회의원의 유급화를 위한 법적 근거가 마련되었을지라도 지방의회의원에 게 그 지위에 상응한 월정수당을 지급하기 위해서는 예산조치가 수반되어야 한다는 문제점이 지적되고 있으며,의원의 보수는 의원이 사무기구에 의존하는 정도와 사무기구의 규모에도 영향을 미칠 수 있기에 논란이 되고 있는 개인보좌 인력의 존치 여부와도 밀접한 관련을 가진다고 할 수 있다. 그렇기 때문에 지방의원의 유급제는 상대적으로 사무기구의 지원과 개인보좌 인력의 필요성을 줄일 수도 있다. 위에서 언급했듯이 지방의회는 전문성과 대표성을 제고하기 위하여 유급제로 전환하였다. 하지만 여러 문헌이나 기사를 통해서 지방의회의 유급화가 긍정적인 측면만을 가져다주지 않음을 간접적으로 확인할 수 있다. 이에 지방의회의 유급화가 무엇을 의미하는지를 살펴보고, 월정수당의 성질과 일본의 지방의회 보수체계를 우리의 지방의회와 비교ㆍ검토하고자 한다. 그리고 지난 5ㆍ31 지방선거를 분석함으로써 유급화 후 지방의회의 위상이 어떻게 변했는지 확인하고자 한다. This thesis will examine whether or not a salaried system of the local assembly is managed properly. The local assembly was changed to the salaried system to improve the professional and representative local assembly. They now accept more competent people from a variety of fields. Even though there is a legal basis to the salaried system of the local assembly, there is a problem with the budgetary measure which is necessary to give an allowance. Also, we have to consider a new approach to guarantee of the professionalism of the local assembly. We can not achieve this goal with only the salaried system. So, now we are going to investigate the meaning of the salaried system of the local assembly, and compare it with the month-end allowance which is used in Korea and Japan. We are also going to consider the result or degree of change that has secured since the salaried system has been introduced.

지방의회 의정지원기능으로서 사무기구에 대한 평가와 과제

우리나라는 제헌헌법 이래 현재에 이르기까지 지방자치제도를 헌법에 보장하고 있다. 이는 지방자치제도가 우리 헌법의 국민주권원리와 자유민주주의의 본질적 징표로서, 정치적 이해관계를 반영하는 것이고, 그 내용은 쉽게 수정될 수 없는 일종의 절대적 성역임을 보여 주는 것이라 할 수 있다. 이러한 지방자치제도는 지방자치단체장과 지방의회라는 두 기관의 견제와 균형이 유지될 때 그 취지를 살릴 수 있으며, 특히 지방의회는 헌법이 보장하는 지방자치제도의 핵심기관이기에, 지방자치를 실질적으로 가능하게 하는 장치라 할 수 있다. 하지만 헌법에 의해 설치되는 주민대표기관으로서 지방자치단체의 핵심기관인 지방의회의 지위와 권한이 지방자치단체장에 비해 상대적으로 약화되고 있다는 문제제기는 지방자치제도 실시 이후 끊임없이 제기되고 있는 것이 사실이다. 우리의 지방의회는 지속적인 제도 개선 및 보완이 이루어지고 있음에도 불구하고, 부정적인 평가가 많았던 것이 현재의 실정이다. 이는 지방의회가 지방의정 활동을 함에 있어서 주민의 여론을 충분히 수렴하지 못하고, 지방자치단체장에게 집중된 행정권한에 대한 견제기능을 제대로 수행하지 못하고 있는데 기인하는 측면이 크다고 할 수 있다. 결국 이러한 상황은 지방의회의 전문성 부족과 지방의회의 기능 약화 등으로 귀결될 수 있을 것이다. 부정적인 평가의 원인 중에서도 지방의회의 지원과 지방의원의 의정활동 보좌기능을 담당하고 있는 지방의회 사무직원의 업무수행에 대한 전문성 확보 없이는 의정활동 활성화를 통한 지방자치의 발전은 기대하기 어려울 것이다. 현재 지방의회의 전문성을 확보하기 위하여 지속적으로 논의되고 있는 사안 중 하나가 바로 사무기구의 독립 및 활성화를 위한 제도 개선이다. 지방의회는 주민을 대표하고, 집행부의 업무를 평가 · 통제할 수 있는 능력을 갖추어야 하며, 이를 위하여 일반적으로 지방의회의 전문성 함양이라는 범주에서 논의되어지고 있다. 결국 지방의회 기능을 보다 효율적으로 수행하는데 필요한 사무를 처리하기 위하여 지방의회에 둔 기관이 사무기구인 것이다. The Secretary-agency mechanism will eventually placed on local councils to carry out office work necessary to manage more effectively the local council functions.

입체 유사 홀로그램을 이용한 디지털 콘텐츠의 공간증강 전시

The pseudo hologram provides a floating image to audience by reflecting the projected digital content on flat screen. However, this technique fails to provide 3D effect according to the audience’s viewpoint so that it has been mainly used in the field of the stage performance whose viewpoints are fixed. In this paper, we present a framework of the 3D pseudo hologram that can generate natural hologram images according to audience’s viewpoint. We use a 3D physical mock-up as a projection screen and project digital content onto the mock-up to generate the pseudo hologram image having 3D effect. The proposed system is an appropriate technique for digital exhibition to be provided by various viewpoints. In particular, it is expected to be utilized for digital museums, product promotion, and media art.

A virtual broadcast is usually produced by using a chroma keying technique in a chroma studio. However, this approach not only requires a high cost for the initial configuration and employment of the expertise, but also has a spatial constraint. In this paper, we present a system that can make the virtual broadcast without spatial constraint and in real time. To this end, we use a RGB-D sensor to extract the object of interest from taken scene. We solve the hole and unmatched edge problems occurred in the RGB-D sensor to extract the object clearly. This replaces the existing method of object extraction that relies on the chroma studio. The proposed method is expected to be applied to a variety of applications such as the virtual meeting, e- learning, as well as to overcome the spatial limitations of previous virtual broadcast production system.
