혁신네트워크의 기능적·공간적 특성과 혁신성과의 영향관계

본 연구의 목적은 구미와 창원국가산업단지를 대상으로 혁신네트워크의 기능적·공간적 특성과 기능적·공간적 혁신네트워크가 혁신성과에 미치는 영향을 분석하는데 있다. 주요 연구결과는 다음과 같다. 첫째, 구미와 창원국가산업단지 혁신네트워크의 기능적·공간적 특성을 살펴보면, 기능적 측면에서는 생산 네트워크 중심이고, 공간적 측면에서는 지역적 네트워크가 중심을 이루고 있는 것으로 나타났다. 둘째, 구미와 창원국가산업단지의 기능적·공간적 혁신네트워크를 비교해 보면, 창원국가산업단지는 구미국가산업단지에 비해서 지역적 차원의 연구개발, 생산, 마케팅 네트워크가 더 양호한 것으로 분석되었다. 셋째, 기능적·공간적 혁신네트워크가 혁신성과에 미치는 영향력 분석에 의하면, 기능적 네트워크 중에서는 연구개발 네트워크와 생산 네트워크가, 그리고 공간적 네트워크 중에서는 지역적 네트워크가 더 큰 영향을 미치는 것으로 나타났다. 한편 기능적 네트워크 중 마케팅 네트워크는 지역적 네트워크보다 국가적 네트워크가 더 중요한 것으로 나타나고 있다. 이상을 종합해 볼 때, 구미와 창원국가산업단지의 경우, 현재 생산 네트워크 중심에서 탈피하여 연구개발 네트워크를 강화해야 할 것이다. 그리고 생산과 연구개발 네트워크는 지역적 차원에서, 그리고 마케팅 네트워크는 국가적 차원에서 확충해야 할 것이다. The purposes of this study based on the national industrial complex in Gumi and Changwon are to examine levels of innovative networks and to analyze how functional and spatial networks effect on the results of innovation. The study shows that product networks are activated in functional aspects and regional networks are developed from the spatial aspects. From the functional aspects, the strongest point is the level of product networks, and next one is marketing networks, but the weakest point is R&D networks. In addition to, it shows degree of network levels in order like regional networks, national networks, and global networks. And, based on the impacts structure, R&D networks and innovative networks are the most effective factors in functional networks, and regional networks are the most effective ones in spatial networks. However, national networks are more important than regional networks in marketing networks. These results indicate that the important points are R&D and product networks related in functional aspects and regional networks in spatial networks to enhance the results of innovation. Therefore, it suggests that we have to intensify R&D networks in order to make the results of innovation more strong instead of centering on product networks in case of national industrial complex in Gumi and Changwon. Also concerned with functional and spatial networks, R&D and product networks have to be expanded on the regional works and marketing networks have to be expanded on the national works.

자동차 산업에서의 OCRA Checklist와 RULA 평가 비교

Due to the high occurrence rate of musculoskeletal disorders(MSDs), many Korean companies adopted various assessment tools to evaluate workers' musculoskeletal stress. Using the results of this evaluation, tasks were selected for improvements. However, there are still many workers who complained of musculoskeletal stress of their tasks. Their tasks usually consist of repetitive activities and a short rest cycle. This prompts a concern of reliability of the evaluation tools and especially RULA. Thus in this study, OCRA(The Occupational Repetitive Action tool) was used to check whether RULA(Rapid Upper Limb Assessment) evaluates workers' musculoskeletal stress reasonably well since OCRA has been known to be a good evaluation tool for repetitive tasks and tasks with short recovery periods. The evaluation was conducted on 142 tasks. It was found that 65 tasks showed higher action levels by OCRA than by RULA. However, 13 tasks showed the reversed result and 64 tasks showed the same level regardless of the evaluation tool. It was concluded that either RULA or OCRA alone cannot evaluate all types of tasks very well. It is suggested that OCRA needs to be used with RULA together for the evaluations of musculoskeletal stress at workplaces where repetitive activities and short recovery periods exist.

서비스 플랫폼 기반 이중강화적용 블록체인 응용 거래모델 제안

블록체인은 거래의 기록인 트랜잭션을 관리하는 중앙서버 없이 분산네트워크에 참여하고 있는 모든 노드가 그 거래의 내용을 각자 관리하는 기술이다. 특정 기간의 거래 기록을 담고 있는 블록은 이전 블록에 대한 해쉬 값을 참조하여 블록체인에 연결되고, 새로운 블록이 추가된 체인은 다시 모든 노드와 공유한다. 기존의 인증서를 이용한 트랜잭션이 핀테크를 거쳐, 가까운 미래에는 블록체인을 이용하는 응용의 등장이 예상된다. 본 연구에서는 기존 모델의 문제점 등을 분석하고, 앞으로 도래될 블록체인을 적용한 거래모델을 제안한다. 다양한 응용 중에, 본 연구에서는 4차 산업혁명을 이끌 주제 중에서 에너지 판매시장을 목표로 거래모델을 전개한다. 제안한 모델의 분석결과, 기존의 방법보다 안전한 에너지 판매 거래의 가능성을 확신할 수 있었다. A blockchain is a technology in which all nodes participating in a distributed network manage each transaction s contents without a central server managing the transaction, which is a record of the transaction. The block containing the transaction record of a specific period is connected to the blockchain by referring to the hash value for the previous block, and the chain with the new block added is shared with all nodes again. Transactions using existing certificates will pass through FinTech, and in the near future, applications using blockchains are expected to emerge. In this study, we analyze the problems of the existing model, and propose a transaction model that applies the blockchain to come. Among various applications, this study develops a trading model targeting the energy sales market among the topics that will lead the fourth industrial revolution. As a result of analyzing the proposed model, it was possible to be sure of the possibility of a safer energy sales transaction than the existing method.

지방의회 사무기구의 의정지원기능에 관한 연구

우리나라는 제헌헌법 이래 현재에 이르기까지 지방자치제도를 헌법에 보장하고 있다. 이는 지방자치제도가 우리 헌법의 국민주권원리와 자유민주주의의 본질적 징표로서, 정치적 이해관계를 반영하는 것이고, 그 내용은 수정될 수 없는 일종의 절대적 성역임을 보여 주는 것이라 할 수 있다. 이러한 지방자치제도는 지방자치단체장과 지방의회라는 두 기관의 견제와 균형이 유지될 때 그 취지를 살릴 수 있으며, 특히 지방의회는 헌법이 보장하는 지방자치제도의 핵심기관이기에, 지방자치를 실질적으로 가능하게 하는 장치라 할 수 있다. 하지만 헌법에 의해 설치되는 주민대표기관으로서 지방자치단체의 핵심기관인 지방의회의 지위와 권한이 지방자치단체장에 비해 상대적으로 약화되고 있다는 문제제기는 지방자치제도 실시 이후 끊임없이 제기되고 있는 것이 사실이다. 우리의 지방의회는 지속적인 제도 개선 및 보완이 이루어지고 있음에도 불구하고, 부정적인 평가가 많았던 것이 현재의 실정이다. 이는 지방의회가 지방의정 활동을 함에 있어서 주민의 여론을 충분히 수렴하지 못하고, 지방자치단체장에게 집중된 행정권한에 대한 견제기능을 제대로 수행하지 못하고 있는데 기인하는 측면이 크다고 할 수 있다. 결국 이러한 상황은 지방의회의 전문성 부족·기능 약화 등으로 귀결될 수 있을 것이며, 이러한 부정적인 평가의 원인 중에서도 지방의 회의 지원과 지방의원의 의정활동 보좌기능을 담당하고 있는 지방의회 사무직원의 업무수행에 대한 전문성 확보 없이는 의정활동 활성화를 통한 지방자치의 발전은 기대하기 어려울 것이다. 현재 지방의회의 전문성을 확보하기 위하여 지속적으로 논의되고 있는 사안 중 하나가 바로 사무기구의 독립 및 활성화를 위한 제도 개선이다. 지방의회는 주민을 대표하고, 집행부의 업무를 평가·통제할 수 있는 능력을 갖추어야 하며, 이를 위하여 일반적으로 지방의회의 전문성 함양이라는 범주에서 논의되어지고 있다. 이를 위해 지방의회 기능을 보다 효율적으로 수행하는데 필요한 사무를 처리하기 위하여 지방의회에 둔 기관이 사무기구인 것이다. 대규모 이동 애드 혹 네트워크에서 최적 경로 복구 방법

대규모 무선 이동 Ad-hoc 네트워크 환경에서는 고정 인프라가 구축된 이동통신 시스템과는 달리 노드의 이동, 에너지 문제 및 에러 등 예외적인 상황 변화로 인한 문제가 다른 네트워크에 비해 잦은 문제가 발생 할 수 있다. 네트워크 환경에 따른 적합한 경로 설정 알고리즘을 선택하고 소스 노드에서 목적지 노드로의 패킷 전송을 위한 경로 설정 후 에러 발생 시 사라진 경로 복구를 위한 최적 경로 재설정 방법 및 효율적 전송 방법을 제안한다. 대규모 이동 노드로 구성된 Ad-hoc 네트워크에서 효율적인 전송 프로토콜인 DSR 라우팅 프로토콜을 이용하고, 에러 발생으로 인한 경로 재설정 시 빠른 경로 복구를 위한 제안된 경로 재설정 방법을 통하여 패킷 전송 지연을 최소화 할 수 있다. 제안된 경로 재설정 방법은 규모가 클수록 기존 방법보다 효과가 큰 경로 재설정 방법이다.
