한국 지방정부의 총부채 결정요인에 관한 분석

The paper tried to find the determinants of the local governmental gross debts that include the ones due to the government"s own and its public enterprises" projects as well as the burdens from private finance initiatives, such as B.T.L. and B.T.O. The object of the analysis is the 227 lower-tier local governments of Korea in fiscal year 2012. The results of the analysis indicated that local governments" gross debts were affected by the various factors social, economic, financial, and political. Concretely, they were affected by the variables, such as demands for development and social welfare, economic forces, grants-in-aids from the upper-tier governments, and citizens" support for mayors. Also, the results of the analysis suggested the implications for public policy improvements. That is, showy construction projects of local governments must be controlled and estimated rigidly. And central government must grants enough fund to the local governments for their social welfare programs.

한말‧일제강점기 전주류씨 삼산문중<SUB>三山門中</SUB>의 독립운동

전주류씨 삼산문중 사람들의 항일투쟁은 참여자의 가계로 보면 크게 두 그룹으로 나눌 수 있다. 하나는 류정원의 장자 진휴辰休를 잇는 종손 류창식과 그 후손들이며, 또 하나는 류정원의 5대손 서파 류필영과 그 후손들이다. 이들의 항일투쟁은 4세대에 걸쳐 지속되었다. 1세대인 류창식과 류필영은 위정척사적 인식에 기반을 두고 의병항쟁을 전개하였다. 류필영의 파리장서운동은 그 연장선에 있다고 할 수 있다. 이들에 이은 2세대 류인식은 성리학적 바탕 위에서 성장했지만 계몽주의로 전환하여, 2세대와 3세대를 잇는 가교역할을 하였다. 류인식의 영향을 받은 3세대 류림‧류준희‧류기태‧류기만‧류기복 등은 아나키즘‧사회주의 등 다양한 사상을 수용하고 독립운동을 전개하였다. 이어 4세대인 류기준은 1940년대 일제의 전시체제에 굴복하지 않고, 한국광복군에 지원하여 활약하였다. 4세대에 걸쳐 지속된 삼산마을의 항일투쟁은 내용 면에서도 적지 않은 의미가 있다. 국권회복운동시기에는 계몽주의로 전환하여 애국계몽운동을 선도하는 진보성을 보였다. 이러한 모습은 일제강점 후에도 두드러졌다. 이들은 자유주의‧사회주의‧아나키즘 등 다양한 사상을 수용하고 그에 기초한 방략을 실천하는 모습을 보여주었다. 이러한 삼산마을의 진보성과 탄력성은 삼산마을의 학문적 기풍과 무관하지 않다. 삼산문중은 성리학적 세계관에 바탕을 두면서도 한편으로는 변역變易의 사상을 강하게 지니고 있었다. 그 때문에 변화하는 시세時勢를 읽어내는 탄력성을 가지면서도, 또 한편으로는 시류에 휩쓸리지 않고 투쟁적‧실천적 모습을 보여주었다. 그 배경에는 성리학적 도를 지키면서도 ‘시세에 맞게 처신해야 한다’(隨時變通)는 역학 사상이 있었다. The anti-Japanese struggle among the people of the Samsanmun Gate of the Jeonju Ryu Clan can be largely divided into two groups if the participants pay attention to their families. One is Liu Chang-sik, the eldest son of Liu Jeong-won, and his descendants, and the other is Liu Pil-yeong, the fifth-generation descendant of Liu Jeong-won. Their anti-Japanese struggle lasted for four generations. Ryu Chang-sik and Ryu Pil-young, the first generation, fought against the righteous army based on their perception of the history of perjury. It can be said that Ryu Pil-young’s Paris campaign is at the extension. The second generation Ryu In-sik grew up on a Confucian basis, but he switched to Enlightenment and served as a bridge between the second and third generations. Influenced by Ryu In-sik, third-generation Ryu Rim, Ryu Jun-hee, Ryu Gi-tae, Ryu Gi-gi, Ryu Gi-gi, Ryu Gi-gi, and Ryu Gi-bok embraced various ideas such as anarchism and socialism and launched the independence movement. Ryu Gi-jun, the fourth generation, did not succumb to the Japanese colonial rule in the 1940s and applied for the Korean Liberation Army. The anti-Japanese struggle in Samsan Village, which lasted for four generations, is significant in terms of its contents. During the period of the National Restoration Movement, the government shifted to Enlightenment, showing progress towards leading the patriotic enlightenment movement. This was noticeable even after the Japanese colonial rule. They were shown to accept various ideas such as liberalism, socialism, and anarchism, and to take the lead in implementing measures based on them. This progressive and resilient nature of Samsan Village has nothing to do with the academic ethos of Samsan Village. Samsanmunjung was based on the Neo-Confucian view of the world, but on the other hand, it had strong ideas of translation. For this reason, he was resilient in reading the changing time of the hour, but on the other hand, he was not immersed in the new market and showed a combative and practical attitude. In the background, you should keep the central government’s line and act in accordance with the times’ was influenced by epidemiological ideas.

인공지능 왓슨 기술과 보건의료의 적용

This literature review explores artificial intelligence (AI) technology trends and IBM Watson health and medical references. This study explains how healthcare will be changed by the evolution of AI technology, and also summarizes key technologies in AI, specifically the technology of IBM Watson. We look at this issue from the perspective of 'information overload,' in that medical literature doubles every three years, with approximately 700,000 new scientific articles being published every year, in addition to the explosion of patient data. Estimates are also forecasting a shortage of oncologists, with the demand expected to grow by 42%. Due to this projected shortage, physicians won't likely be able to explore the best treatment options for patients in clinical trials. This issue can be addressed by the AI Watson motivation to solve healthcare industry issues. In addition, the Watson Oncology solution is reviewed from the end user interface point of view. This study also investigates global company platform business to explain how AI and machine learning technology are expanding in the market with use cases. It emphasizes ecosystem partner business models that can support startup and venture businesses including healthcare models. Finally, we identify a need for healthcare company partnerships to be reviewed from the aspect of solution transformation. AI and Watson will change a lot in the healthcare business. This study addresses what we need to prepare for AI, Cognitive Era those are understanding of AI innovation, Cloud Platform business, the importance of data sets, and needs for further enhancement in our knowledge base.

KCI 혼합 죽염(竹鹽)을 이용한 배추김치의 항돌연변이 효과에 관한 연구

본 연구에서는 죽염의 원료로 천일염의 일부를 KCl로 대체 첨가한 KCl 혼합죽염을 제조하여 in vitro에서 돌연변이 효과를 살펴보고 이 소금을 이용한 김치를 제조하여 이화학적 특성 및 항돌연변이 증진 효과를 조사하였다. Ames 실험계에서 KCl 혼합 죽염의 항돌연변이 효과를 검토한 결과 모든 처리군에서 MNNG에 대해 보돌연변이성이 관찰되었으나 구운소금과 KCl 혼합 죽염은 다소 낮은 보돌연변이 효과를 보였다. SOS chromotest에서 정제염인 한주소금은 가장 높은 보돌연변이성을 보였으며, 천일염과 KCl의 비를 3:7로 하여 1회 구운 죽염이 가장 높은 항돌연변이효과를 나타내었다. 죽염제조시 혼합한 KCl의 양이 많을수록 제조된 김치의 돌연변이 유발 억제효과가 높았으며, 1회 구운죽염과 2회 구운죽염으로 제조한 김치는 항돌연변이 활성에 차이를 보이지 않았다. 천일염과 KCl의 비를 5:5 또는 3:7로 1회 구운죽염을 사용하여 김치를 제조하였을 때 항돌연변이 효과가 증진되었다. There are several types of salts, which are classified into raw salt (Chunil salt, CS), purified salt (Hanju salt, HS) and processed salts (Gueun salt, Bamboo salt) in Korea. Gueun salt (GS) is made by baking CS in the ceramic vessel at 800℃. Bamboo salt (BS) is produced by baking CS, bamboo and mud in an oven at 1300℃. To reduce the effect of salt on mutagenicity and tumor promotion, KCl was used for bamboo salt preparation as a substitute for some portion of Chunil salt. Purified salt induced the largest number of revertants. All salts had comutagenic effect on the MNNG. KCl-mixed bamboo salt Kimchi more significantly inhibited the mutagenicity induced by aflatoxin Bl in Ames test than the control Kimchi.

새롭게 출현하는 클라우드 컴퓨팅의 비즈니스 모델은 콘텐츠 비즈니스 플랫폼 제공자를 중심으로 산업별로 특화된 클라우드 플랫폼을 제공하며 고객들에게 새로운 산업별 비즈니스 모델이 구현된 서비스를 제공한다. 특히 융복합화 된 비즈니스 서비스(Business Service)가 점차 중요해 질 것이며 퍼블릭(Public)화된 비즈니스 모델은 기존의 서 비스를 융합 및 통합 발전시키며 새로운 콘텐츠를 위한 마켓플레이스를 만들어 갈 것이다. 새로운 컴퓨팅 패러다임 인 클라우드 컴퓨팅의 퍼블릭 비즈니스 서비스는 특히 제공자와 수혜자의 관계에서 향상된 서비스의 전달을 통하여 콘텐츠 서비스 품질 향상이 이루어지도록 서비스모델이 개발되어져야 하며 그 디자인도 새로운 요건이 고려되어야 한다. 이 연구는 서비스 사이언스 관점에서 클라우드 컴퓨팅 플랫폼에 기반한 신규 비즈니스 모델을 서비스 시스템 으로 해석하고 특히 클라우드 컴퓨팅에서의 비즈니스 서비스 시스템의 구현에 있어 클라우드 컴퓨팅 서비스의 이해 관계자에 대한 분석과 클라우드 컴퓨팅 서비스 시스템의 디자인 요건 분석을 통하여 서비스 모델 개발을 위한 방향 과 품질을 개선하고 효율적으로 클라우드 컴퓨팅 서비스를 할 수 있는 서비스 사이언스 프레임워크의 모델을 적용 하여 클라우드 컴퓨팅 서비스 플랫폼의 구현 방향에 관하여 연구한다.

주민참여 예산제도의 도입과 예산게임의 균형 변화

In this paper we analyze what happened in equilibrium of budgeting game after introducing the participatory budgeting system into local governments in Korea. We find that the implementation of participatory budgeting system may hold down the size of total budget per capita in local governments. This means that there are somewhat effects on controlling the budget maximizing behaviors of bureaucrats through the citizen participation in a budgeting game. The implementation of the participatory budgeting system, however, did not have significant effects on the changes in the size of social development budget per capita and the ratio of social development budget to the total budget in local government. This tells us that residents have difficulty in securing the budget expenditures for themselves in a budgeting game under the new institution. In its final analysis, the participatory budgeting system generally does not have substantial effects on the structure of budget system and too much efforts are needed to ensure its effectiveness.
