This study was carried out to offer direction to the Housing Management Support Center in terms of its key features and specific operational tasks. The research involved the property management office (n=35) and Resident Representatives of the apartment blocks (n=52). Advisory Services conducted a consumer survey, as well as a survey of expert interviews (n=15). Survey results were as follows: (1) the Managing Director and secretary residents were satisfied with the Diagnosis and Advisory services; (2) the administrative support services need to address housing issues, including a long-term repair plan and advice on using long-term repair reserves and "conflict resolution associated with public housing management"; and (3) there was a greater need for a "basic, common-sense Housing Management Information Base to provide services to the Resident Representatives of the apartment blocks". Based on the survey results, the main roles of the Housing Management Support Center are to act as a House of Commons Administrator to handle complaints with counseling, diagnosis and advice; to support the Resident Committees; to provide professional training, research, and investigation; to support community revitalization; to manage the business of guidance and inspection; to coordinate conflicts and disputes; to build a comprehensive source of information; and to build networks.
공동주택 관리자의 일반적 관리업무 실태 -경기도 광명시 지역 아파트 관리소장을 중심으로-

The purpose of this paper was to find the apartment manager's general work, problems and opinion. 35 managers of multi-family housing which located in Kwangmyung city were interviewed during July, 1999. Questionnaire was consisted of questions which manager's opinion about their job boundaries. At the managerial standpoint, there was a perceived gap in expectation level about the manager's role between the manager and residents in multi-family housing complexes. The fact that the lack of interpersonal communication caused this gap was founded. Managerial rules and guidelines should be described in detail and be known by all residents. Specified guideline should be suggested regarding the boundaries of the manager's job, responsibilities and rights, and extra work beyond the management job in order to prevent conflicts or problems between the managing body and the residents. There guidelines also play an important role in solving the conflicts and problems in multi-family housing.
공동주택 공동체 활성화 평가지표 개발과 지원사업의 성과 분석 연구

The purpose of this study is to develop evaluation indicators for community activation and to analyze the effects of community activation and changes in resident perception. The contents of the study are as follows: First, it is to develop an evaluation indicators for community activation. Second, the performance of the support project is analyzed using evaluation indicators. Third, it presents implications for the policy to revitalize the community. The subject of the study is Seongdonggu, Seoul, as a spatial range. 30 Multi-family Housings that received support projects and their residents were surveyed. The research methods were Delphi survey, field survey of 30 Multi-family Housings, interview of 74 resident leaders, and survey of 412 residents. The results of the study are as follows. (1) The evaluation indicators for community activation was derived from an evaluation indicators consisting of 5 values and 54 items. (2) As a result of calculating the average of each indicators value, it was found that ‘community consciousness’ 3.8 points, ‘self-reliance’ 4.0 points, ‘sustainability’ 4.0 points, ‘Residence status’ 3.8 points, and ‘Neighborhood connectivity’ 3.4 points (5 points scale). (3) The policy tasks was proposed to secure support budget, expand community education for resident representatives, promote social consensus. 본 연구의 목적은 공동체 활성화 평가지표를 개발하고, 이를 토대로 공동체 활성화의 효과와 주민인식 변화 등을 분석하며, 향후 공동주택 공동체 활성화를 위한 정책적 시사점을 제시하는 데 있다. 본 연구의 목적을 수행하기 위한 연구내용은 다음과 같다. 첫째, 공동주택 공동체 활성화 사업의 평가지표 개발한다. 둘째, 평가지표를 통한 공동체 활성화 지원사업의 성과를 분석한다. 셋째, 후 공동체 활성화 지원사업 및 정책에 대한 시사점을 제시한다. 연구 대상은 서울특별시 자치구 중 2012년도 이후 매년 공동체 활성화 지원사업을 꾸준히 시행하고 있는 성동구를 공간적 범위로 설정하였으며, 지원사업 대상 공동주택 30개 단지와 그 거주자를 조사 대상으로 하였다. 연구방법은 델파이(Delphi) 조사, 30개 단지의 현장 조사와 주민리더 74명의 인터뷰, 주민 412명을 대상으로 한 설문조사이다. 연구 결과는 다음과 같다. (1) ‘공동주택 공동체 활성화 평가지표 체계’는 공동체 활성화의 5가지 가치와 이를 달성하기 위한 12가지 부문, 그리고 54개 항목의 평가지표 (정량지표 13개, 정성 평가지표 41개)가 도출되었다. (2) 공동체 활성화의 5가지 가치별로 각 지표값의 평균을 구해 본 결과, 공동체성 3.8점, 자립성 4.0점, 지속가능성 4.0점, 거주성 3.8점, 지역연계성 3.4점인 것으로 나타났다. 지역연계성은 다른 부문에 비해 평균값이 낮아 그 달성 정도가 낮은 것으로 나타났다. (3) 공동체 활성화 사업의 성과를 더 높이기 위한 정책적 과제로는, 지원 예산 확보, 주민대표의 공동체 활성화 교육 확대, 사회적 공감대 형성을 위한 홍보, IoT, ICT기반 플랫폼 등을 활용한 공동체 활성화 정보 제공 tool의 구축, 활동지원을 위한 관련 규정의 개정을 제안하는 바이다.
