There is a wide range of agreement for reorganization of administrative units. It is expected that regionalization of city governments and city-county consolidation would contribute to enhance efficiency of extension services and weaken citizen accessibility, responsiveness, and participation. Therefore, it is suggested that branch office of extension center should be provided to the isolated rural areas in order to maintain the appropriate level of services. Also, the relationship and linkage between the national/regional government and local extension centers should be reshaped by making current linkage system such as monthly Provincial Meeting and central-local association more effective. Establishment of agricultural database of each local region is needed to strengthen local extension center’s role. Finally, extension service agency needs to consider to expand its function from the traditional extension services to a variety of ‘rural issues.

이 연구는 제한된 재정여건 속에서 사회복지서비스의 효율성을 높이기 위한 방안을 모색하는 일환으로 사회복지시설 운영 효율성을 측정하였다. 자료포락분석을 이용하여 경기도 기초자 치단체별 사회복지시설의 운영효율성을 측정한 결과 26개 분석 대상 자치단체 중 17개 자치단체가 비효율적인 것으로 측정되었다. 비효율의 가장 큰 요인으로는 투입요소로서는 생활보장수 급자비율과 사회복지시설 수, 산출변수로는 사회복지시설 생활인원 수가 중요한 요소로 나타났다. 그러나 자치단체별로 각 변수가 갖는 영향력 크기는 다르다. 자치단체 마다 비효율성의 요인이 다르므로 사회복지시설 운영의 효율성을 높이려면 지역 상황에 맞는 접근방법이 필요함을 의미한다.

Waste policy instruments such as garbage bag-fee system and recycling policy initiated in 1995 have contributed to the redution of solid waste generation. Rural areas now produce less amount of solid wastes in terms of per capital than urban areas and as compare to a decade ago. However, most policy efforts since the early 1990s related to waste issue have been concentrated in urban areas. Waste problems in rural areas are not the amount itself, but the specific characteristics which are unique in rural regions. Large portion of solid wastes and farming wastes are being illegally treated and/or burned out. Surveys show that the main reasons for the illegal treatment of rural wastes are the lack of systematic policy tools targeting on them, insufficient financial capacity and man power of local governments, rural people's cognition problem about wastes, among others. This study reviews current features of the treatment of rural solid wastes and provides policy suggestions for the resolution of the problem.
