        지방자치단체 조직문화가 고객지향성에 미치는 영향 관계: 제주특별자치도 공무원을 중심으로

        본 연구는 제주특별자치도 공무원을 대상으로 조직문화가 고객지향성과의 관계에 대해 검증하였다. 조직문화는 경쟁가치모형의 관계지향적문화, 혁신지향적문화, 과업지향적문화, 위계적지향문화를 선정하였다. 선정된 주요 요인을 통해 고객지향성과의 관계를 살펴 보았다. 첫째, 조직문화에 대한 인식차이를 검증한 결과 성별 특성의 경우 혁신지향적문화에서 유의수준의 차이가 있는 것으로 나타났으며, 연령 특성의 경우에서는 유의수준의 차이가 없는 것으로 나타났다. 직급 특성의 경우 과업지향적문화, 위계지향적문화에서 유의수준의 차이가 있는 것으로 나타났으며, 근무기간 특성의 경우 과업지향적문화, 위계지향적문화에서 차이가 있는 것으로 나타났다. 둘째, 조직문화와 고객지향성 간의 관계를 분석한 결과 제주특별자치도 공무원의 조직문화 요인 중 위계지향문화는 고객지향성에 영향을 주지 못하는 것으로 나타났다. 이를 바탕으로 멘토 및 의사소통 강화, 창의성 개발 지원, 균형적 조직운용, 리더의 조정자 역할 강화를 제안한다. This study aimed to validate the relationship between the organization culture and the customer orientation in the subjects with public servants in Jeju Province. The selected organization cultures were relationship-oriented culture, innovation-oriented culture, performance-oriented culture, and hierarchy-oriented culture in the competitive value model. The relationship with customer orientation was reviewed with the selected items. First, there was a significant difference in innovation-oriented culture by sexes while there was no difference by the ages upon the verification of perception difference on the organization culture. Significant differences were found in performance-oriented culture and hierarchy-oriented culture in terms of characteristics by titles and service years. Second, upon the analysis of relationship between organization culture and customer orientation, hierarchy-oriented culture did not influence the customer orientation among the factors of organization culture in the public servants of Jeju Province. Strengthening mentorship and communication, support of creativity development, balanced organization operation, and strengthening leader’s role of mediator are suggested based on these.

        여성공무원의 조직문화 인식이 조직효과성에 미치는 영향 연구 -제주지역 읍,면,동사무소를 중심으로-

        This study aims to examine the relationship of the organizational culture perception of female public servants of Eup.Myeon.Dong of Jeju city as to organizational effectiveness. The survey is carried out in December 2012 on female public officers in eup, myeon, dong community service centers, and 78 respondents` data are used in final analysis. We used SPSS win 12.0 program and conducted Cronbach`s alpha reliability verification, ANOVA analysis, regression analysis. The results of this survey are as follows. First, the perception difference of organizational culture by individual characteristics of female public servants indicated not statistically significant, but the perception difference of organizational culture by organizational characteristics indicated statistically significant in consensus culture according to the ratio of female public servants. Second, as to verification part, concerning the relationship between perception of organizational culture and organization effectiveness (organizational commitment, job satisfaction), it turned out that organizational commitment is influenced by rational culture and consensus culture, meanwhile, job satisfaction is influenced by rational culture. Therefore, to enhance the organization effectiveness of female public servants, creating a work environment weakening hierarchical culture and strengthening rational culture and consensus culture in decision making process and work is needed.

        DEA를 활용한 제주특별자치도 읍면동 행정서비스 효율성 분석 연구

        Efficiency becomes a major standard in the organization operation and achievement management of public sector. Efforts to increase an administrative efficiency have been made every time our nation suffered intensifying economic and financial crisis. The purpose of this study is to measure the efficiency of the public administrative services in forty three eup, myeon and dong of Jeju Special Self-Governing Province. The input variables used to analyze the efficiency include the number of public servants per one resident, the expenditure per one resident, and the jurisdiction area per one public servant. The output various on the other hand entails the number of civil service cases per one public servant, the rate of national basic livelihood act recipients per one resident and the support for community service center per one resident. Using EMS (Efficiency Measurement System), a DEA program applying inputs and outputs, the efficiency was measured by utilizing the CCR and BCC models. The research result suggests that the efficiency level is lower in the region where there is less number of public servants comparing with the size of the area. Considering that the community service center of eup, myeon and dong is the foremost administrative unit, it is necessary to maintain an adequate number of civil servants according to the scale of the area. While this study has its significance in that the efficiency of the forty three eup, myeon and dong was measured, an ongoing research is required to measure the change rate of efficiency in the forty three eup, myeon and dong using a variety of data accumulated throughout years.
