This study aims to analyze the antecedent factors of indirect participation programs empirically. After rearranging dimensions of characteristics and antecedent factors of indirect participation programs with focus on Works Council, this study applied questionnaire method to 67 companies with union in metal industry. The results which are found empirically are as follow; First, in sample companies the level of activation of Works Council is generally low. Second, the antecedent factors to be related significantly with dimensions of effective characteristics of Works Council are union's capacity, autocracy, employer's acceptance of participation, employer's effort to make cooperative industrial relations, and union's activation of promoting participation. Third, being different from the existing results of studies, conditions of work, level of opposition in industrial relations, position in market and growth ratio are not the antecedent factors to account for level of activation of Works Council significantly. Based on the these empirical results, the visions and tasks of Korean company's activation of participation in future to be derived are as follow; If possibility to change will be low in the condition that union's capacity is weak and employer's attitude to participation is negative, possibility of activation of participation in Korean companies will be low. Thus in order to activate indirect participation programs, labor movement must seek to strengthen union's capacity and employer must seek to change attitude to participation toward the positive direction. And then, the limitations and suggestions are put forth.

This paper is an exploratory study to examine the relation between ability to pay wages and wage level of firm for developing the index of ability to pay wages. When we take the trends of Labor-Management Relations, especially wage negotiation, into consideration, to negotiate wage level rationally the index of ability to pay wages is needed. The procedure followed in the research on which this paper is based was divided into two phases. First, developing probable indices of ability to pay wages conceptually by examining literatures was made. Second, by using published corporate accounting data relations between conceptually probable indices and wage level differences among firms in metal industry are tested empirically. Based on synthesizing conceptual and empirical research results, research results are as follow. First, wage level differences among firms result from firm-by-firm differneces in estimates of their abilities to pay wages. Second, The usable indices of ability to pay wages are net value-added per laborer, total share per laborer, and maximum distributable to laborer per laborer. And each index has high correlation with wage level and there is high correlations among three indices. So these indices are usable selectively. Third, net value-added is better index than gross value-added. Finally the implications in relation with developing indices of ability to pay wages usable for wage level determination are suggested.
