말산업 육성 종합계획에 따른 국내 승마산업 지원 정책 분석

본 연구는 말산업 육성 5개년 종합계획이 승마산업 내에서 효과적으로 집행되었는지 확인해봄으로써 향후 수립될 종합계획에 기여하고자 했다. 우선 문헌연구를 통해 말산업 기반 조성, 말산업 경쟁력 강화 기반 구축, 수요확충 및 연관 산업 육성, 말산업 지속 발전기반 구축의 달성목표를 가지고 있는 1차 말산업 육성 종합계획(‘12-’16)을 살펴보고, 이 중 승마산업 관련 정책 및 세부 추진계획에 대해 알아보았다. 또한 제시된 추진 과제의 실현여부와 함께 각각의 추진 과제가 실제 승마산업 육성에 미친 영향에 대해 고찰해보았다. 분석 결과 승마시설, 전문 인력, 말산업 특구 모두 양적 성장을 이뤄냈으며, 말산업 경쟁력을 강화시키기 위해 실시된 승용마 전문 생산농장과 전문 조련기반 구축 지원에서는 사후 관리의 강화가 필요한 것으로 확인되었다. 또한 승마 대중화 추진과제는 문화체육관광부 및 교육부와의 협업으로 활발하게 진행되고 있으나, 농어촌형 승마시설의 경우 관련법의 제약으로 인해 영세 농민들은 승마시설 설치와 운영에 어려움을 겪고 있다. 향후 말산업 육성 종합계획에는 전문 인력 양성 및 고용 체계 정립과 안전문제 규제 강화와 관련된 내용을 포함시켜야 한다. 또한 정부는 관련 규제 개선 및 부처별 관련법 통합으로 농가의 부담을 줄일 수 있는 현실적인 지원책을 마련하고 선진국과의 교류 협력 강화로 국내 말산업 수준을 한 단계 상승시킬 수 있는 방안을 마련해야 할 것이다. This study aimed at identifying if 5-year horse industry promotion comprehensive plan had been executed effectively among equestrian industries, and contributing to the next comprehensive plan to foster horse industry. By literature research, this study found the first 5-year-comprehensive plan(‘12-’16) is comprised of goals to develop horse industry infrastructure, competitive power of horse industry, demand/related industries expansion, and horse industry maintenance base. This study focused especially on the tasks related to equestrian industry, and reviewed if those tasks were conducted properly and influenced equestrian industry in practice. As a result Equestrian facility, professionals, special horse industry zone had all grown, however riding horse production farms need post management. By collaborating with other departments popularization of horse riding had been done actively, while petty farmers have trouble in facility installation and operation due to restrictions of related laws. The next comprehensive plan has to include programs about training and employing system of equestrian professionals, and enforcing restrictions within safety problems. Also government has to improve and integrate related laws and departments thereby support burdened farms effectively, and enforce exchanging collaborations with advanced countries thereby rising the stage of national horse industry.

본 논문에서는 바둑판을 촬영한 정지 영상에서 격자무늬의 특징을 이용하여 바둑판의 최외각 네 점을 검출하는 방법을 제시한다. 바둑판은 수평 및 수직 방향으로 각각 19 개의 선이 격자무늬를 이룬다. 영상에는 일반적으로 노이즈가 포함되어 있기 때문에 허프(Hough) 변환의 임계값(threshold)을 이용한 선 패턴 추출 방식으로는 모든 선에 대한 정보를 얻을 수 없다. 따라서, 제안하는 알고리즘은 허프(Hough) 변환을 수행한 뒤에 추출된 선들이 이루는 교차점의 정보를 이용하여 바둑판의 최외각 네 점을 예측한다. 실험 결과는 실제 바둑판의 최외각 네 점과 비교하여 예측된 최외각 네 점의 에러 값을 제시한다. 이는 제안된 알고리즘이 바둑판의 최외각 네 점을 성공적으로 검출한다는 것을 입증한다.

개선된 그래프 컷 알고리즘을 이용한 비디오 정합 알고리즘

본 논문에서는 공간적 일관성과 시간적 일관성을 모두 고려하는 그래프 컷 (graph cuts, GC) 알고리즘을 적용한 새로운 비디오 정합(video stitching) 방법을 제안한다. 먼저 입력 비디오로부터 취득한 전체 프레임에 대해서 정렬 (frame alignment) 작업이 완료된 후, 프레임 합성 (frame composition) 을 위한 정합선 찾기 (seam finding) 과정을 진행한다. 정합선을 찾는 과정에서 개선된 그래프 컷 알고리즘을 이용해 정렬된 프레임들을 자연스럽게 합성할 수 있는 최적의 정합선을 찾는다. 우선, 첫번째 입력 프레임에서 찾은 최적 정합선을 참조 정합선으로 설정한다. 그 다음,연속된 프레임들의 정합선 찾기 과정을 수행할 때, 참조 정합선과의 거리 값을 가중치로 이용하는 새로운 비용 함수를 적용한다. 본 논문에서 제안하는 알고리즘으로 찾은 최적 정합선은 입력 프레임의 중첩 영역에 움직이는 물체가 존재할 때, 물체의 모양을 손상시키지 않으면서 동시에 연속된 프레임의 정합선을 유사한 형태로 유지시킨다. 결과적으로 공간적, 시간적 자연스러움이 보장되는 고품질의 비디오 정합 결과를 얻을 수 있다.

승마 참여자의 여가 행동 지속성에 대한 근거이론적 탐색 : 포스트 베이비붐 세대를 중심으로

Purpose: The purpose of this study is to explore the context of the phenomenon experienced in the decision making process and to specify the choice for continuing equestrian leisure sport in the decision making process. Method: Eleven equestrian participants were interviewed by applying the grounded theory of qualitative research. The collected data were analyzed through the process of "open coding" and "axial coding" according to Strauss & Corbin (1998) "grounded theory" analysis method. Results: The results of this study were as follows. First, the reason why post baby boom generation showed behavioral adherence to equestrian participation was a high level of desire in psychological needs. Second, equestrian participation should reinforce the educational trait of a leisure sport. Conclusion: In summary, findings in the study confirm that this study provided a meaningful framework applied to the theoretical basis and practice to understand the comprehensive theoretical basis of equestrian participation.

중년 여성의 승마 참여와 삶의 의미에 관한 현상학 연구

본 연구는 승마에 참여하는 중년 여성을 대상으로 승마 체험의 본질과 진정성을 탐색하고, 승마가 여가스포츠로써 중년 여성에게 어떠한 의미가 있는지 확인하는 것을 목적으로 한다. Van Manen의 해석학적 현상학 연구방법론을 기반으로 신체성, 관계성, 공간성, 시간성의 4가지 실존체를 통해 여가스포츠로써의 승마 체험과 진정성에 대한 질적 연구 방법을 수행하였다. 참여 관찰과 심층 인터뷰를 통하여 확인한 승마 참여의 본질적 주제는 7개이다. 내용은 ‘신체의 정립’, ‘갱년기 받아들이기: 수용’, ‘적당한 거리’, ‘내 존재를 새겨주는 말’, ‘나를 성장할 수 있게 해주는 코치’, ‘몰입의 순간’, ‘헤도닉’으로 도출되었다. 이러한 연구 결과를 통해 중년 여성의 승마 참여 구조와 내적 의미를 보다 심층적으로 이해하고 승마 참여의 본질을 파악해 볼 수 있다. The purpose of this study is to examine the nature and sincerity of equestrian experience and the meaning for middle-aged women who participate in horse riding from the hermeneutic phenomenological perspective invented by van Manen (1990). Also, four fundamental lifeworld themes were used as heuristic guides for experiencing horse riding: lived body, lived space, lived human relation, and lived time. From the four heuristic guides, seven central themes were developed fully explicate the equestrian experience from the interviews and participant observation: Establishing the body, Accepting the menopause, Adequate distance, Horse engraving my existence, Coach who makes me grow, Moment of immersion, Hedonic. This study showed profound understanding of the middle-aged women who experience equestrian and essence of equestrian participation.
