Mathematical modeling provided a systematic analysis for the dynamic behavior of stock fluid in a paper machine pressurized headbox. Dynamic responses of liquid level, sheet basis weight and hydraulic pressure were predicted from the simulation model which represents the system. A unit step and asinusoidal wave load were considered as the input forcing functions in the headbox. Results are summarized as follows : 1. The dependence of sheet basis weight on liquid level in the pressurized-headbox was non -linear. 2. Liquid level in the head-box showed first-order lag with a unit step forcing to fluid input rate ; 3 . The amplitude of wave response of liquid level was inversely proportional to the time content for the sinusoidal input changes ; 4.Sheet basis weight showed second-order oscillating underamped responses for the step input load of flow rate ; 5. The damping factor in the second-order system was a function of air-pressure in the headbox ; and, 6. Dead-time existed in the measuring process for the headbox slice pressure.

The objective of this study was to investigate the relationship between water vapor diffusion properties and the pore structure of paper. Gas-phase molecular diffusivity of water vapor through pores was determined based on the kinetic theory of gas. A mathematical model was derived to characterize the dimensional changes of the pore caused by the fiber-swelling mechanism. A modified-Fickean diffusion model was designed to simulate the water-vapor diffusion phenomena in porous paper web. Structural characterisocs of paper pores including the tortuosity and the shape factor was studied on a theoretical basis of Knudsen flow diffusion. Results are summarized as follows: 1. The theoretical water vapor diffusivity in gas-phase was 0.092$cm^2$ /min, 2. Porosity was inversely proportional to the degree of wet-swelling of paper, 3. Solid-phase water-diffusivity of fiber was 1.2 $ \times 10^{-5}cm^2/min$, 4. Modified diffusion model was fairly consistent to the experimental data (from part I), and 5. The Fickean pore tortuosity, ranging from 1,000 to 2,500, was in inverse proportion to the porosity of paper, and the Knudsen shape factor and length-angle factor for micro-pores in paper were 0.5~3.5 and about 340, respectively.

서울 아파트 매매가격의 거품 가능성

□ 2008년 글로벌 금융위기 이후 침체를 보였던 서울 아파트 매매가격은 2014년부터 상승세로 전환되었고, 2017년부터 상승 속도가 빨라짐에 따라 과열 우려도 제기되고 있음 ㆍ 이에 정부는 2017년 8월 2일 실수요 보호와 단기 투기수요 억제를 통한 주택시장 안정화를 위해 부동산대책(일명 8.2 대책)을 발표함 □ 본고는 전세가격을 아파트 내재가치의 대리변수로 사용하여 내재가치 변동성과 실제 매매가격 변동성 비교를 통해 서울 아파트 매매가격의 거품 여부를 검토함 ㆍ 전세가격은 아파트에 거주하면서 누릴 수 있는 서비스의 현재가치이기 때문에 내재가치와 개념적으로 유사함 ㆍ Shiller(1981)는 자산의 내재가치 변동성이 실제 매매가격 변동성보다 작으면 매매가격에 거품이 존재한다고 해석하였는데 이러한 변동성 비교를 과대분산테스트(Variance Bound Test)라고 함 □ 1986년부터 서울 아파트 매매가격지수와 전세가격지수를 발표하는 국민은행 자료(KB 부동산)를 이용하여 서울 전지역, 한강이남, 한강이북 아파트 매매가격에 대해 과대분산테스트를 시행한 결과 한강이남 아파트 매매가격에는 이미 거품이 형성되었고, 한강이북의 경우 거품에 근접해 가는 것으로 나타남 ㆍ 거품이었던 시기로 알려진 1980년대 말과 글로벌 금융위기 이전 실제 매매가격 변동성이 내재가치 변동성을 상회함에 따라 전세가격을 내재가치의 대리변수로 사용한 본고의 방법은 적절해 보임 ㆍ 실제 매매가격 변동성은 2009년 이후 내재가치 변동성을 하회하였으나, 최근 들어 한강이남 아파트 매매가격 변동성은 내재가치 변동성보다 커졌고, 한강이북에서는 내재가치 변동성에 근접해가고 있음 □ 거품이 형성되고 꺼질 때 그 정도가 과도할 경우 경제에 큰 충격을 줄 수 있으나 정책을 통해 부동산 가격 거품을 해소하는 것이 바람직한지에 대해서는 통화당국 간에도 견해가 일치하지 않음 □ 8.2 부동산 대책과 미국의 금리 인상이 서울 아파트 매매가격에 미칠 영향을 지켜보는 가운데, 거품이 발생한 지역에 대해서는 거품 발생 이유를 찾아볼 필요가 있을 것임

The Societist Approach to Redefining Public Diplomacy -A Formulation, a Critique, and Further ThoughtsSeong-

It is perhaps over the actor issue — arguably the societist approach to non-states as actors of public diplomacy — that scholars have long and most diverged in their redefinitions of the practice. Yet, there has rarely been a critical look at the approach, and still less, a formulation of it as a coherent perspective. To fill these gaps, this study pursues two goals at once: first, to construct the whole edifice of the approach by mapping out a genealogy of its evolutionary development; second, to appraise it against the hallmark of definitional holism — the quality of a definition in representing all existing particulars of public diplomacy practice. This study finds societist redefinitions lacking holism, over-representing post-modern practices while under-representing modern ones. Then, it presents further thoughts on the challenges to the societist approach: the vicissitudes in the world of contemporary public diplomacy, and the prospect for the most abstract and the least analytical redefinition.

코로나19 확산과 주요국 주택가격

○ 코로나19 확산과 이에 따른 경기 침체에도 불구하고 2020년 대부분 국가의 주택가격이 상승하였는데, 이는 2009년 금융위기 당시와 상반된 모습이며, 본고는 이에 대한 원인을 수요와 공급 측면에서 살펴보고 시사점을 찾고자 함 ○ 2009년과는 다르게 2020년 주요국에서 주택가격이 상승한 것은 첫째, 경기 침체의 원인이 다르고, 둘째, 전례 없는 재정 및 통화정책과 경기 회복에 대한 기대로 주택수요가 줄지 않았으며, 셋째, 주택공급 부족에 대한 우려가 커졌기 때문인 것으로 보임 · 2009년의 경기 침체는 주택가격 거품이 먼저 꺼지기 시작하면서 주택가격 하락이 부실대출을 늘리고 주택시장발 금융위기를 야기하여 발생한 반면, 2020년의 경기 침체는 코로나19 확산에 따른 소비 부진과 생산 차질로 발생하였으나 금융위기는 동반되지 않음 · 2020년의 경우 경기 침체에도 대규모의 재정 및 통화정책으로 주택수요가 줄지 않았음 - 각국 중앙은행이 정책금리를 전례 없이 낮은 수준으로 인하하였고 자금중개기능도 정상적으로 작동됨 - 경제는 역성장하였으나, 대규모 재정정책으로 이전소득이 증가하여 개인 및 가계의 처분가능소득은 경기 침체에도 감소하지 않음 - 백신 개발 등으로 경기 회복에 대한 낙관적인 기대가 형성됨 · 주택수요가 견조히 유지되는 가운데 주택공급이 코로나19 이전 수준보다 줄어듦에 따라 주택공급 부족에 대한 우려가 커짐 - 경기 침체에도 불구하고 코로나19에 대한 감독당국의 대응조치와 개인 처분가능소득 증가 등으로 인해 주택압류가 늘어나지 않았고, 이는 주택공급이 줄어드는 효과를 가져옴 - 우리나라의 경우 신규 주택건설 인허가 건수가 지속적으로 줄어들었고, 미국 등 주요국의 경우 코로나19 확산으로 신규 주택착공 건수가 감소함 ○ 항후 주요국 주택시장은 코로나19 충격으로부터 벗어나 경제가 회복되면서 변동성이 커질 것으로 예상되는데, 특히 증가세가 확대된 가계대출의 경우 모니터링이 강화되어야 할 것임 · 통화 및 재정정책이 견조한 주택수요에 상당 부분 영향을 미쳤다는 점에서 금리가 상승하고, 대출의 원리금 상환 유예 등과 같은 금융지원이 축소될 경우 한계 대출자의 부실 가능성이 높아질 것으로 예상됨

외환보유액 확대와 문제점

최근 우리나라 외환보유액이 사상 최고 수준으로 증가하였다. 외환보유액 증가는 외환위기에 대한 안전장치가 강화되었다는 측면에서 바람직하나 중앙은행인 한국은행수지의 변동성을 높인다는 측면에서 통화정책의 제약요인이 될 수도 있다. 따라서 한국은행의 적립금 비율 상향 조정, 자본금 도입 등이 검토될 필요가 있어 보인다.

포커스 : 경제학자들이 비트코인에 대해 우려하는 이유

비트코인에 대한 Krugman의 비판 이후 비트코인에 대한 논쟁이 활발해지고 있는데, 많은 경제학자들은 Krugman의 주장에 동의하고 있음. 그 이유는 화폐의 발전 과정을 살펴볼 때 첫째, 비트코인은 금본위제도하에서 나타난 문제점(통화가치 변동성 확대, 디플레이션 가능성 등)을 그대로 갖고 있음. 둘째, 금과 같은 실물화폐와는 달리 비트코인 가치는 참여자들의 신뢰에 기반하고 있어 이러한 신뢰가 하락할 경우 IT 버블붕괴와 같은 문제도 야기될 가능성을 배제할 수 없음.

A steady-state molecular diffusion experiment was conducted to evaluate the water vapor proof properties of paper Handsheets prepared from unbleached Itraft pulps(UKP) and old newspapers(ONP) and four different types of polymer-laminated white duplex board were tested under appropriate standard conditions. The diffusivity was determined on the basis of the Fickean first law. Results obtained from this study can be summarized as follows ; 1. The diffusivity data for handsheets showed about $10^{-5}cm^2/min$. whereas polymer-laminated paperboards had remarkably improved water-vapor resistance with about $10^3 to 10^4$ times lower diffusivity : 2. Sheet basis weight, wet-swelling and sizing degree had little influence on the diffusivity of paper; 3 Linear relationship existed between sheet density and diffusivity, and, 4. Highly sfgnificant linear relationship could be observed between diffusivity and Darcy s gas permeability. Results indicate that diffusivity, an intrinsic property of paper, can provide a valuable information for precise evaluation and improved quality control of water-vapor proof properties of paper.
