Management Information System is increasingly important to both public and private sector organizations. Public Management Information System (PMIS) to be treated in this study should be approached in another case contrasting with MIS of private organization, for it puts through not only contingent but manipulating activity. PMIS is similar to MIS but the former is much influenced than the latter in political and social form and for. according to their relation, they are different in management. Thus, this paper is to consider what is the aim of administrative information management, how to be delt with, what to be structured in concepts of PMIS and its approach. Major contents of this paper are as follows. First, as concept of PMIS in a narrow sense data processing system, information processing system, decision support system, and as concept structure in a wide sense distributed decision making system, data base management system, public administrative service system. Second, this paper is to consider as a strateigic, managerial, operational and normal condition in the function of PMIS. Finally, this paper is to study of the limit in administrative information management approach (AIM) of Horton and Marchand, and public management information system approach (PMIS) of Bozeman and Bretschneider, and I emphasize systematic approach (SA) in order to present and alternative method. I neglect the external environment of AIM, and enforce the normal effectiveness of external environment in PMIS. SA regards input, processing, output management system with a respectively self-support subsystem and it considers a dynamic interation of PMIS and environment. Input management system collects not only data or information resources in the course of collection but it makes an influence in effect of input. Processing management system processes inputing data, when it is influenced by information processing technique of external environment and after processing it sends to store system or output management system. Output management system differs from one of general system and by delivering and examing as an independent system, it distributes and circulates only with satisfying ones. In conclusion, I emphasize that SA is most efficient in studying PMIS as a general method to include national level, going beyond technical or organizational level.
