The (Mis)Understanding of Race and Racism in Multicultural Korea

This paper examines the (mis)understanding of race and racism in contemporary South Korea where ‘multiculturalism’ has recently emerged as a discursive space within which migrant incorporation and racial/cultural diversity are discussed. What is interesting in the Korean application of multiculturalism is that the term ‘multicultural (/multiculture)’ is dominantly used as a qualifier for certain people. This article explains how this employment of multiculturalism works as a euphemism for race, predicated on the discomfort with race and reciprocated with the persistent silence of racism. To this end, this article draws on the analysis of in-depth interviews conducted with various opinion makers who actively respond to the multiculturalisation of Korea. The empirical evidence reveals what Mills identifies as an ‘epistemology of ignorance’ regarding race, shared by both mainstream multicultural discourses and anti-multiculturalists. 지난 10년 간 예술인의 사회적 지위 및 복지에 대한 요구가 정치화되고, 노동자로서의 자기 정체성에 기반한 운동이 조직화되면서 법제도적 변화와 정책적 관심 역시 확대되고 있다. 그러나 예술과 노동의 관계 및 현 시기 예술노동의 성격에 대한 학술적 논의는 크게 진전되지 못했으며, 특히 젠더적 관점에서 예술노동을 분석하고 이론화하는 작업은 현저히 부족하다. 이에 본 논문은 예술과 노동의 관계를 다양한 이론적 자원을 통해 검토해보고, "탈상품화된 노동(decommodified labour)"이라는 개념을 통해 현재 신자유주의하에서 예술노동의 성격을 분석한다. 탈상품화된 노동으로서의 예술노동은 극도의 상품화를 통해 예술의 자율성이 소진된 시점에, 과거에 비해 더 긴 시간을 교육·훈련에 투자하고 더 많은 시간을 그에 상응하는 경제적 보상 없이 일하는 예술인들의 노동 현실을 드러내고, '예술노동의 정치화'가 일어나는 맥락을 이해하는 데 적합한 개념이다. 나아가 본 논문은 탈상품화된 노동으로서의 예술노동에 대한 젠더적 접근법을 제시하면서, 현재 한국 사회에서 예술노동의 '탈상품화' 양상을 제대로 그려내기 위해서는 젠더가 연령, 계층 등과 교차하면서 예술 분야에서의 노동구조 변화에 미치는 영향을 분석하는 것이 필요하다고 주장한다.
대구 북구 이슬람사원 갈등을 통해 본 인종주의의 위장술

On February 16, 2021, the Bukgu District Office in Daegu City suspended the construction license of the Daruleeman Kyungpook Islamic Centre (Daruleeman Mosque) based on the petitions submitted by the neighbouring residents. Subsequently, the residents set up a task force to interrupt the construction process, by guarding the construction site, distributing anti-Islamic leaflets, and hanging banners and placards throughout the neighbourhood and the city. This paper focuses on the emergence of ‘regular people’ who engage in racism instead of a state body or specific individuals to analyze 93 pieces of writings extracted from the banners and placards. These banners and placards may appear as if residents are rightfully protesting a construction project in their neighbourhood, a common form of protest observed in other parts of the country, and not an act of racism. The paper uses the concept of ‘racism in disguise’ to show how a racially motivated conflict takes the appearance of other preexisting social conflicts. Moreover, this paper starts from the perspective that Islamophobia is inherently multi-scalar in investigating the Daruleeman Mosque conflicts, paying keen attention to dynamics at global, national and local scales. Through this case study, the paper shows that Islamophobia in South Korea is not just ‘imported’ from the West but re-reinvented through an ethnic Korean-based, exclusive notion of citizenship-making and materialized according to the local context. 2021년 2월 16일, 대구시 북구청은 주민들의 탄원서를 근거로 삼아 다룰이만경북앤드이슬라믹센터(대구 북구 이슬람사원) 공사를 중단시켰다. 이후 사원건축을 반대하는 주민대책위원회는 근 1년여 간 공사장 앞을 순번제로 지키고, 집회를진행하며 현수막, 팻말, 유인물 등의 게시물을 제작하여 곳곳에 게시하고 유포하였다. 본 논문은 이 사례에서 적극적인 인종차별 행위의 주체로 국가나 특정 개인이 아니라 일반 주민 집단이 등장한 점에 주목하고, 2021년 2월 말부터 11월 초까지 반대 주민 집단의 게시물에서 추출한 문구 총 93건을 분석했다. 이 자료들은 지역개발사업을 둘러싸고 흔히 볼 수 있는‘탄원의 정치’를 닮아 있지만 본 논문에서는 이를 여타 유사한 현상들과 묶어 님비 등으로 손쉽게 뭉뚱그리는 것을 지양하고 ‘인종주의의 위장술’이라는 개념을 활용하여 인종주의가 어떻게 이미 존재하는 사회갈등의 외형을 띠고, 우리에게 자연스럽고 익숙한 어법들을 활용하여 나타나는지를 보여 주고자 한다. 또한 이슬람혐오 및 인종주의가 다중스케일적으로 발현된다는 관점에서 대구 북구 이슬람사원 갈등을 분석하고 글로벌, 내셔널, 로컬 스케일의 역동을 살핀다. 이를 통해 현재한국 사회의 이슬람혐오가 단순히 ‘서구에서 수입된’ 개념이 아니라 ‘국민’을 중심으로 한 배제적 권리담론이 결합하면서재발명되며, 지역적 맥락에 따라 발현된다는 점을 드러낸다.

Utilizing the ‘2019 Daegu Human Rights Survey’, this study breaks down the concept of human rights consciousness into six dimensions: knowledge, evaluation, experience, sensitivity, commitment, and behavior. In order to better understand the abstract notion of human rights consciousness, we first looked at how these six dimensions are related to each other. Later, we analyzed how socio-demographic variables such as gender, age, education, income, religion, and political orientation affect each of the six components. Human rights education experience and frequency of contact with social minorities were also measured as important predictors. Policy implications from our findings can be summarized as follows: We found that human rights consciousness is generally higher among younger, wealthier, and college-educated-progressives who are more likely to have received human rights education. Although human rights education was positively related to each of the six dimensions in the bivariate analysis, it loses statistical significance in the multi-variate regressions where the dependent variable was ‘commitment’ and all the predictors were simultaneously controlled for. This finding suggests that the spread of human rights education in the neoliberal era raises human rights consciousness in general, but when the values of human rights conflict with the interests of in-groups, the effect of human rights education can be limited by a relatively lower commitment to human rights. 이 연구는 2019년 대구 시민 1,000명을 대상으로 실시된 ‘대구인권의식실태조사’ 자료에 기초하여 인권의식을 구성하는 하위개념을 인권지식, 인권평가, 인권경험, 인권감수성, 인권헌신, 인권행동의 여섯 가지 요소로 세분화하고 구성요소 간의 상관관계를 밝힘으로써 인권의식을 측정하고 해석함에 있어서 의미를 정교화하였다. 또한, 성별, 연령, 학력, 소득수준, 종교, 정치 성향과 같은 사회인구학적 변수들 및 인권교육 경험, 소수자교류 경험이 인권의식의 각 요소에 어떠한 영향을 미치는지 살펴보았다. 정책적 함의를 도출할 수 있는 주요 결과는 다음과 같다. 10대와 20대, 고소득, 고학력, 진보 성향일수록 전반적인 인권의식이 높았으며 이는 인권교육 경험과 연관이 있을 것으로 추론할 수 있다. 소수자교류 경험이나 인권교육 경험은 인권의식 전반에 긍정적인 영향을 미치는 것이 확인되었고, 특히 인권교육은 인권의식의 모든 구성요소들과 정(+)적인 관계를 맺는데, 예측 변수들이 동시에 통제된 다중회귀분석 결과, 인권교육이 인권헌신에 미치는 영향력은 통계적으로 유의미하지 않은 것으로 나타났다. 이는 신자유주의 시대 인권교육의 확산이 인권의식 전반을 상승시키지만 정작 현실에서 내집단의 이익과 인권적 가치가 충돌할 가능성이 있다면 인권을 포기하는 경향성(낮은 인권헌신)을 제어하지는 못하는 한계를 보여준다고 해석해 볼 수 있다.
디지털 돌봄과 친밀감- 한국 ASMR의 콘텐츠 특성과 커뮤니티 사례 연구 -

ASMR(Autonomous Sensory Meridian Response) is a somatic reaction to specific stimuli which trigger tingling sensations in the head and spine and produce reliable euphoria. Not everyone experiences such sensations, and it is by no means an official medical term. However, recent years have witnessed the rise of this term via online video platforms such as Youtube. Indeed, the term itself was coined as online communities started to share such experiences amongst themselves. This paper attempts to examine the characteristics of ASMR videos made by Korean creators and explore the nature of Korean ASMR online communities. To this end, the paper draws upon 200 Youtube videos selected for content analysis and also uses online ethnography to take a close look at ASMR communities. Furthermore, the paper analyzes how ASMR is understood in Korean mainstream media. Whilst the global ASMR community has resisted being publicly labeled pseudo-pornography since its birth, mainly because whispering women feature in many ASMR videos, Korean mainstream media did not relate ASMR to eroticism but painted it to be a new online media product that aids sleep. Content analysis shows very few ASMR videos actually including sexual connotations. Instead, the majority of Korean ASMR videos focus on inducing relaxation and intimacy while creating a virtual reality of care. ASMR videos take an unconventional approach to generating intimacy: sound (including voice) is central to ASMR videos, bridging the actual distance between the ASMRtist and the viewer, and creating impressions on the body. The online culture of ASMR community resembles the characteristics of ASMR videos in general, in the sense that it features openness, sympathy, and receptivity. Unlike sub-cultural communities which form exclusive and hierarchical taste culture, the ASMR community is a loosely connected community of unique but diverse tastes. The paper analyzes ASMR video culture as a representative case of digital intimacy. ASMR은 자율 감각 쾌락 반응(Autonomous Sensory Meridian Response) 의 약자로 특정 자극에 대해 ‘팅글’이라고 불리는 전율, 따끔거리는 기분, 좋은 느낌을 의미하는 용어이다. 흥미롭게도 이 용어는 공식적인 의학 용어가 아니며, 온라인을 통해 이러한 느낌을 공유하는 커뮤니티가 형성되면서 발생한 용어이다. 본 논문은최근 유튜브 등 동영상 공유 플랫폼을 중심으로 확산되고 있는 독특한 1인 미디어콘텐츠, ASMR을 살펴보고 그 커뮤니티의 특성에 대한 이해를 도모하고자 한다. 이를 위해 국내 유튜브 ASMR 채널을 대상으로 전반적인 내용 분석을 실시하고, 이 중 특정 몇몇 ASMR 채널을 선정해 온라인 민속지적 관찰을 시도하였다. 또한한국에서 ASMR을 둘러싼 주류 사회의 시선이 어떻게 형성되어 있으며 ASMR 커뮤니티는 이러한 틀 지우기에 어떻게 대응하는지 살펴보기 위해, 미디어 보도를분석하였다. 일반적인 영상물이 시각 중심인데 반해, ASMR 콘텐츠는 ‘소리’가 주요매개로서 시각적 요소를 비롯한 다른 감각적 요소들이 청각적 효과를 극대화 하는방식으로 구성되는 특징을 보인다. 해외에서는 많은 ASMR 콘텐츠이 여성들의 속삭임을 담고 있다는 점 등으로 인해 성적 콘텐츠로 낙인화하는 경향이 있었고 해외ASMR 커뮤니티는 이에 대항하는 정체성을 강화시켜왔다. 그러나 국내의 주류 미디어에서는 ASMR 콘텐츠를 주로 수면 촉진, 힐링 등과 연결시키며 대체로 긍정적인 시선으로 바라보고 있었다. 실제 조사 결과, 국내 ASMR 콘텐츠들 역시 돌봄과휴식 제공에 초점을 맞춰 제작되는 경향이 지배적이었다. 국내 ASMR 커뮤니티역시 이러한 콘텐츠의 성격과 궤를 함께 하며, 배타적인 하위문화 커뮤니티로서의특징보다는 개방성과 포용성을 특징으로 하는 느슨한 취향공동체로서의 모습을 보였다. 본 논문은 ASMR 커뮤니티를 ‘디지털 친밀감’이 작동하는 대표적인 사례로분석한다.
다문화주의에 대한 반격과 영국 다문화주의 정책 담론의 변화

This paper examines political debates and public discourses on the recent backlash against multiculturalism and their impacts on policy shifts in the United Kingdom. For the last ten years, the convergence of arguments against multiculturalism has been evident across Europe, and many European governments, including the UK, have been purposely abandoning the notion ‘multicultural’ from their policy discourses. Nevertheless, the backlash against multiculturalism is not a particularly new phenomenon in the UK. Since the 1970s when ‘diversity’ became a keyword for political rhetoric and public policies, controversies over multiculturalism have proliferated throughout the country. Yet since the early 2000s, multiculturalism has turned into a major political issue and long-established multiculturalism policy and practice have come under scrutiny. The year 2001 was critical in shifting the discourses surrounding multiculturalism, first as a result of disturbances in the ethnically-mixed northern cities of the UK, then because of 9/11. The latter, along with the 7/7 London bombings in 2005, intensified public debates on national security and social integration, which resulted in the redirection of immigration and multiculturalism policies. The construction of diversity and difference in the UK has moved from ‘race’ to ‘ethnicity/culture’ and thence to ‘religion/belief’. Although the recent multiculturalism backlash causes a rhetorical adjustment in political discourses rather than substantial changes in real policies and practices, the backlash discourses surely seem resonant with a growing power of anti-immigrant populism. Furthermore, the UK government's massive funding cuts have hit social support systems for immigrants exposing immigrants and racial minorities to increasing socio-economic inequality. Therefore, it is important to further consider how 'multiculturalism' positions itself as a discursive space where the discussion of race, gender, class, religion and culture are fomented. 이 논문은 영국 내 다문화주의 정책의 발전 과정과 최근 불거진 반다문화주의 담론의 내용을 살펴보고, 실제 이러한 담론이 정책 및 현실에 어떠한 영향을미치고 있는지 고찰한다. 최근 몇 년간 유럽을 휩쓸고 있는 다문화주의 역풍에있어 영국도 예외는 아니나 영국 내에서 다문화주의에 대한 논란은 단지 최근현상만은 아니다. ‘다양성’이란 용어가 정치적 수사의 키워드가 되고 다양성과차이를 강조하는 정책들이 시행되기 시작한 이후부터 다문화주의를 둘러싼 논란은 지속되어 왔다. 그러나 2000년 이후 다문화주의가 주요한 정치적 이슈가되면서 논쟁이 새로운 국면으로 접어든다. 영국 북부 도시를 중심으로 한 인종갈등의 확산과 9/11과 7/7 테러를 계기로 국가 안보 및 사회 통합에 대한 논쟁이 격화되면서 당시 노동당 정부의 이민 및 다문화주의 정책 방향성에 변화가나타난다. 영국에서 다양성과 차이에 대한 담론의 초점은 인종(race)에서 종족(ethnicity)/문화(culture)로 그리고 최근 종교(religion)/믿음(belief)으로 이동하는 양상을 보이고 있다. 현재 영국 내 반다문화주의 담론은 실제 정책상의 큰변화를 불러 왔다기보다는 많은 부분 정치적 레토릭으로서 작용하고 있다. 이민자 유입 및 국경 관리 정책은 다문화주의 역풍과 더불어 실제 규제 강화와 통제중심으로 가고 있는 것이 사실이나, 영국 사회 내 이민자 통합 및 소수자 정책이 일괄적으로 반다문화주의 기조 하에 재편되고 있는 것은 아니다. 그러나 반다문화주의 정치 담론이 현재는 수사적 차원에 머물고 있어 보이나, 지속적으로영국 내 인종주의적 반이민자 정서를 확산시키고 있음을 감안한다면, 다문화주의라는 ‘담론의 장’에서 인종, 종교, 문화 등의 기표들이 어떻게 착종되면서 실제 사회적 적대를 강화하고 있는지 살펴보는 것이 중요하다.
다문화사회에서의 국경만들기와 갈등의 극단화 - 대구 북구 이슬람사원 건립 갈등을 중심으로

For the past 20 years in South Korea, multicultural discourse has flourished while Korea has rapidly changed into a multicultural society. However, public discourse regarding immigration has shifted from interest in the migration development nexus, towards anti-multicultural discourses of putting Korean nationals first, that link migration with security concerns. Through the lens of ‘bordering’, this paper attempts to analyse the hate and exclusion towards immigrants that have recently been on the rise, since the Yemeni refugee crisis. By examining the Mosque construction conflict, that has been ongoing since 2021 in Daegu, it investigates the nature of social conflicts surrounding immigration and racial, cultural, and religious differences in South Korea. The bordering practices of the anti-mosque residents are analysed as occupying space and exhibiting multi-sensory territorial behaviour, closely linked with the politics of racial belonging. Furthermore while recognizing the nature of the relationship between the state’s migration control mechanisms and the residents’ politics of belonging as mutual determination, this paper highlights that the inaction of the state, in effect, also plays an active role in bordering practices. This paper demonstrates that such bordering practices, employing the notion of hierarchical distribution of rights between ‘Korean nationals’ and non-nationals, have strengthened the link between the bordering practices of ‘Korean nationals’ and the state, leading to the exclusionary nature of the nation state becoming more prominent. At the same time, the hierarchical and exclusionary practices of nationalism are not perceived as discrimination or racism, allowing hate to grow and social conflicts to escalate, in a multicultural society.

본 연구는 ‘2018 일반국민 다문화수용성 조사’를 분석하여 한국인의 다문화수용성을 예측하는 다양한 변인들을 경험적으로 검증하였다. 특히, 다문화주의(multiculturalism)와 이론적으로 밀접한 관련이 있는 사회적 관용(social tolerance)을 세계가치조사(WVS: World Value Survey)의 설문 항목으로 측정하여 다중회귀분석을 실시하였다. 분석 결과, 사회적 관용을 측정하는 9개의 더미 변수만으로 종속변수인 다문화수용성의 변량을 약 20% 설명하는 것으로 나타났다. ‘종교가 다른 사람’, ‘결혼하지 않고 동거하는 사람’, ‘술을 많이 마시는 사람’에 대한 관용은 종속변수에 영향을 끼치지 못하는 것으로 밝혀졌지만, 외국인혐오(xenophobia)와 관련된 ‘다른 인종’, ‘외국인 노동자’, ‘국제난민’에 대한 관용을 포함하여 동성애혐오(homophobia)와 연결된 ‘동성애자’와 ‘에이즈 환자’에 대한 사회적 관용까지 다문화수용성을 예측하는 중요한 변수로 나타났다. 이 연구의 결과는 인종차별과 성소수자에 대한 편견과 같은 다양한 형태의 불관용(intolerance)이 상호연관되어 있다는 이론을 지지하는 한편, 한국사회가 다양성이 제대로 존중받는 사회로 순조롭게 나아가기 위해서는 외국인이나 다른 문화뿐만이 아니라 다양한 차원의 차이를 존중하는 태도를 배양할 수 있도록 법·제도적 정비와 함께 시민교육을 재구성하고 정책적으로 시행하여야 할 필요가 있음을 시사한다. This study investigates various predictors of multicultural acceptance among Korean adults utilizing the nationally representative sample of the 2018 National Multicultural Acceptance Survey. In particular, this study focused on social tolerance as a main predictor, which was measured by the following World Value Survey question: ‘On this list are various groups of people. Could you please mention any that you would not like to have as neighbors?’ The result of the multi-variate regressions indicated that social tolerance was the most influential factor affecting multicultural acceptance. Although social tolerance on ‘People of a different religion’, ‘Heavy drinkers’, and ‘Unmarried couples living together’ had no significant effect to multicultural acceptance, social tolerance on other minorities found to be important predictors of multicultural acceptance. It was no surprise that social tolerance on ‘People of a different race’, ‘Immigrants/Foreign workers’ and ‘International refugees’ would affect multicultural acceptance since they are closely related to racism and xenophobia. However, social tolerance on ‘Homosexuals’ and ‘People who have AIDS’ were also revealed to be influential in predicting multicultural acceptance. This result supports the idea that multiple intolerances such as sexism and racism are interconnected. Furthermore, the findings suggest the need for the legislation of the ‘comprehensive anti-discrimination act’ and the development of multicultural education which cultivates positive attitudes towards not only ethnic minorities but also various other minorities, in order for Korean society to advance towards a multicultural society.
초국적 이동성과 일 경험: 한국 청년들의 싱가포르 해외취업 사례 연구

최근 정부 및 교육기관 차원의 해외취업/인턴십 프로그램이 증가하면서 싱가포르의 저숙련·저임금 서비스 직종에서 일하는 한인 청년들이 늘어나고 있다. 본 연구는 이처럼 싱가포르 내 새로운 유형의 한인 이주자로 등장하고 있는 이 청년들과 싱가포르, 한국에서 진행한 심층면접조사를 바탕으로, 이들의 해외 취업 동기와 기대, 취업 이주 경로, 싱가포르에서의 일 경험, 귀국 후 생활을 살펴본다. 싱가포르 해외취업 경험이 있는 청년 중 다수는 싱가포르 취업 사증 중 가장 낮은 등급의 저숙련 사증인 WP(Work Permit)를 소지하고 서비스직에서 근무하며 탈숙련화를 경험하고 있다. 본 논문은 이들이 취업 이주를 통해 자신들의 기대와 목표를 충족하고 있는지, 아니라면 어떻게 대응하며, 자신의 이주 경험을 어떻게 해석하고 있는지 살펴보고자 한다. 최근 증가하고 있는 청년단기 해외취업 현상에 대해 만족도·효용 평가, 프로그램·정책 평가 및 제언 등을 담은 연구들이 발표되고 있다. 그러나 이를 이주 연구(migration studies)의 맥락에서 살펴보고, 청년들의 구체적인 경험들과 그에 대한 본인들의 해석에 집중하는 연구는 드물다. 본 연구는 이들의 경험을 면밀히 살피고, 이를 탈숙련화와 이동성 자본(mobility capital) 개념을 통해 해석해 봄으로써, 청년 해외취업의 구조적인 문제를 드러냄과 동시에 이들의 행위자성에 주목한다. This paper pays attention to the recent increase of young Koreans working in the low-skilled service sector in Singapore. Such rapid increase largely results from the Korean government’s initiatives to promote labour migration of young people and the concurrent proliferation of migration agencies, against the background of growing youth unemployment in South Korea. By exploring the motivations and trajectories of young people’s labour migration to Singapore, this study examines to what extent they think their expectations have been met and how they interpret their migration and work experiences. There has been little research that examines the actual voices of young migrants as part of migration studies, whilst the majority of previous research focuses on the evaluation of government support programmes based on job matching rates, surveys of participant satisfaction and etc. Young people who went to Singapore to improve their English language skills and qualifications for future employment in Korea have become frustrated due to low-skilled service jobs that consist of low pay and high labour intensity. Their credentials are devalued and they experience deskilling through this migration process. Most of them were discontent with the Korean migration agencies they used and critical about programmes offered by government institutions and universities /colleges. Despite being subject to deskilling, they did try to actively cope or resist this situation. This study focuses on the various ways these migrants attempted to manage the gap between their initial expectations and reality. It also demonstrates how these migrants interpreted their work experiences after returning to Korea: whilst most of them did not cash off their Singapore work experience for a decent job after returning to Korea, they did not define their experience as a complete failure. Adding to cultural, social capital they gained through this experience, they acquired ‘mobility capital’ which includes confidence, the desire to move, and capacity to control one’s own movement.
