동아시아 지역협력의 도전과 좌절 : 지역패권경쟁을 위한 지역협력의 역설

1997년 동아시아 경제위기 이후 동아시아 지역의 지역협력에 관한 논의는 어느 때보다 활발하게 진행되고 있다. 동아시아 공동체 구상이나 경제협력체제 형성과 같은 지역공동체 논의는 물론, 역내 자유무역협정 체결 또한 폭발적으로 증가하고 있다. 최근의 동아시아 지역협력 논의의 활성화 과정을 살펴보면, 과거와 달리 동북아시아 국가들을 중심으로 논의가 진행되고 있다는 점에서 차별성이 나타난다. 역사적으로 EU나 ASEAN이 출범할 당시 지역의 위기를 극복하기 위해 역내 강대국들이 지역협력을 주도하였다는 점에서 이러한 변화는 동아시아 지역협력의 전환점이 될 수 있을 것처럼 보인다. 하지만 두 가지 역사적 사례와 달리, 동아시아 지역이 당면한 위기는 사활적이지 않았으며 지역패권경쟁의 시작점에 놓여 있다는 점에서 지역협력 논의의 양적 증대만으로 실질적인 지역협력의 여건이 성숙되었다고 보기는 어렵다. 특히, 최근10년 간 촉발된 다양한 동아시아 지역협력의 논의들은 지역 내 강대국들 간의 경쟁으로 인해 서로 중첩적인 지역협력의 틀끼리 경쟁하는 양상을 보이고 있다. 동아시아 지역협력이 목표가 아닌 중.일 간 지역패권경쟁의 수단이 되면서 '협력'을 위한 지역협력이 아닌 패권경쟁을 위한 지역협력 논의가 활성화되는 역설이 나타나고 있는 것이다. After the East Asian economic crisis in 1997, the debate on East Asian regional cooperation is showing progress lively than ever before. As well as discussions of regional communities such as the East Asian Community initiative or establishing an economic cooperation regime, conclusion of regional free trade agreements is also increasing at a tremendous pace. When we look at the recent invigoration of discussions of East Asian regional cooperation, it is distinct from past debates as they are centered around the Northeast Asian states. In relation to the fact that historically, when the EU or ASEAN were first founded, regional powers had led cooperation in order to overcome their regional crisis, it seems that this change can become a turning point for East Asian regional cooperation. Nevertheless, contrary to the two historical precedents, it is hard to think this quantitative increase of discussion as the actual conditions for regional cooperation being ready, since the crisis that East Asia had faced was not fatal and they were placed at the starting point of a regional hegemonic rivalry. In particular, the various debates on East Asian regional cooperation for the last 10 years have taken on aspects of overlapping regional cooperation frameworks being brought up competitively by contesting regional powers. After East Asian regional cooperation had become not the goal but the means of regional hegemonic rivalry between China and Japan, a paradox has appeared in which debates on regional cooperation are made for 'hegemonic rivalry', not 'cooperation'.
