초내열합금은 항공기 엔진, 발전용 가스터빈과 같이 고온에서의 작동이 필요한 특수한 환경에서 사용되어온 합금군이다. 금속소재 중에서 비교적 고가인 니켈을 베이스로 하고 10여 가지의 합금원소가 첨가되는 초내열합금은 이때까지 극한환경에서 그 능력을 발휘하는 합금계의 슈퍼맨 역할을 담당하였다. 하지만 열역학법칙이 유효하다면 향후 모든 엔진이나 열기관은 점점 고온으로 발전될 것이고 이 초내열합금의 적용분야는 점차로 넓어질 것이다. 초내 열합금기술로 대표되는 고온 구조재료분야의 기술력은 미래 항공이나 발전뿐만 아니라 국방, 에너지 모든 분야에서 한 국가의 기술력을 대표하는 flagship technology를 담당하게 될 것이다.

The purpose of this study is to improve the problems of Lien in the Real Estate Auction Process. The study was done in following process. First, the literatures on this subject were investigated to seek the problems of Lien in the Real Estate. Second, Survey were done on the staff, who works in the Auction and whose jobs are officer, consultant, real estate introducer, toseek problems and solution of the Lien. Followings are suggested for improvement of the issues. First, the current real estate auction process would be revised. The investigation on currentlien would be reinforced and better public reliability would be achieved by including the lienrelated facts in the Auction Objects List. Second, the abstract character of the lien would be improved. The types of occupation would be defined in the law as examples, or, the lien would be registered by introducing the ‘lien registration order’, ‘court lien’ or ‘mechanic’s lien’ so that the lien would be announced to the public. Third, if the person with lien did not report his/her right until the last day of allotment request period, buyer would not be required to take over the lien. Then the person with lien will actively participate in the auction together with the buyer and the instability of auction process due to the uncertainty regarding lien would be improved. Fourth, criminal law enforcement such as ‘crime of interfering with auction’ would be actively enforced to promptly resolve the issues caused by false reporting or abuse of lien reporting.

중요무형문화재 제82-3호 위도띠뱃놀이 전승,보존 현황 및 방안

제19회 전국민속경연대회 대통령상 수상한 위도띠뱃놀이는 현재 위도 지역주민들에 의해 전승되고 있는 우리의 고유한 문화임에도 불구하고 사회적인 변혁 속에 그 명맥이 끊길 위기에 처해 있다. 이에 연구자는 위도띠뱃놀이의 전승현황을 살펴 현황의 문제점을 찾아 전승 및 보존의 방안을 모색하기 위해 문헌조사 및 개인면답을 실시하였다. 연구결과 전승현황의 문제점은 다섯 가지로 나타났다. 첫째, 전국민속예술경연 대회에서 대통령상을 수상해 받게 되었으나, 상금의 출처가 불명확하고 지역주민에게 공유되지 않았을 뿐만 아니라 해당지역에 수혜 되지 못함으로 인한 지역주민의 불만이 가중되고 있다. 둘째, 기독교와 같은 종교적인 영향이다. 셋째, 보존인들의 비전문성이다. 넷째, 보존인들의 연령이 고연령에 집중됨에 따라 전승에 대한 미래가 불투명하다. 위도띠뱃놀이는 어촌의 생활양식을 엿볼 수 있는 중요한 문화이며 또한, 전통문화유산을 고취시킬만한 충분한 가치가 있음에도 불구하고 위와 같은 문제점에 의해 체계적으로 보존되지 못하고 있어 이에 대한 방안모색이 매우 시급한 실정이다. 이에 우리의 문화재가 제대로 자리 잡기 위해서 스토리텔링 전개에 의한 전문화방식이 매우 효율적일 것으로 판단되었다. There were not many people who were aware of the current state of the transmission of Wido-Island Tibaetnori, and recently this traditional festival was on the verge of disappearance. Thus, this study purposed to survey the current state of the transmission of Wido-Island Tibaetnori, to find problems in the transmission of the traditional festival. Also it suggested strategies to transmit and preserve the event. As to problems in the transmission of the event, first, many of the villagers did not know where the money received together with President Prize at the Korea National Folk Arts Contest had gone and material benefits coming to the village through the event were not shared evenly among the villagers. Second, Christianity was a religion influences such as. Third, the non-professionalism of the conservation was pointed. Fourth, many young people left the island due to difficulty in fishery. Therefore, it was hard to find young leaders and thus the event was barely sustained. Along with the strategy to activate the event through storytelling, there should be cooperative efforts in various areas for its preservation and development. What was more, it was necessary to continue discussions on how to hand down the event systematically.

로컬 거버넌스가 지역경제 활성화에 미치는 영향에 관한 연구 -전통시장 활성화의 매개효과를 중심으로-

본 연구는 로컬 거버넌스가 전통시장 활성화에 어떠한 영향을 미치는지, 그리고 전통시장 활성화는 지역경제에 어떠한 영향을 미치는지를 실증적으로 조사하기 위한 것이다. 본 연구는 로컬 거버넌스의 구성요소로서 전통시장 활성화 과정에서의 시장상인의 참여성, 시장상인대표의 리더십, 유관기관간의 협력, 전통시장 활성화사업의 타당성 등으로 설정하였다. 서울시 및 경기도에 소재하는 시장상인들을 대상으로 하는 설문조사 분석 결과, 첫째, 전통시장 활성화는 지역경제에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 로컬 거버넌스의 요소인 참여성, 협력, 사업타당성은 지역경제에 직접적으로 영향을 미치지 못하였지만, 전통시장 활성화를 매개로 지역경제에 긍정적인 영향을 미쳤다. 셋째, 리더십은 지역경제 활성화에 직접적으로 긍정적인 영향을 미친 반면, 전통시장 활성화에는 부정적인 영향을 미쳤다. 이상의 분석결과를 바탕으로 본 연구는 로컬 거버넌스를 통한 전통시장 활성화전략을 위한 정책적 시사점을 다음과같이 도출하였다. 첫째, 지역경제 활성화를 위해서는 지역 내 중요한 교류의 장으로 활용되는 전통시장의 활성화가 중요한 사업으로 고려되어야 한다. 둘째, 로컬 거버넌스의 구성요소들의 확보를 통해 지역 내 다양한 사업들의 성공적인 추진을 도모하고, 나아가 지역발전을 실현할수 있어야 한다. 셋째, 지역 내 구성원들 간의 적극적 참여방안이 지역개발 및 발전전략의 수립 및 추진에 포함되어야 한다. 넷째, 로컬 거버넌스의 성공적 정착을 위해서는 지역 내 지도자들의 리더십이 중요하게 작용하여야 한다. 다섯째, 지역발전을 위해서는 지역구성원 및 해당사업의 이해관계자의 적극적인 협력적 파트너십 구축을 도모하여야 한다. 여섯째, 지역개발 및 발전의 주체는 사업실천에 대한 강력한 의지와 사업내용의 적실성을 확보하기 위한 역량강화를 도모할 필요가 있을 것이다. The purpose of this study is to address the mediating effects of the traditional market on the relations between local governance and local economy. Local governance is composed of participation, leadership, collaboration, and project feasibility. The analysis results of this study based on survey administered to market merchants in Seoul and GyeongGi-do are as follows. First, the traditional market had a positive effect on local economy. Second, the participation, collaboration, and project feasibility influenced positively on local economy. Third, the leadership had a positive effect on local economy, but a negative effect on local market. The policy implications of this study are as follows. First, government should consider the importance of traditional market as a place for mutual interchange in a region in the process of economy revitalization. Second, the components of local governance should be retained by the government. Third, the government should assure the participation, leadership, collaboration, and project feasibility in the revitalization process of traditional market.

초내열합금인 GTD-111은 고온강도와 내산화성이 우수하여 가스터빈에서 사용되는 소재이다. 초내열합금의 피로 수명 예측은 가스터빈의 효율을 개선하기 위하여 매우 중요하다. 본 연구에서의 저주기 피로시험은 실제 운전 환경과 유사하게 변형률 범위, 온도를 다양하게 설정하여 시험을 수행하였다. GTD-111의 저주기 피로수명을 예측하기 위하여 변형률 에너지 밀도와 파단 사이클과의 관계를 이용하였다. 시험결과를 토대로 변형률 에너지법과 Coffin-Manson법에 의하여 피로수명을 예측하였다. The Ni-base super-heat-resistant alloy, GTD-111, is employed in gas turbines because of its high temperature strength and oxidation resistance. It is important to predict the fatigue life of this superalloy in order to improve the efficiency of gas turbines. In this study, low-cycle fatigue tests are performed as variables of total strain range and temperature. The relationship between the strain energy density and number of cycles to failure is examined in order to predict the low-cycle fatigue life of the GTD-111 superalloy. The fatigue life predicted by using the strain-energy methods is found to coincide with that obtained from the experimental data and from the Coffin-Manson method.

The Ni-base super heat resisting alloy GTD-111 is employed in gas turbines because of its high temperature strength and oxidation resistance. The prediction of fatigue life for superalloy is important for improving the efficiency. In this study, low cycle fatigue tests are performed as variables of total strain range and temperature. The relations between strain energy density and number of cycles to failure are examined in order to predict the low cycle fatigue life of GTD-111 super alloy. The lives predicted by strain energy methods are found to coincide with experimental data and results obtained from the Coffin-Manson method.
