시·도 지역사회복지계획 발전 방안 모색을 위한 탐색적 연구

최근 지역복지 활성화를 통한 지역주민들의 참여의식 제고와 복지체감도 향상, 복지향상을 위한 지역단위 기반 정비에 대한 관심이 높아지고 있으며, 이러한 측면에서 지방자치단체가 지역사회복지계획을 4년 단위로 수립·실천하고 있다. 시·군·구는 지역복지 추진의 주체가 되어 적극적으로 활동하고, 시·도는 시·군·구 단위에서 해결하기 어려운 과제들을 중심으로 ‘지원자’ 적 역할을 수행해야 하지만, 현 시·도 단위 지역사회복지계획은 단순히 기초단위 지역사회복지계획 내용을 취합, 중앙정부로부터 시·군·구에 하양 전달되는 사업 중심으로 구성, 일부 전문가 및 관계자들에 의해 계획이 수립되는 등 다양한 문제점이 지적되고 있다. 이에 본 연구에서는 일본의 ‘도도부현 지역복지지원계획’의 추진사례를 분석하여 한국의 시·도 단위 지역사회복지계획의 발전을 위해 첫째, 지역사회복지계획의 개념 확립 및 시·도 역할의 명확화 필요, 둘째, 시?도 단위 지역사회복지계획의 방향성 전환 검토, 셋째, 지역주민 참여 활성화 및 사회복지위원회 기능 강화 등의 구체적인 정책과제를 제시하였다. Recently, interest in improvement of participating intention of local residents, in enhancement of welfare feeling thermometer and in local infra arrangement have been increased through local welfare activation, and practice local welfare plan every 4 years from this perspective. Although City?Gun?Gu should act as the subject of local welfare performance, City and Do (Province) should perform supportive roles for difficult tasks that City ?Gun?Gu cannot tackle, current City and Do local welfare plan is configured with the projects that are collected from local welfare plan of local communities and delivered to City?gun from central government. The plan of local welfare is established by some experts and related people. Accordingly, in this study, the followings were proposed based on best practices ‘Municipal Government Welfare Support Plan in Japan’; first, it is needed to establish concept of local welfare plan and to clarify the roles of city and Do. Second, it is needed to consider changing direction of local welfare plan of City and Do. Third, it is needed to establish City?Do local welfare plan from mid to long term perspectives, to activate the participation of local residents and to enforce function of social welfare committee.

장기요양기관 운영자의 통합재가급여 3차 시범사업 참여 경험에 관한 연구

본 연구는 장기요양 통합재가급여 3차 시범사업에 참여한 장기요양기관 운영자의 시범사업 참여 경험을 토대로 향후 통합재가급여 모델 도입 시 검토해야 할 정책과제를 모색하는데 목적을 두고 있다. 이를 살펴보기 위해, 장기요양 통합재가급여 모델 도입의 필요성과 유사한 국외사례, 통합재가급여 3차 시범사업 수행 모델을 문헌 검토하였으며 3차 시범사업에 참여한 장기요양기관 운영자 12명을 대상으로 포커스그룹 면담(FGI)을 실시하여 제공자 관점에서 인식한 통합재가급여 모델의 성과와 한계를 분석하였다. 그 결과, 통합재가급여 시범사업을 통해 대상자 욕구에 기반 하여 맞춤형 서비스를 제공하였다는 전반적인 성과는 있었지만, 통합재가서비스 제공을 위한 서비스 공급방식의 변화, 요양-의료서비스의 효과적인 연계 제공과 관련해 한계가 있음을 확인할 수 있었다. 따라서 통합재가서비스를 확대하기 위해서는 통합적 서비스 제공에 대한 법 및 제도적 기반 확충, 요양과 보건의료서비스가 전문인력의 팀워크에 기반하여 제공될 수 있도록 통합재가기관의 인력기준의 전면적 검토, 장기요양서비스 매니지먼트체계에 관한 본격적인 논의가 이뤄져야 할 것으로 보인다. The purpose of this study is to find out the policy tasks to be considered when introducing integrated home-service model in the future based on the experience of operators of long-term care facility who participated in the 3rd pilot project of the integrated home-service. In order to analyze the results of the study, we reviewed necessity of the integrated home-service model introduction and the literature regarding the long-term care integrated home-service model as well as overseas cases. In addition, based on a focused group interview(FGI) survey conducted on 12 long-term care facility’s operators who participated in the this project, the results of the execution of the third model project were variously analyzed. As a result, although overall results have been achieved in providing customized services to target beneficiaries through the use of integrated home-services, it has been difficult to change the existing service supply pattern and has limitations with regard to providing effective linkage between care and medical services. Therefore, in order to expand the integrated home-services, we review the workforce standards of the integrated home-services facility to ensure that nursing and health care services are provided based on the teamwork of skilled workers, along with the expansion of the legal and institutional basis for the provision of integrated services. It is considered that a discussion on the long-term care service management system should be conducted in properly.

시군구 지역사회복지계획 수립 매뉴얼의 발전 방향에 관한 연구

본 연구에서는 우선 지역사회복지계획 매뉴얼 작성의 필요성 및 매뉴얼 개발 시 필수적으로 요구되는 요소들을 일본의 지역복지계획 수립의 선행 경험을 중심으로 살펴보았다. 그리고 이에 근거하여 제1기~제3기 지역사회복지계획 수립 매뉴얼을 계획수립의 주체, 욕구 및 자원조사를 포함하는 지역사회복지조사, 복지계획내용, 주민의견 수렴 등을 포함하는 주민참여, 심의확정 및 보고절차 등의 주요 내용을 중심으로 종합적으로 분석하였다. 이를 통해 향후 지역사회복지계획 수립 매뉴얼을 발전시켜 나감에 있어 상시적인 계획 수립 및 평가의 실행체계 마련, 지역사회복지조사방법의 다양화, 핵심과제 해결계획의 정교화를 위한 관련 사례 및 자료의 풍부한 제공, 주민참여가 강조된 계획 수립절차의 마련, 지자체의 책임성을 담보할 수 있는 지방의회와의 협력 시스템 마련 등을 발전방향으로 제시하였다. In this study, the need for community welfare plan should be examined when establishing the essential elements of community welfare planning in Japan mainly looked at the experience of the preceding. Based on this first stage and the third stage, the community planning manual for planning the welfare of subjects, including research needs and resources research community welfare, plan information, including citizen participation, deliberation and reporting procedures established center of the main content of a comprehensive analysis. This allows for the future development of community welfare planning manuals on the exit plan formulation and evaluation of a constantly running system laid, investigated how the diversification of social welfare, for the elaboration of the key challenges related to planning practices and provide a wealth of data, citizen participation in the planning process system, to guarantee the accountability of local governments can establish local councils and the development of partnerships with the direction of the system proposed.
