효율적 도서관 배치와 운영을 위한 적정성 분석: GIS에 기반한 군산시 지역을 대상으로

The number of public community facilities such as library, leisure and sports facilities gradually increased with the growing interest in better quality of life. However, there are lacks of public facilities in response to the demanding local population and location of those facilities mismatch the local population characteristics. In general, the accessibility of facilities in terms of objective distance from the target area can be defined as a validity factor for site selection considering the total number of population. However, due to the complexity of facilities and local area, GIS technology can analyze the characteristics of the site for better decision making and can provide visualized several different types. The purpose of this study is to investigate the distribution of public library, investigate the suitability of the library location compared to the designated population characteristics. For this study, GIS mapping including spatial clustering methods was used. Using Q-GIS, GIS in visualization used in this study is overlapping, buffering and density-based method. In terms of facility performance, this study investigated the predictable variables for identifying suitable location of library and suggest the variables for GIS analysis. The result of this study showed the difference between the distribution of public libraries by type, the number of books, the number of seats in each library overlapping with its local population and households. For the library site selection, it is necessary to revise the some regulations. The findings suggested some suitable factors for public site selection and the characteristics of local facilities based on GIS multiple data.

본 연구는 고령화 사회와 인구감소에 대응하여 지속 가능한 운영과 유지관리를 할 수 있도록 모듈러 건축을 활용한 스마트경로당에 대한 표준모델을 개발하는 것을 목표로 한다. 본 연구는 문헌 검토와 사례 분석을 통해 모듈러 건축과 스마트경로당의 특성을 살펴보고, 신규 공급 경로당의 공간구성을 분석했다. 이러한 분석을 바탕으로 본 연구는 기본 단위 모듈을 개발하고 다양한 규모에 따라 결합 가능한 표준모델을 제안했다. 기본 유닛 모듈은 3m×9m(27㎡)로 설정하여, 4가지 유형을 개발하고 이를 결합한 3가지 표준모델을 제안했다. This study proposes a standard model for smart senior centers using modular construction to support sustainable operation and maintenance inresponse to Korea’s aging population and demographic shifts. Through a literature review and case analysis, it examines the characteristics ofmodular construction and smart senior centers while analyzing the spatial composition of newly developed facilities. Based on this analysis,basic unit modules were designed, leading to the development of standard models adaptable to different scales. The findings highlight keyspatial components, including an entrance, activity areas, resting spaces, bathrooms, and kitchens, all designed to support various programsand services while adhering to universal design principles. The basic unit module measures 3m × 9m (27㎡), ensuring compliance withtransportation regulations under the Road Traffic Act. Four module types (A, B, C, D) were developed for flexible combinations, resulting inthree standard models: a small-scale 54㎡ model with two units, a standard 81㎡ model with three units, and a large-scale 108㎡ model withfour units. To address the uniformity of modular construction, diverse material finishes and regionally responsive design elements wereincorporated. By creating adaptable, relocatable, and reusable smart senior centers, this study provides a framework for more efficient andsustainable senior care facilities. Further research is needed to verify implementation strategies and optimize operational management systems.

This study analyzes smart senior center cases to identify architectural planning elements for integrated elderly care facilities. As Korea rapidly transitions into a super-aged society due to aging and population decline, smart senior centers equipped with ICT and AI technologies are being widely implemented to enhance welfare services, especially in rural areas where access to integrated elderly care facilities is limited. Through case studies of five smart senior centers recognized as successful cases by media reports, this research examines spatial characteristics, services/systems, and operational status to propose architectural planning elements. The findings suggest that smart senior centers should: 1) implement basic services (access control, integrated safety management, smart environment) as a priority, 2) select appropriate services and systems according to spatial scale and form, 3) consider community linkages in spatial planning, 4) ensure adequate entrance space for access management systems, 5) utilize open floor plans for customized leisure welfare services, 6) position health monitoring equipment near entrances while ensuring privacy, 7) provide flexible furniture arrangements for various activities, and 8) position smart farms near entrance and kitchen facilities for easier management and utilization. The study provides foundational research for developing design standards and guidelines for smart senior centers as core infrastructure for integrated elderly care.

근로관계의 종료원인을 둘러싸고 근로자 측에서는 해고라고 주장하고, 사용자 측에서는 사직이나 합의해지라고 주장하고 재판과정에서 어느 쪽의 주장이 옳은 지에 대하여 법관이 확신을 얻지 못하였다면, 즉 ‘진위불명’의 상태가 되었다면 누가 ‘진위불명’으로 인한 불이익을 감수하여야 하는지(증명책임)에 대하여 살펴보았다. 이러한 경우에 대하여 “사용자측에게 그 종료원인이 사직이나 합의해지라는 점에 대한 입증책임이 있다”고 한 서울행정법원의 판결은 현행 민사소송법상의 증명책임의 분배에 관한 기존의 판례에 배치될 뿐만 아니라 현행 민사소송법체계에도 맞지 않는 문제가 있다. 하지만 일부 노동위원회 판정이나 통설의 주장과 같이 ‘해고사실의 존재’에 대해서는 근로자에게 증명책임이 있다고 말하는 것도 옳지 않다고 본다. 왜냐하면 ‘해고사실의 존재’의 확인은 하나의 과정으로 완료되는 것이 아니라, 표시행위를 확정하고 그 표시행위의 의미를 확정하는 과정으로 구성되며 후자는 사실문제가 아닌 법률문제로 증명책임의 대상이 되지 않기 때문이다. 따라서 ‘해고사실의 존재’가 아니라, 사용자의 ‘표시행위의 존재’에 대해서만 근로자가 증명책임을 지고, 그 해석과 관련하여 ‘진위불명’의 상태가 발생하였다고 하여 근로자가 불이익을 감수하여야 하는 것은 아니다. 이러한 원칙들은 민사소송은 물론 행정소송, 노동위원회의 심판에도 동일하게 적용된다.
