지역 혁신정책의 중심이 중앙정부에서 지자체로 전환되고 있다. 하지만 지역별로 차별화된 지역혁신전략을 수립, 추진하기에 어려움을 겪고 있다. 이는 국가 전체의 차원에서 뿐만 아니라 지역 차원에서도 비효율적이다. 국가내 지역간에 혁신 형태나 특성에 뚜렷한 차이가 있고, 이를 반영하지 못한 혁신정책은 의도한 효과를 거두기 어렵다. 이러한 문제의식 하에 본 연구는 한국에서의 지역간 혁신 형태의 특성과 차이를 밝혀내고, 이를 유형화하여 적절한 정책적 시사점을 제시하고자 하였다. 기존 연구들에서 제시된 지역혁신 관련 지표들을 검토하고, 선정된 지역혁신지표들을 활용하여 다중인자분석과 군집분석 방법을 통해 지역들을 혁신유형별로 구분하였다. 그리고 각 혁신유형별로 드러난 특징과 차이를 기초로 그에 맞는 정책적 방향을 예시하였다. 이러한 결과는 향후 지역별 특성에 적합한 혁신정책 수립에 기여할 것으로 기대된다. The focus of regional innovation policies is shifting from a central government to local governments. No one denies the fact that the innovation will lead regional development and shall be created in such a way that it will be appropriate for regional circumstances. However, the central government and local governments have not arrived yet at a conclusion on what innovation policies are appropriate for regional circumstances. This leads to a consequence that is inefficient not only at a national level, but also at a regional level. This research, given this problem, aims to find out the characteristics and differences in innovation types among the regions in Korea and suggests appropriate policy implications by classifying such characteristics and differences. This research, given these objectives, classified regions in consideration of the various indicators that comprise the innovation suggested by existing related researches and illustrated policies based on such characteristics and differences. In this research clustering analysis based on multiple factor analysis was applied. Supplementary researches on dynamically analyzing stability in regional innovation types, establishing systematic indicators based on the regional innovation theory, and developing additional indicators are necessary in the future.

최근 에너지의 근원이 되는 원유가의 급등으로 인해 에너지 소비에 대한 국내외적인 관심이 증폭되어 에너지를 소비하는 측의 효율개선에 대한 요구가 급등하고 있으며 전력변환기 시장에서도 효율이 전력변환기의 사용자의 선택기준이 될 정도로 매우 강력한 실정이다. 본 논문에서는 DSP(TMS320F28035)를 이용한 2kW급 고효율 Bridgeless PFC Converter를 제안한다. 제안된 Converter를 실험을 통해 고효율과 고전력밀도의 기능을 검증하였다.

대통령 연설문을 통한 규제개혁 정책 경향에 관한 탐색적 연구 - 텍스트 마이닝과 토픽모델링의 활용 -

민주화 이후 역대 정부에서 규제개혁 정책은 국정과제이자 대통령의 중요한 정책의제로 주목받았다. 본 연구는 규제개혁 정책의 경향과 규제개혁에 관한 역대 대통령의 인식을 텍스트 마이닝과 토픽모델링을 활용하여 살펴보고자 하였다. 구체적으로 김영삼 대통령부터 박근혜 대통령까지 ‘규제’ 단어가 포함된 전체 399개의 연설문을 분석대상으로 삼아 키워드 분석, 연관성 분석, 토픽모델링을 적용하여 정권별 규제개혁 정책에 대한 대통령의 인식 및 정책 방향에 관하여 고찰하였다. 분석결과, 대통령 연설문에서 규제에 대한 언급 빈도와 언급 강도는 정권의 이념적 성격과 일치하는 결과를 나타내지는 않았다. 한편, 역대 대통령들은 규제개혁 정책에 있어 ‘탈규제’ 관점을 상대적으로 강조하였는데, 이는 경제 활성화와 시장경제 발전을 위해 시장에 관한 국가의 개입을 줄이기 위한 규제 완화 정책을 추진했기 때문임을 분석결과를 통해 확인하였다. 또한, 규제 관련 대통령 연설문으로 토픽모델링을 수행한 결과, 주요한 5개 토픽을 추출하여 규제와 관련된 주요 정책적 이슈들을 살펴보았다. 규제정책과 관련된 대통령의 정책적 인식에서 중요한 5개 이슈는 경제성장과 혁신, 국가경쟁력 강화, 공공부문 개혁, 사회적 규제, 대통령의 정책의제로 나타났다. The policy of regulatory reform has attracted attention as a task of the state affairs and an important policy agenda of presidents in successive governments of Korea since democratization. This study purported to examine the trends in regulatory reform policies and the perceptions of successive presidents on regulatory reform by utilizing text mining and topic modeling. Specifically, a total of 399 presidential speeches containing the word ‘regulation’ from President Kim Young-sam to President Park Geun-hye were selected as subjects of analysis and used to examine the perception of presidents and policy direction on regulatory reform policies of each administration by applying keyword analysis, association analysis, and topic modeling. The result of the analysis did not show the frequency and intensity of mentions of ‘regulation’ in the presidential speeches as being consistent with the ideological character of the administration. On the other hand, successive presidents relatively emphasized the perception of ‘deregulation’ in terms of regulatory reform policy. The reason for this was confirmed to be the pursuit of deregulation to reduce the involvement of the state in the market for economic revitalization and market economy development based on the analysis results. Moreover, as a result of conducting topic modeling with presidential speeches related to regulation, 5 major topics were extracted to examine major policy issues regarding regulation. The 5 major issues in policy perception of presidents related to regulatory policy identified were economic growth and innovation, strengthening national competitiveness, public sector reform, social regulation, and the president's policy agenda.
