네팔품의 국제 지역사회복지 실천 사례 연구

세계적 빈국 중 하나인 네팔에 한국과 세계의 INGO들의 참여가 급증하고 있으며, 긴급구호나 교육지원사업이 주를 이뤄 지역조직사업으로의 전환이 필요한 시점이 되었다. 본 연구는 해외 지역복지 실천 사례연구로 네팔품의 행복한 마을 만들기의 실천 과정을 통하여 해외지역사회복지실천 활동의 실패와 성공 과정을 귀납적으로 분석하였다. 네팔품은 한국적 방식으로 접근한 초기사업의 실패를 거울삼아 지역 속에 주민과 함께하는 행복한 마을 만들기를 수행하였다. 수행방법은 일방적인 원조 방식을 버리고, 존재와 관계에 기초한 상호관계성에 중점을 두고, 당사자의 자기결정권을 존중하고, 강점과 희망을 발견하며, 이를 토대로 긍정적이고 가치 있는 주인의 역할을 수행하게 하여 성취와 성장을 경험하고, 지속가능하고 자립적이며, 대외적 환경변화에 대응하는 노력을 통하여 주민복지의 가시적인 성과들을 이루어내었다. 이를 통하여 본 연구는 제한적 사례이지만, 국제사회복지실천을 준비하는 데 유용한 정보를 제공하였다. Korea and world supports their INGO in Nepal that is one of the most poor countries. Now, community welfare is more important than emergency relief or human resource education. This is a case study about the Happy Village Project to analyzes the process of failure and success of the overseas community welfare practice. Nepal Pum started the Korean way had failed. Then they began again with the inhabitant of Vesi Village for their happy village. As a result got a lot of visible outcomes. They abandoned the Korea way which is very fast and visible manner. They were concerned about the existence and relationships of mutuality. They had to respect the self decisive power, found strengths and hope, helped to take a positive role as a host, made the accomplishment and growth. sustainable and responded to changing environments.

장자 철학에서 나타난 다문화 관점에 관한 탐색적 연구

세계화에 따른 다문화 사회로의 진입과 함께 다문화 사회를 대비하는 가치를 재정립해야 할 필요성이 대두된다. 2,300년 전 장자는 그의 철학 속에 다문화 사회의 대안적 관점들을 많이 담아놓았다. 그의 철학 속에 나타난 다문화적 관점을 다문화 사회를 이해하는 방법과 지향해야 할 관점으로 다음과 같이 정리하였다. 첫째로 조화로운 다문화 사회의 시작은 상대를 앎으로부터 시작한다. 이는 밝음으로 자신의 성심을 비춰야 하며, 더 넓은 세상의 다문화에 대한 경험이 있어야 진정한 앎이 된다. 둘째로 다문화 사회를 지향하는 방법으로 수용과 유사한 허심과 자기결정권이 포함된 타자성에 기초한 양행이 중요하다. 이를 가능하게 하는 것은 바로 다양성의 평등으로, 다문화적 차이가 서로에게 도움이 되는 물화에 이르는 것이다. 이를 위해서는 다른 문화적 배경을 가진 이들의 강점을 존중하고 긍정적인 역할을 부여하여 적극적이고 바람직한 이미지를 만들어내는 것이 문화적으로 필요하다. 또한 타자를 존중하는 덕으로 모두가 화합하는 대동을 구현할 때 다문화 사회는 바람직하게 지속될 수 있을 것이다. It is need to reestablish multicultural perspectives when we coming into the multicultural society. The Zhuangzi who lived in the Age of the Warring States 2300 years ago showed the way multicultural society pursues. We reorganized his works into the two categories as follows. First, we need to know multicultural society. The beginning of harmonious multicultural society is to know others. For this we should disregard Ceng-Xin and experience the variety of multicultural societies. Second, it is about the way multicultural society purse. Liang-Xing based on the altruism which includes Xuxin and self determination is important. For this, equality of variety and differences in multi culture should be materialized in a way to help each other. Therefore, we need to respect and impose a positive role of the strength of other culture in order to make active image. In addition, desirable multicultural society will sustain when we realize grand alliance with goodness of respecting others.

경영자의 코칭역량모델 개발 및 요구분석

본 연구의 목적은 경영자의 코칭역량모델을 개발하고 요구를 분석하는 데 있다. 이를 위하여 경영자 코칭에 종사해온 전문가 집단과 실제 경영 현장에서 코칭을 경험하고 사용하고 있는 경영자 및 임원들을 대상으로 3차에 걸 친 수정 델파이 조사를 실시하였다. 3차에 걸친 조사를 통해 총 5개 역량군과 34개 하위 역량이 도출되었다. 이어서 34개의 역량 항목을 측정하는 102개의 설문 문항을 설계하여 272명의 경영자 및 임원 등을 대상으로 타당도를 검증 하였다. 분석 결과 26개의 역량항목에 대해서 타당도가 확보되었다. 이어서 경영자가 중요하게 생각하는 역량을 조사 하기 위하여 요구분석을 실시하였다. Borich 요구도를 활용해 경영자 코칭역량에 대한 우선순위를 실시한 결과 5개 역량군에 속한 26개 하위역량 중 사업적 통찰력이 가장 요구도가 높은 역량으로 분석되었다. 이어서 동기유발, 조직 관리, 갈등 관리, 전략적 사고, 협상 등으로 나타났다. The paper is aimed to develop coaching competency model for executives and analyze their needs. For better outcome, we take coaching experts and executives and managers with business coaching experience as the target and conduct Delphi survey three times. According to the 3 surveys, we derived 5 coaching competency clusters and 34 individual competency items. The next thing, we have designed 102 survey questions which measure the 43 competency items and verified the validity for 272 respondents composed of managers and executives participated. As a result, the Analysis is secured with the validity at the 26 competency items. To investigate the competency that is important to executives, we carry needs analysis into execution. Borich‘s needs to utilize executive coaching competencies results conducted on 5 priority groups that belong to the competence of the 26 sub-competencies have business acumen the needs of high-capacity was analyzed. followed by motivation inspiring, organizational management, conflict management, strategic thinking and negotiation skills.

네트워크 분석을 활용한 집단 프로그램의 사전 · 사후 응집력 평가 연구

학교사회복지 관련 조직간 네트워크의 특성에 관한 연구Ⅰ: 서울시 강서구 교육복지투자우선지역 지원사업을 중심으로

이 연구의 목적은 대도시 저소득층 밀집지역에서 생활하고 있는 초등학생과 중학생에게 교육·복지·문화 프로그램을 지원하고 있는 조직들이 서로 어떻게 도움을 주거나 받고 있으며, 이들 조직간네트워크가 어느 정도 구축되었고, 구축된 네트워크의 과정적·구조적 특성은 어떠한가를 파악하는 것이다. 이를 위하여 서울시 강서구 교육복지투자우선지역 지원사업에 관련된 조직들을 대상으로 자료를 수집하여 UCINET 6.29를 이용하여 네트워크의 특성을 분석하였다. 그 결과, 개별조직이 연계한 상대조직 수는 평균 5.67개이며, 연계 사업 수는 평균 11.83개로 나타났다. 연계내용은 공동사업, 정보교환, 클라이언트 의뢰, 자원교환의 순으로 높게 나타나 네트워크가 협력단계에 이르렀으며, 담당자의 연계 만족도는 평균 3.77점(5.0점 만점)으로 측정되었다. 이 지역 내 네트워크가 특정 조직유형에 치우쳐 유유상종하거나 소외되는 조직이 없이, 비교적 다양한 조직 간에 긴밀한 연계가 이루어지고 있음이 확인되었다. 특히 사회복지조직이 네트워크의 중심조직으로 나타났다. 교육조직은 교육복지시범사업의 창구로서 매개적 역할을 수행하고 있으며, 교육조직간 정보공유를 통한 연계가 활발하게 이루어지고 있음도 확인되었다. 연구 결과에 근거하여 향후 네트워크를 강화할 수 있는 방안을 제시하였다. The purpose of this study is to find out the structural and developmental characteristics of inter-organizational community network of the school social work and the characteristics of direct workers and the school social work organizations delivering services to the children in low-income families ,and to identify the magnitude of efficient structure for networking for the children living in Kayang-dong. By searching out the central organization and block modeling, this study attempted to show the characteristics of inter-organizational community network for the children. The research sample was 18 organizations, and the data were collected by a survey questionnaire and analyzed by SPSSWIN 12.0 and UCINET 6.29. The main results show that the social welfare organization is the central organization in almost every dimensions(information exchange, client referral, cooperation, resource exchange) and education organizations play an important role in betweenness centrality. Also it can be evaluated that the present developmental stage of the network is collaboration. Based on the research results, implications for the future practice are discussed.

국제 사회복지기관 실무자의 다문화 감수성에 영향을 미치는 요인에 대한 탐색적 연구

국제 사회복지사업의 궁극적인 목적은 개발도상국에 단순히 물적 자원을 제공하는 것을 넘어서 해당지역의 발전과 복지를 위한 기반을 마련하거나 새로운 성과를 이끌어내고자 하는 데에 있다. 국제 사회복지사업 실무자는 수원국의 필요와 욕구에 맞춰 효과적인 해외지원 사업을 진행해야 한다는 목적을 갖게 되는데, 다문화 감수성은 실무자가 문화적 차이에 대해 민감하게 인지하고 반응하며, 타문화에 대해 존중하고 수용하는 태도를 가질 수 있도록 돕는 매우 중요한 요건이다. 그럼에도 불구하고, 해외지원사업을 담당하는 실무자의 다문화 감수성에 대해 조사하거나 다문화 감수성을 촉진시키는 주요 요인에 대해 분석한 연구는 매우 부족하다. 본 연구는 급속하게 확대되고 있는 사회복지분야의 해외지원사업과 관련하여 실무자의 다문화 감수성 증진에 기여하는 주요 요인들을 파악하고 이를 강화할 수 있는 방안에 대해 논의하였다. 이를 위해 본 연구는 사회복지 관련기관에서 해외지원사업을 담당하고 있는 실무자들의 다문화 감수성(하위영역: 초인지적·인지적·동기부여적·행위적 다문화 감수성)을 조사하고 그들의 다문화 감수성에 영향을 주는 주요 요인들을 분석하였으며, 다문화 감수성을 개발하고 향상하는 방안에 대한 제언을 제공하였다. International social welfare is expanding its activities rapidly across cultural boarders within the context of globalization and global interdependence. Although the importance of culturally appropriate practices and programs that suit local circumstances are strongly emphasized, there is a lack of study that examined the issues of cultural sensitivity among service providers or ways to increase cultural knowledge and skills of service providers. The focus of this study is to examine the levels of cultural sensitivity of service providers in the field, and identify key factors that are effective in enhancing levels of cultural sensitivity. This study aims to provide suggestions and practice implications for service providers in order to help them reinforce their understandings of diverse cultures and generate willingness to learn and deal with difficulties in culturally diverse settings.

국제(지역)사회복지실천 사례에 대한 탐색적 연구

본 연구는 최근 국제사회복지라는 관심분야의 일환으로 필리핀에서 한국남성과 필리핀 여성 사이에서 태어난 코피노 아동들을 대상으로 교육 및 자립지원 사업을 수행하고 있는 ‘코피노 어린이 재단(Kopino Children’s Association)"에 대한 사례연구로 재단의 설립배경과 지금까지 진행해 왔던 프로그램들을 기록한 문서들에 대한 내용 분석, 담당자 인터뷰, 현장 참여관찰을 실시하여 얻어진 정보를 분석하여 재구성하고 개념화하였다. 코피노어린이재단은 코피노 아동의 역량강화와 자립을 목적으로 설립된 사회복지기관이다. 그러나 재단의 재정의 열악함으로 인해 조직으로서의 체계를 갖추지 못하고 있었다. 이 재단은 코피노 아동과 가족들의 잠재력과 자원을 개발시키기 위해 교육사업과 역량강화 그리고 한국과 유럽의 NGO기관들과의 국제협력 활동들을 추진하고 있었다. 연구결과를 통하여 본 연구는 제한적인 해외 사회복지실천사례이지만, 해외의 NGO 활동에 대한 이해의 폭을 넓히고, 이들과의 국제협력을 통해 국제사회복지실천의 발판을 마련할 수 있는 정보를 제공하였다. In response to increasing attention to international social work, this study aimed to carry out a case study of Kopino Children"s Association and to provide implications for international social work practice. This qualitative research used various data collection methods, such as documents about program activities, interviews and participant observation. Researchers analyzed data and developed major themes. The results showed that Kopino Children"s Association had a goal to promote empowerment and self-reliance of Kopino children. Based on empowerment perspective, the foundation provides temporary shelter services, case management and education programs to rehabilitate the wounded children and develop their full potential. Kopino Children"s Association promotes to build active international networks with INGOs in Korea and Europe. Although this study examined a single organization, the results of the study contributed to expand understanding of international social work practice and provide empirical evidence to explore and develope international cooperation with NGOs in foreign countries.
