        목민심서에 나타난 공직윤리와 현대 공직부패문제에 관한 연구

        This paper is to abstract some ethical issues which are mentioned in the "Mokminsimseo" written by Dasan Cheong Yak Yong in 18th century. And relate the issues to todays' corruption patterns of Korean government officers. The purpose is to analyze the changing trends of corrupted behaviors of public officers from the 18th century. In this paper, I try to find out corruption problem from several newspapers and categorize the issues by the contents of "Mokminsimseo". The charecteristics of Korean corruption phenomena are totalistic, social elite centric, culture baesd. In these sense, the corruption phenomena of Korea should be approached by total society concern, social elites, and cultural change.

        국가예산과정에서의 도덕적 해이(Moral Hazard)에 관한 연구

        Moral hazard is the main theme of principal-agent model in economics of organization. It refers to the lack of effort on the part of the agent. On other word, the egent is shirking. In the situation where the principal cannot observe the agent's action or preference in full detail there will be asymmetric information between principal and agent. The asymmetric information will induce the agent problen: moral hazard and adverse selection. Moral hazard arises from the unobservability of actual behavior in the ex-post contracting situation. To approach moral hazard rather than corruption is to prevent it in advance. Moral hazard could be occured in public sector more often, especially in the process of budgeting because of the political process and the interests of politicians. Moral hazard in budgeting process can be reduced through the open information system and participation of civil society in the process. Moral hazard could corrupt our society with the bribery and illegal abuse of power for self-interests.

        저개발국의 국가경쟁력과 부패에 관한 연구

        본 논문은 개발도상국의 저개발의 원인을 정치, 경제, 사회문화적인 측면에서 국가의 경쟁력과 부패의 관계를 분석하고자 하였다. 부패지수가 높은 나라들이 국민소득이 낮은 것은 그 국가의 경쟁력이 갖추어지지 못하였기 때문이며, 국가의 경쟁력은 부패한 정치, 경제제도, 문화적 관습 등이 중요한 원인으로 작용하고 있음을 밝히고자 하는 시도이다. 국가의 경쟁력을 결정짓는 여러 가지 요소 중에 부패와 관련된 민주화와 성장, 정치제도, 높은 부패 상황에서도 높은 성장을 이루고 있는 나라들의 경우에 대한 분석 등을 하였다. 개도국의 부패문제의 중요성을 이해하는 것이 개도국을 저개발에서 탈출 할 수 있게 하는 지름길임을 입증하고자 한다. The purpose of this paper is to review polotical, economic, and socio-cultural factors of corruption in underdeveloped countries. Especially I focus on the reason why corrupted countries perform low income level and low level of economic growth rate is the low level of national competitiveness. Although the components of national competitiveness are various, this paper only focus on the corruption related factors. This paper analyze the relationship between the corruption level and the national competitiveness, the domocratization level, the globalization level, the political system, and the economic growth rate.

        고위직 회전문 인사(관피아)와 부패의 관계에 관한 연구

        이 논문은 우리 사회에 만연되어 있는 관피아적 고위공직자 퇴임후 재취업문제와 회전문 인사에 대한 현실문제를 분석하고 이의 원인을 제도적인 공직자 윤리법과 공직자의 기본적인 윤리의식으로 보고, 공직자 윤리법의 보완방향과 공직자 윤리위원회의 운영에 대한 보완 방향, 퇴직공직자의 윤리의식 제고방안을 논의한 정책논문이다. 이를 위해서 국내외 사례를 중심으로 현황을 분석하고 특별히 공직자 윤리법의 내용의 실효성에 대한 검토를 한 것이다. This paper is to analyze the prevalent 'revolving door' problem in our society and the capture problems of high ranking public officers by the corporates which are doing projects connected to government. The sources of the problems which focused in this paper are based on the 'Public Officers' Ethics Law' and the ethical attitudes of public officers. Therefore, I tried some suggestions to complement the weakness of the Law and educational contents of public officers.

        옴부즈만 제도의 발전방안 연구

        This paper is a study about role of Ombudsman in local governments for developing a transparent society. The necessities of Ombudsman in local government in modern society are as follows: to implement effective anti-corruption policy in Korea; to prevent moral hazard of social elite group; to actualize human rights which could be damaged by globalization; to complement government failure through big government; to provoke social confidence and conform social capital; to prevent illegal and irrational activities which could be induced by unwholesome networking. This paper recommends specialized Ombudsman to fulfill the necessities in local government. To install an union of Ombudsman is recommended for developing character and ability of Ombudsman.

        공기업 윤리경영 방안에 관한 연구

        The purpose of this paper is to suggest critical schemes of ethical management of the public enterprise. Ethical management of the public enterprise should be approached with a complete view of a firm, including a social environmental situation because it is based on the management philosophy of decision making made in a complex situation. Ethical management should be made by the consideration of cultures, both of each nation and each corporation. The most important aspect of ethical management is the moral leadership of CEO and his/her ethical philosophy, because it is formed through the top-down flow of the management. Ethical management of the public enterprise is very important because its impacts on social economy and individual lives are enormous. In this paper, I suggest several schemes of ethical management of the public enterprise: 1) To set up substantial principles of ethical management 2) Right ethical decision making 3) Strong will and moral leadership of the top manager 4) To settle down the ethical culture of a corporation 5) To remove any moral issues and encourage all anti-corruption activity.

        대리인 이론의 적용을 통한 반부패정책연구

        The principal-agent model support to understand the contractual relationship in public society. The contractual relationship can be violated easily for the information asymmetry between principal and agent. The problems of contractual relationship are moral hazard and reverse selection. Moral hazards of public officials result in corruption and bribery. This paper is to apply the agency theory to analyze sources of corruption and the anti-corruption policies. The moral hazard of public officials can be controlled by citizen participation and governance system. Decentralization and delegation of power can reduce the possibility of moral hazard. The cost of monitoring to reduce moral hazard and reverse selection is likely to be substantially lower through these policies and provoke to make transparent and credible society.

        국제 반부패 교육기관 설립의 사회경제적 타당성 연구

        글로벌 거버넌스에서 반부패 이슈가 부각된 바에 비해 독립적인 전담 국제기구는 전무한 상태이다. 사후적 조치로서 반부패 감시와 평가도 중요하지만 부패행위 예방을 위한 사전적 반부패 교육을 확대하는 조치도 유효한 파급영향이 기대된다. 한국은 국제 반부패 교육을 적극적으로 수행함으로써 반부패 경제발전 이니셔티브와 청렴한류의 국가 브랜드를 창출해 나아갈 수 있다. 기존의 국제반부패아카데미(IACA)의 아시아-태평양 지부(분교)를 한국에 유치하여 운영함으로써 국제 반부패 교육을 주도적으로 수행할 수 있을 것이다. 본 논문의 목적은 국제 반부패 교육기관의 설립 타당성과 사회경제적 기대효과를 분석함으로써 한국이 IACA의 지부(분교)를 효율적으로 설립할 수 있는 방안을 제안하는 것이다. There is no independent international organization dedicated to the anti-corruption issues in global governance. Anti-corruption monitoring and evaluation is also important as a follow-up measure, but measures to expand the anti-corruption education to prevent corruption conducts are also expected to have a valid ripple effect. By actively carrying out international anti-corruption education, Korea can create a national brand of anti-corruption economic development initiatives and Korean mouvement of integrity. The Asia-Pacific branch of the International Anti-Corruption Academy (IACA) will be attracted and operated in Korea to lead international anti-corruption education. The purpose of this paper is to propose a policy choice for Korea to efficiently establish a branch of the IACA by analyzing the feasibility of establishing an international anti-corruption educational institution and its socioeconomic expectations.

        지방자치의 부패구조와 제도·문화적 정책 대응 연구

        This paper we also focus on how to combat prevalent corruption and institutionalize local government anti-corruption policy and analyze methods of regional and systematic anti-corruption policy agenda. we attempt to cast light on corruption from many different viewpoints. This article world it mainly deals with anti-corruption infrastructures and preventive systems on local government. We attempt to deal with several issues : 1. to examine the existing local corruption and anti-corruption policy : 2. to analyse the types of local corruption in Korea; 3. to study the causes and preventive method of corruption in Korean local government. Our exploratory study on local corruption phenomena in Korea is particularly concerned with the assumption that corruption will threaten the very pillars of the national competitiveness because it can be obstacle to transparent administration and local development. Thus, This research analyzes the anti-corruption systems in Korea generally and provides a theoretical foundation for eliminating corruption in Korean local government for recovering the public trust.
