국내외 철도중심 환승체계 비교분석에 관한 연구

철도는 자동차와는 달리 타 교통수단과의 연계체계가 이루어져야 하는 교통시스템이다. 특히, 타 교통수단간 연계체계는 이용자의 교통수단 선택으로도 작용하는데 목적지까지 갈 수 있는 대중교통수단이 많아도 연계시킬 수 있는 내외부의 환승체계가 이루어지지 않으면 이용자를 만족시킬 수 없게 된다. 따라서, 본 연구에서는 철도와 타 교통수단간 환승체계를 평가할 수 있는 국내외 철도역 중심의 환승패스 모형을 소개하고자 한다. 이는 산정된 모형을 통하여 환승패스별 만족도를 산출하여 국내외 환승체계를 분석?평가한 것으로 고객편의를 위한 연계수단별 접근형태를 고려할 수 있는 방안으로 적용이 가능하다. Railroad is the transportation system which has to connect with other transport methods. Especially, connection system with other transport methods has influence to the selection of users' transport methods, and even though there are many transport methods to one's destination, users can't satisfied with their systems without well-developed transfer system. This study will introduce railroad station oriented transfer path model which evaluates transfer system among railroad and other transport methods in Korea and other countries. This model is the analysis and estimation of transfer systems by satisfaction index of each transfer path, and this will be applied to the access ways considering connection methods for users' convenience.

KORAIL airport railroad is the largest private invested project and also the first private tried rail SOC, but which was acquisited into KORAIL on 30. Nov. 2009. Presently, airport train opened on 23. MAR. 2007 as the first phase(Inchon international airport - Kimpo airport, operation distance 37.6㎞), the 2nd phase(Kimpo airport - Seoul station, operation distacne 20.4㎞) is expected at the late this year. 대중교통수단간 연계 및 환승이 불편할 경우 이용자는 줄어들고 도시교통은 날로 복잡해져서 도시문제로 발전하게 된다. 특히, 정부의 저탄소 녹색성장 발전전략과 더불어 철도중심의 연계환승체계 구축은 피할 수 없는 선택이다. 무엇보다, 고속철도중심의 지역발전과 타 교통수단간의 연계환승체계는 불가분의 관계가 되었다. 본 연구에서는 용산역 중심의 연계환승체계 구축을 위한 연구로서 기존의 고속철도 및 일반노선과 계획중인 노선과의 합리적인 연계환승체계 구축을 모색하고자 한다. If the link & transfer system of public transportation is not convenient, users will be decreased and urban transport system also will be congested and which causes to an urban traffic problems. Especially, with the low carbon green growth strategy, It's an inevitable choice to develop a link & transfer system. First of all, high speed train centered local development and link & transfer system are inseparable relation with other transports. In this study, focused on the construction of link & transfer system around Yong-san and searched after how to build an resonable link & transfer system between high speed train and conventional train.

해외 철도 공익서비스(PSO) 보상제도 개념에 관한 고찰

정부는 국민의 복지나 기본적인 이동권의 보장 등 복지차원과 특수업무 등을 위하여 공익서비스를 민간 또는 공공기관에 시행하도록 하고, 이후 서비스에 소요되는 비용에 대하여 시행자에게 보상하는 제도인 PSO(Public Service Obligation)를 시행하고 있다. 철도교통에서는 철도산업발전기본법에 근거로 국가나 공익서비스 제공으로 발생하는 비용에 대한 보상계약을 서비스 제공자와 체결하도록 하고 있다. 공익서비스 보상제도는 국내뿐만 아니라 해외에서도 시행하고 있는 제도이며, 해운과 전기 등의 분야에서도 시행하고 있다. 이는 국민의 기본적인 교통권이나 행복권을 추구할 수 있도록 국가가 적절히 제공하는 서비스로서 서비스를 시행하는 기관에 국가 및 지방정부가 그 비용을 부담하도록 하고 있다. 본 연구에서는 국내외 철도공익서비스 보상제도의 개념을 비교하고, 현 철도 공익서비스 제도를 살펴보고자 한다. 또한, 해외 경쟁입찰제 제도의 공익서비스 문제점 발취를 통하여 국내에서 추진하고 있는 적자선 경쟁도입 방향에 도움이 되고자 한다. In service since the cost of a system to compensate for the concessionaire has implemented PSO(Public Service Obligation). In railway "Rail Industry Development Act" based on a national or public service compensation for the costs of providing the contract is to be signed with the service provider. PSO is implemented in the domestic as well as international institutions, and in the areas of maritime and electricity has implemented. Basic transportation and the pursuit of happiness of the people to be able to provide adequate service to the country, as the operators of the Service to State and local governments have to bear the costs. In this study, the concept of domestic railways and public service compensation system is to compare the status. In addition, the problems of PSO to train overseas PSC limits and limitations of the system obtained through a competitive bidding system, the deficit in the country promoting the introduction of competition to the direction of the line aims to help.

UIC 방법론을 통한 철도 인프라 생애비용 표준화 연구

정부는 연계교통망 및 환승시설 등의 철도이용시스템을 구축하고 철도 물류 인프라 확대와 경영자립을 위한 철도시설 효율성 등 5대전략 및 11대 과제를 제시하였다. 이에 철도산업 선진화를 위해 철도투자 및 정부지원 확대를 구축하고자 철도투자에 대한 경제성 제고 및 시설유지보수에 대한 합리적 방안을 요청하고 있다. 일반철도 및 고속철도의 운영과 시설유지보수를 담당하는 한국철도공사는 합리적 운영을 위한 자구노력의 필요성과 객관적인 유지보수 규모 산정에 집중하고 있다. 또한, 철도산업의 선진화뿐만 아니라 고객중심의 안전·신속·정확한 서비스 구현을 위해서는 철도 시설유지보수의 효율적 운영과 최적의 관리시스템으로 철도경영정상화 및 세계적인 철도운영기관으로서의 도약을 추진하고 있다. 이에 본고에서는 UIC 방법론을 통한 철도 인프라 생애비용 표준화를 살펴보고 국내 적용가능한지를 검토해 보고자 한다. The government has established railway systems such as intermodal network and transfer facilities. The 5 grand strategy and The 11 Challenges to expand railway logistics infrastructure and increase efficiency of railway facilities were presented. Economic feasibility study for rail investment and resonable plan for facilities maintenance are required to expand railway investment and government support for the advancement for the railroad industry. KORAIL is responsible for operating High Speed Rail and General Railway and maintaining railway facilities. KORAIL efforts to calculate accurate scale for maintenance cost. In this paper, we investigate the standardization of rail infrastructure life cycle cost by using UIC methodology and consider it's applicability.

일반철도 시설유지보수 현황과 효율화 방안 연구

April 2011 the government "A study on th Efficiency of Conventional Railway Infrastructure Maintenance R&D Report" progresses conventional railway infrastructure maintenance has focused attention on the field. However the general maintenance of railway facilities without the knowledge and safety awareness as compared to foreign railway personnel and productivity has pointed out the contradiction. Economy and efficiency of the railway in order to pursue a public awareness and safety and professionalism is required. In this study the conventional railway infrastructure maintenance in accordance with Facts would like to introduce efficiency measures.

대전역중심 연계교통체계 구상계획에 관한 연구 (The research on the concept plan of linked transport systems in Daejon station center)

Centering on KTX stations, Korea is implementing specialized development of metropolitan business zones nationwide and is in the process of building the transfer link system of transportation in order to actualize intermodalism nationwide. Daejeon station, hub of high-speed railway requires the effective transportation transfer system considering Daejeon station area reorganization plan and opening of second phase high-speed railway. Based on the analysis of the possibility and validity of building a transit center under the Transportation System Efficiency Act, it is necessary to make a mutual benefit in a regional development by installing the resonable transfer system between railway and other transportation services. Through analysis of current situations and technical, economic and environmental feasibility evaluation, design plan of effective transportation transfer system in Daejeon station is proposed.
