In this paper, we examine the residential market reaction to changes in real estate policy in line with the theory of market efficiency in residential real estate market in recent decade. As empirical methodology, we use the Event Study to assess the impact of changes in housing policy. We provide the evidence that there exists an abnormal return after announcement of housing policy and the magnitude of responsiveness varies across the markets segmented, implying the weak form of in market efficiency. We also extend real estate industry into equity market proxied by construction industry where the equity market has shown a form of semi-strong market efficiency. The analysis reveals that the regional variation of response in real estate markets exists against residential market policy. The results suggest that the effective real estate policy consider segmented regional market characteristics.

국민ㆍ영구임대주택 정책효과 분석: 임대료부담 완화와 주거만족도 개선효과를 중심으로

공공임대주택은 주거복지 정책의 바탕을 이루며 무주택 저소득층을 위한 안정적 주거지 원에 크게 이바지하고 있다. 그러나 정부의 공공임대주택 공급확대 노력이 주거복지 향상에 이바지하고 있음에도 불구하고 주거복지 사각지대가 여전히 존재한다. 본 연구는 국민 ㆍ영구임대주택 입주가구의 입주 효과를 지역별ㆍ생애주기별로 측정하였다. 입주 효과는 임대료부담 완화 효과와 주거만족도 개선효과로 구분하였다. 임대료부담 완화 효과는 민간 임대주택 임대료 추정 방식을 통해 측정하였으며, 주거만족도 개선효과는 내생성 문제를 완화할 수 있는 성향점수매칭 방법을 통해 측정하였다. 그 결과 비수도권의 가구형성기 가구가 가장 낮은 임대료부담 완화 효과를 누리고 있는 것으로 나타났으며, 주거만족도는 수도권이 비수도권에 비해 높은 개선효과를 나타냈다. 또한, 지역 구분 없이 가구형성기의 주거만족도 개선효과는 나타나지 않아 공공임대주택 정책이 가구형성기에게 소외되어 있다고 할 수 있다. 또한, 주거만족도 개선효과를 측정할때 성향점수매칭이나 도구변수 활용법 등의 방법을 통하여 내생성을 완화하지 않으면 개선 효과가 과소평가될 수 있다. Although the government attempts to provide a public welfare on public rental housing, there is still many age and income groups that need relevant public support. We measure the effects of public rental housing according to different regions and life cycle. We distinguish the effect of public rental housing into two parts; a monetary effect via rent reduction and psychological effect via improved satisfaction on housing. We measure the rent reduction by estimating the additional cost if the household in public rental housing were living in the private rental house with similar types. Adopting the propensity score matching method(PSM), we measure the relative improving effect of the housing satisfaction from the sample group selected by PSM. As a result, we find that improved welfare in non-metroplitan area is lower than metropolitan area which implies household living in public rental housing in metroplitan area shows a much more satisfaction than those in-non-metroplitan area. We find no improvement effect in housing satisfaction for age group of 20s-30s which implicates that the current public housing policy should consider to improve the lower satisfaction in age group of 20s-30s.
