This paper aims to point out manifold aspects at issue by means of analyzing the realities of juvenile delinquency and to make suggestions for improvement. Along with the population increase and industrialization, diversified types of crimes have been continually increasing. Recently, Korean juvenile crimes have been on the decreasing trend in number, but in quality they show some serious trends of atrocity, collectivization, being committed younger individuals, concentration in urban areas and repetition of crime. Especially the rate of the repeated crimes by juveniles who experienced correctional training in juvenile reformatories has increased remarkably in Korea. The increasing phenomena of juvenile delinquency has become one of the most serious social problems. Therefore, this study attempts to examine the juvenile reformatory system and the existing laws and ordinances pertaining to the juvenile delinquency problems in Korea and to point out some problems and make some suggestions related to them. In addition, the author has made suggestions for improvement on the manifold aspects at issue derived from analysis of the realities and these suggestions to be adopted by policy-maker. The method of study was a survey of the literature ; including The 1980 Cuidlines for Educational Programs in Korean Juvenile Reformatories. Such data and materials as books, papers and publications were utilized in this paper. The scope of study is limited to an analysis of the recent trends of juvenile delinquency, the realities of correctional training in Korean juvenile reformatories and to point out the problems derived from the realities of their functions and institutions and to suggest schemes for improvement. This paper is composed of six chapters, Chapter Ⅰ is an introduction. Chapter Ⅱ includes a general analysis of the realities and misconducts of juvenile delinquents in Korea. Chapter Ⅲ includes analysis of the realities of juvenile court and juvenile reformatory systems, including the process of transfer, investigation and trial, and the juvenile delinquents who come into the jurisdiction of the court. Chapter Ⅳ surveys the existing correctional training in Korean juvenile reformatories, Chapter Ⅴ includes various points at issue derived from analysis of the realities of Chapter Ⅱ, Chapter Ⅲ, Chapter Ⅳ and suggestions for improving the situation to make schemes. Chapter Ⅳis a conclusion.
