캄보디아의 한국 개발-NGO에 대한 탐색적 연구

본 연구의 목적은 국제개발협력 활동주체 중 민간영역의 개발-NGO, 특히 캄보디아에 설립된 한국 개발-NGO 사례를 통해 한국사회복지학계에 국제개발협력에 관한 이해의 폭을 넓히고자 하는 것이다. 한국은 정부차원(KOICA를 통한)에서 뿐만 아니라 민간차원에서도 국제개발협력 활동을 적극적으로 수행하고 있다. 그 중에서도 캄보디아는 한국을 비롯한 세계 각국의 NGO들의 활동이 가장 활발하게 이루어지고 있는 국가이다. 이에 연구자들은 문헌연구와 홈페이지 등의 자료를 수집하였다. 이와 함께 자료수집을 위해 캄보디아를 직접 방문하여 심층면접을 실시하였다. 캄보디아 한국 개발 NGO들의 사업내용을 분석한 결과, 첫째, 아동 및 교육(보육) 사업에 대한 질적 전환이 필요하다고 사료된다. 둘째, 캄보디아 아동양육시설 NGO는 보육보다 교육에 초점을 두고 있었다. 셋째, 캄보디아의 아동양육시설(보육기관)의 운영방식, 특히 입소 및 퇴소 절차는 캄보디아가 식민지 시대와 독재 정권시대를 거치면서 형성된 다양한 정치, 사회, 문화적 역동과정을 거치는 것으로 나타났다. 연구결과를 통해 본 연구는 제한적이지만 캄보디아에 있는 한국 국제개발 NGO에 대한 이해의 폭을 넓히고 이를 통해 국제개발협력을 위한 정보와 제언을 제공하였다. The purpose of this study is to broaden the understanding of the private sectors" work of international development cooperation in Cambodia through a case study of Korean developmental NGO. Korea is actively carriying out the international development cooperation activities in the private sector as well as the government (through KOICA). Cambodia is the country where the international (including Korean) NGOs" works are most actively performing around the world. In this study, we analyzed the Korea Development NGOs, established in Cambodia, through literature review and web-site analysis. Thus the researchers selected and visited a children center located in Siem Reap, Cambodia for data collection through the in-depth interview. The study results are fellowing. First, analysis the content of Korea Development NGOs" major activities in Cambodia, qualitative transition in educational (nursery) activities is considered necessary. Second, an Cambodian child care facilities run by Korean NGO were focused on education than the nursery. Third, the administration methods of the Cambodian child care facilities run by Korean NGO Cambodia (nursery), particularly un the process of admission and discharge, are subjected to a variety of political, social and cultural dynamic process formed over the course of the colonial era and the dictatorship. This study tried to provide useful information and suggestions to broaden the understanding of international development NGO in Cambodia.

지역 사회적경제 생태계 실상과 고찰

본 연구의 목적은 지방분권화에 따른 지방자치제도가 정착되는 시점에서 지역 사회적경제 주체들 현황을 살펴보고, 이들을 대상으로 심층인터뷰와 초점집단인터뷰를 실시하여 지역 사회적경제 생태계 활성화를 모색하는 데 있다. 이에 본 연구는 사회적경제 주체간의 이슈를 중심으로 분석틀을 마련하였다. 보다 구체적으로 사회적경제 조직과 지자체, 사회적 경제 조직과 구민, 동작구 사회적경제 조직과 타 자치구 간의 이해관계를 중심으로 사회적경제 활성화를 위한 생태계 마련 방안을 도출하였으며, 이를 통해 자금조달의 다양화, 네트워크 활성화, 타 자치구와 시 및 중앙정부의 연계 협력, 다양한 접근을 통한 폭넓은 지역주민의 공감형성 등으로 실천적 함의를 제공하고 있다. This paper aimed to study present conditions of social economy agents and to suggest implications for revitalization of social economy ecosystem under the circumstances that local autonomy systems are being settled down owing to local decentralization. For these purposes, in-depth interview and FGI with main agents of Dongjak–gu social economy were employed. Analysis frame was set according to issues among social economy agents. More specifically, focusing stakes among social economy organizations, local government, residents and other autonomous districts, the present study drew ways to set the ecosystem for social economy revitalization. This study suggested practical implications such as diversification of fund raising, network revitalization, connective cooperation with the central government, and development of a bond of sympathy with residents through various approaches.

기독교 사회적기업의 딜레마 - 국제개발영역 사회적기업을 중심으로

본 연구의 목적은 국제개발영역에서 활동하는 기독교 사회적기업을 통해 기독교 사회복지실천의 확장가능성을 살펴보았다. 좀 더 세부적으로는 국제개발협력 기독교 사회적기업이 어떻게 설립되는지 그리고 그들이 가지고 있는 딜레마를 분석하는 것이다. 이론적 논의에는 기독교 사회적기업의 신학적 근거로 디아코니아를, 기독교 사회적기업의 국제개발협력 활동을 이해하기 위해서는 환대의 개념을 적용하였다. 연구방법은 캄보디아에 있는 고엘공동체를 대상으로 홈페이지, 문서, 그리고 심층면접 등을 통해 다양한 정보원을 가지고 분석하였다. 분석결과, 고엘공동체는 레위기 25: 47, 레위기 25: 23, 롯기 4: 4을 통해 낯선 사람과 나그네를 받아들이라는 의무와 가족 중에 누군가 가난해지면, 형제들이 의무를 지는 것을 말씀삼아 캄보디아의 가난한 이들에 대한 의무를 가져 설립하였다고 한다. 사업시작은 하나님의 `역사하심`이 없이 불가능하였다. 사회적기업 설립동기는 선교로 왔지만 캄보디아의 경제적 문제가 심각함을 직면하여 그 문제를 어떻게 해결할지에 대해 고민에서 시작되었다고 한다. 즉, 국제개발협력에 있어 사회적기업은 일반 사회적기업과 마찬가지로 지역경제 활성화에 이바지 하는 것으로 판단된다. 하지만 사회적기업을 운영하는 과정에서 규모의 딜레마 그리고 경제활동과 신앙공동체 형성(선교) 간의 딜레마를 경험한 것으로 나타났다. 이러한 사실은 그동안 부족했던 기독교 사회적기업 연구에 미약하게나마 기여를 하였으며 이와 함께 한국 기독교사회복지 실천이 나아갈 방향을 제시하고자 하였다. The purpose of this study is to introduce and analyze the Christian social enterprises that contribute to local communities improve the quality of life through international cooperation development. This study was conducted through case studies website, documentation, and in-depth interviews aimed at go`el communities in Cambodia. Go`el community has established an import duty for the poor in Cambodia. Business start-up was impossible without God`s History. Social enterprises are founded motives to face the economic challenges of the seriousness of Cambodia came to the mission that started in thinking about how to solve the problem. In other word, Social enterprises is expected to contribute to the local economy in international development cooperation. But experience showed that the various dilemmas in the process of running a social enterprise. The aim of this study was to make a contribution with this was a weak Research provides direction to move the Korea Christian social welfare.

국제개발협력분야 사회적경제 적용사례 연구

최근 국제개발협력 패러다임은 MDGs를 넘어 지속가능발전으로 전환되었다. 국제개발협력영역은 개발NGO가 가지는 한계를 극복하기 위한 방법으로 사회적기업을 포함한 사회적경제 조직에 주목한다. 이에 본 연구는 국제개발협력분야의 새로운 활동주체로 등장한 사회적경제 조직을 통해 국제개발협력에 있어 지역사회밀착형 모델 적용가능성을 모색한다. 이를 위해 필리핀에서 활동하고 있는 캠프(CAMP) 사례를 통해 사회적경제가 가지는 연대, 협력, 배려와 같은 가치지향성 그리고 지역을 기반으로 한 활동이 국제개발협력영역에서 어떠한 모델로 자리할 수 있는지 알아보았다. 본 연구는 국제개발협력영역의 사회적경제 담론을 통해 지속가능한 국제개발협력 모델로 지역사회밀착형 모델을 제안한다. Beyond MDGs, the recent international development cooperation paradigm has transformed into sustainable growth. The international development cooperation field focuses on social economic organizations including social enterprises in a way to overcome the limits of development NGOs. Therefore, in this research, we will explore the applicability of community-based model in international development cooperation through social economic organization which appeared as a new activity entity in the field of. This study examines the role of the social economy, such as solidarity, cooperation, and consideration, as a model in the field of international development cooperation, through CAMP activities in the Philippines . In this research, we will provide a community-based model as a sustainable international development cooperation model through social and economic discourse.

사회적경제 조직의 사회서비스 진입에 관한 연구 : A Study on Socio-Economic Organizations’ Entry into Social Services

The purpose of this study is to examine the market environment of Korea s social services in order to revitalize the social economy in the social service sector, and to examine the barriers to entry and policy improvement tasks when socio-economic organizations enter social services. Therefore, this study conducted qualitative research on social service and social economy experts and activists. The results of the study are as follows. First, the analysis of the market environment of social services to be entered by social economic organizations should be distinguished from the traditional social welfare organizations. If you have a public, the subject was for profit or non-profit. Also, It confirmed that the strategic approach to market entry should be made in areas where the social economy is useful. Second, legal barriers for socio-economic organization were found to be necessary for entry barriers of social economic organizations to enter the social service area. Third, although the social economic form is advocated, only the pattern that is operated like a social economy in the operating principle is needed to filter out social economic organizations, and incentives such as tax breaks are needed for socio-economic organizations entering the social service area. Through this, several policy suggestions were made. 본 연구의 목적은 사회적경제 조직의 사회서비스 진입에 있어 한국 사회서비스 시장환경을 살펴보고 사회적경제 조직이 사회서비스 진입시 진입장벽 및 정책적 개선과제를 살펴보는 것이다. 이에 본 연구는 사회서비스 및 사회적경제 전문가와 활동가를 대상으로 한 질적연구를 실시하였다. 연구결과 첫째, 사회적경제 조직이 진입할 사회서비스 시장환경을 분석한 결과는 전통적인 사회복지조직과는 구분이 되어야 하며, 사회서비스에 대한 공공성은 국가만 담보하는 것이 아니라 민간영역도 공공의 가치와 규범을 가지면 공공성이 있으며, 주체가 영리나 비영리든 중요하지 않았다. 또한 시장 진입에 있어서도 전략적으로 접근하여 사회적경제가 유용한 영역부터 진입해야 한다는 것을 확인하였다. 둘째, 사회서비스영역에 진입하려는 사회적경제 조직들의 진입장벽에 대해서는 사회적경제 조직을 위한 법적인 개정이 필요한 것으로 확인되었다. 셋째, 사회적경제 형식을 표방하고 있지만 운영원리 등에서 사회적경제답지 않게 운영되는 무늬만 사회적경제인 조직을 걸러낼 장치가 필요하며, 사회서비스영역에 진입하는 사회적경제 조직에게 세제해택과 같은 인센티브가 필요하다는 것을 확인하였다. 이를 통해 몇 가지 정책적 제언을 실시하였다.

공공복지와 민간복지활동의 관계에 관한 소연구: 공공복지 인식이 개인의 기부 및 자원봉사활동에 미치는 영향을 중심으로

본 연구는 정부의 복지정책에 대한 사회구성원들의 인식이 그들의 민간복지활동에 미치는 영향에 대해 살펴본 것이다. 이는 공공복지가 민간복지활동에 미치는 영향에 대한 기존의 대립되는 관점을 평가해 보려는 의도에서 수행되었다. 분석의 결과는 실제 구성원들의 복지인식이 그들의 민간복지활동에 영향을 미치는 것으로 나타났으며, 특히 한국사회에서 공공복지와 민간복지는 동반성장할 수 있는 가능성을 내재하고 있었다. 그러나 동시에 정부의 복지정책이 사람들로 하여금 비효율적이라 인식될 경우 공공복지가 민간복지활동을 위축시킬 가능성도 함께 제기되었다. 이는 정부정책의 성격에 따라, 혹은 그것이 사회구성원들에게 미치는 인식의 차이에 따라 다른 결과를 가져올 수 있음을 암시한다. 따라서 공공복지가 민간복지에 미치는 영향에 대한 논의에는 사회구성원들의 복지인식에 미치는 공공복지의 성격이 강조될 필요가 있어 보인다. This research investigates how the perception of the members of a society on the government`s welfare policy affects their private welfare activities. At the same time, the authors evaluate the conflicting perspectives on the influences of public welfares on private welfares. It has grounds for an assumption that the government`s welfare policy may affect the perception of the society members, which in turn affects on their private welfare activities. The results indeed showed that the welfare perception of the members influenced on the private welfare activities. Yet, the effects of the welfare perceptions varied according to the contents of perception and they were largely limited to the cases in which the government welfare policy was not negatively perceived. This finding implies that changes of the government welfare policy are able to lead different consequence on private welfare activities by what kind of their perception would be shifted. Therefore, for the argument over the influence of public welfare on the private welfare, it deserves emphasis of a public welfare constitution that would cause society member`s welfare perception.
