한국사회는 지난 10여 년간 외국인 노동자, 결혼 이민자, 외국인 유학생, 다문화가정의 자녀 증가로 풍부한 다문화적 요소를 가지고 있는 사회로 변화를 거듭하고 있으며, 제주도 역시 2011년 현재 도내 체류 외국인이 6,300명을 넘어 지역사회가 구성원, 문화, 정체성에 있어서 이전보다 더 다양하게 변하고 있음이 가시적으로 드러나고 있다. 그러나 제주도의 다문화 상황에 대한 체계적인 자료의 축적과 연구는 시작단계에 있는 실정이고, 다문화교육은 정부의 정책 사업 성격을 띠고 시행 되고 있다. 중앙집권적 다문화교육은 보편적인 내용을 중심으로 교육이 이루어지기 때문에 지역의 특성을 교육에 반영시키기 위한 노력이 필요하게 된다. 이주민들의 정착을 돕고 지역사회의 다문화에 대한 이해를 높이기 위해서는 현재의 이주민 대상의 기초적인 다문화교육에서 탈피, 내용과 방법에 있어서 보다 심화된 다문화교육이 이루어져야 하고, 지역주민의 다문화에 대한 이해를 높이기 위해서는 다문화교육의 지역화가 이루어져야 한다. 이에 본 연구에서는 향후 제주지역 다문화교육의 방향을 제시하기 위해 최근의 제주지역 체류외국인 관련 통계, 그리고 지자체, 민간단체, 교육청, 각급학교, 대학에서 시행되고 있는 다문화교육을 살펴, 문제점을 도출하였으며 이를 해결하기 위한 방안에 대해 논의하였다. Korea has been changing to a society with a wealth of multi-cultural elements due to increase of foreign workers, married immigrants, foreign students and multicultural families for the past 10 years. Such various changes in social members, culture and identity are shown in Jeju Island as well with over 6300 of residential foreigners as of 2011. However, systematic data collection and research on the multi-cultural state of Jeju Island were started not before long and current educationon the multiculturalism takes on political nature of government. Centralized curriculum on the multiculturalism mainly concentrates on general contents, subsequently requiring efforts to reflect local characteristics to the education. To help immigrants settle down while boosting understanding of local community about multiculturalism, the education targeting immigrants should take a step forward from the basic level to intensified level in terms of its content and method. Also, the education should be localized for better understanding of local residents. Given the fact, this study analyzed relevant problems and discussed the solutions so as to suggest a desirable direction for multicultural education in Jeju Island by researching statistical data on the residential foreigner in Jeju Island and the multicultural education conducted by local governments, private organizations, education offices, schools and universities.
