        대안적 발전

        이 글은 우리나라 발전 모델의 특성과 지속 가능성을 평가하고 이를 넘어설 대안적 모델에 대해 탐구한다. 한국 자본주의의 성공은 신자유주의적인 지구화의 성공 모델이지만, 성장의 이면에 자연과 사회를 외부화하고 배제하기 때문에 지속 가능하지도 정의롭지도 않다. 이러한 모델을 넘어서기 위한 대안 담론들을 산업 패러다임과 생태 패러다임으로 나누어서 살펴본다. 산업 패러다임의 발전 모델은 생태-사회 위기를 구조적으로 극복할 수 없기 때문에 대안으로서 한계가 많다. 따라서 생태-사회 위기를 주된 문제 틀로 삼는 생태 패러다임 담론이 중요하다. 생태 패러다임 가운데 우리는 생태적 공동체/어소시에이션과 생태복지국가 담론을 자세히 분석한다. 이러한 분석을 바탕으로 생태적 공동체/어소시에이션에 바탕을 두고 생태복지국가를 재구성하면서 넘어서는 모델을 제안한다. This article aims to analyze the sustainability of the South Korean development model and suggest alternative development model. The Korean development model is a successful one of neo-liberal globlaization. However, it is not sustainable and just, because it excludes nature and society. We review alternative development discourses in terms of industrial paradigm and ecological paradigm. We find out that industrial paradigm cannot overcome the eco-social crisis, because it can tackle the crisis only by technological or partial institutional fix. We focus on ecological paradigm, specifically, ecological communities/associations and ecological welfare state discourses. In conclusion, we suggest an alternative development model which reconstructs and goes beyond ecological welfare state on the basis of ecological communities and associations.

        금강하구역 환경 변화와 주민 갈등 요인

        After an artificial barrage was constructed in 1990s, the Geumgang estuary has been experiencing considerable changes in nature as well as in socioeconomic conditions and culture in villages in the vicinity. In order to understand how the change in estuarine environment brings about conflicts among the local communities and to resolve the conflicts, this research investigated the causes of conflicts in the Geumgang estuary using the in-depth and semi-structured interview method. One hundred local people who have lived in the vicinity of the Geumgang estuary for more than 30 years were selected for the interviews. Results of the research show that local people`s jobs determine the opinions about the estuary barrage and the way of estuarine management. Gaining an understanding of the environmental change and local conflicts can help to develop a sustainable and integrated estuary management system in the region.

        충청남도 논습지의 생태계서비스 가치 평가

        The value of rice-fields is being graded down in Korea because it has been estimated only from the size. The purpose of this study is to suggest a management plan in which the location and the size of valuable rice-fields for conservation are based on the results of appraising the worth of ecosystem services of rice-fields in Chungcheongnam-do region. The study is as follows; ①selecting the indicators for evaluating the ecosystem services of rice-fields considering both general functions and special functions in the regional environment conditions, ②classifying the grades of rice-fields in ecosystem service values, ③suggesting the location and the size of valuable rice-fields for conservation, ④calculating the total economic value of the ecosystem services of rice-fields. The results of this study are that the valuable rice-fields’ locations for conservation are the grade I rice-fields and their total area is 100,000ha. Also, the value of the ecosystem services of rice-fields in Chungcheongnam-do region was equivalent to 32.8 trillion won. This amount is over 18 trillion won more than the amount obtained if the total rice-fields in Chungcheongnam-do region were to be transformed to other land-use types. The value of ecosystem services should be considered in the future when appraising the worth of rice-fields, and methods of estimating the ecosystem services of rice-fields need to be developed with a more objective and suitable index.
