혁신지향문화와 혁신행동이 데이터기반행정 추진 역량에 미치는 영향: 업무자율성의 매개효과를 중심으로

최근 들어 정보통신 기술이 급속하게 융합・발전하면서 4차 산업혁명을 주도하고 있으며, 4차 산업혁명의 중요한 화두로서 데이터에 기반한 업무 효율화가 강조되고 있다. 이에, 본 연구에서는 공공조직의 데이터기반행정 추진 역량을 강화하기 위해 구성원들이 어떠한 요소를 중요하게 인식하고 있는지 규명하고자 하였다. 한국행정연구원에서 수행한 ‘클라우드 전환 시대 데이터기반행정에 관한 인식조사’ 자료를 활용하였으며, 위계적 회귀분석과 매개효과분석을 실시하여 결과의 신뢰도를 확보하였다. 분석 결과, 혁신지향문화에 대한 인식, 혁신행동에 대한 인식, 업무자율성에 대한 인식이 긍정적일수록 데이터기반행정 추진 역량에 대해 긍정적인 인식을 보였으며, 업무자율성에 대한 인식은 혁신지향문화 및 혁신행동에 대한 인식과 데이터기반행정 추진 역량에 대한 인식 간의 관계를 유의하게 매개하였다. Recently, information and communication technologies are rapidly converging and developing, leading to the Fourth Industrial Revolution, and data-based work efficiency is being emphasized as an important topic in the the Fourth Industrial Revolution. Accordingly, this study aimed to identify the elements that members perceive as important to enhance the Progress Capacity of public organizations for Data-Based Administration. Data from the ‘Perception Survey on Data-Based Administration in the Cloud Transition Era’ conducted by the Korea Institute of Public Administration were used, and hierarchical regression analysis and mediation effect analysis were conducted to secure the reliability of the results. As a result of the analysis, the more positive the perception of Innovation-Oriented Culture, the perception of Innovative Work Behavior, and the perception of Work Autonomy, the more positive the perception was about the Progress Capacity of Data-Based Administration. In addition, the perception of Work Autonomy significantly mediated the relationship between the perception of Innovation-Oriented Culture and Innovative Work Behavior and the perception of Progress Capacity for Data-Based Administration.
Immunohistochemical Diagnosis of Renal Pelvis Transitional Cell Carcinoma in a Dog

A 9-year-old, male, Doberman pinscher dog with 5-month history of intermittent hematuria, vomiting and glucosuria was referred to local animal hospital. Abdominal ultrasonography showed an irregular and hyperechoic mass in the renal medulla of the enlarged left kidney. Grossly atrophied renal cortex and medulla and marked hydronephrosis were observed on the cut surface of kidney. A single, numerous papillary projected, pedunculated mass 4~5.5 cm in diameter was occupied in renal pelvis, and extended from pelvis to the inlet of ureter. Histopathologically, the mass had numerous papillary structures with arboriform pattern. These papillae were consisted of fibro-vascular stalks that were lined by multiple layers of neoplastic urothelium (transitional epithelium) with marked cellular atypia. Immnohistochemical (IHC) staining demonstrated that the neoplastic cells showed strong positive reactions for cytokeratin (CK) 7, CK 19, CK clone MNF116 and CK high molecular weight, but negative signals for CK 8 low molecular weight. Based on the gross findings, histopathology and CKs profile using IHC staining, this mass was diagnosed as renal pelvis transitional cell carcinoma in a dog.
제주도 내 돼지 살모넬라증의 발생 양상 분석 및 병리학적 연구

Salmonella (S.) Typhimurium is highly contagious, and its infection may rapidly spread within pig populations of herd. According to the survey (1,191 pigs) from 2003 to 2012, 155 pigs (13.0%) were diagnosed as salmonellosis in Jeju. Major porcine salmonellosis cases (88.4%) were concentrated in 4- to 12-week-old weaned pigs, but 6 pigs (3.9%) under 4 weeks old were also diagnosed. Based on the histopathologic examinations, ulcerative enteritis (63.9%) in the large intestine and/or paratyphoid nodules formation (57.4%) in the liver were most prevalent lesions in porcine salmonellosis. Single infection of S. Typhimurium and mixed infection with more than 2 pathogens were detected in 38 (24.5%) and 117 (75.5%) in pigs, respectively. Co-infections of Porcine reproductive and respiratory syndrome virus and Porcine circovirus type 2 were very common in porcine salmonellosis in Jeju and detected in 84 (54.2%) and 59 (38.1%) pigs, respectively. Based on the serotyping tests using 41 bacterial isolates, S. Typhimurium and S. Rissen were confirmed in 39 (95.1%) and 2 (4.9%) cases, respectively.
Systemic Candidiasis of a Wild Slaty-Backed Gull (Larus schistisagus) in Jeju, Korea

A young slaty-backed gull was found dead nearby Seongsan harbor, Seogwipo-si, Jeju. Grossly, focal ulceration and a protuberant nodule were observed in intermediated zone between proventriculus and gizzard. Numerous discrete or confluent white-yellowish nodules were scattered on the surface of liver. Caudal portion of left kidney was replaced by a white-yellowish nodule. Three raised masses were observed in the spleen. Histologically, there were severe ulceration with hemorrhage in the gizzard and multifocal granulomatous inflammations in liver, kidney, spleen, and lungs. Pink to dark-red, round to oval fungal spores and pseudohyphae in granulomatous lesions were confirmed by periodic acid-Schiff stain. Candida albicans were isolated from the lesions of liver, kidney, spleen and gizzard using fungal culture and confirmed by VITEK 2 system. Based on the gross, histopathological findings, and fungal examination, this case was diagnosed as systemic candidiasis of a wild slaty-backed gull. In our best knowledge, this is the first report for systemic candidiasis characterized by multifocal granulomatous lesions in internal organs of a wild gull in Korea.

The prevalence of RhD-negative individuals in the Korean population is approximately 0.15-0.30% and the supply of RhD-negative blood often faces potential shortage. Furthermore, 15-17% of serologically RhD-negative Korean individuals were revealed to be DEL variants and should be treated as RhD-positive when being considered as blood donors. This change is expected to result in a further shortage of RhD-negative blood supply, whereas surplus DEL variant blood stock is created. Therefore, it is now required to amend blood donation and supply policies, and transfusion strategies. In this review, a new transfusion strategy for patients with RhD-negative or variant blood in Korea is discussed, with particular interest in women of child-bearing age, patients with anti-D, and Asia type DEL (c.1227G>A) variants. 한국인은 D 음성자가 0.15%로 극히 드문데, 이중 약 15-17%가RHD 유전자 검사에 의해 DEL형으로 재 분류될 것이다. 향후 이들 DEL형 혈액제제는 D음성 환자에게 공급되지 않을 전망이므로 D음성 재고는 감소하고, DEL형 재고는 상대적으로 증가할 전망이다. 따라서, 이러한 한국에서의 상황을 고려한 새로운 수혈전략이 필요하게 되었다. 이에 본 종설에서는 가임기 여성 여부, 항-D 항체 보유 여부, 그리고 Asia type DEL형 유무를 고려한 보다 세분화된 수혈전략에 대해 논의하였다.
