북한의 경제개방과 남북경제협력 활성화 방안에 관한 연구 : 개성공단을 중심으로

북한은 1990년대 초반 현실사회주의권의 몰락 이후 에너지 및 주요 원자재 가격의 상승과 지급결제제도의 변화 등으로 인해 침체된 경제와 극심한 식량난을 타개하기 위해 대대적인 경제정책의 변화를 시도하게 된다.이러한 경제정책의 변화는 1991년 12월 나진·선봉지역의 자유경제무역지대 지정, 2002년 7월 ‘7.1 경제관리 개선조치’ 단행, 2002년 9월 신의주를 특별행정구로 지정, 2002년 11월 개성과 금강산 지역을 특구로 지정하는 등 경제난을 극복하기 위한 불가피한 선택으로써 대외개방을 통한 서방 선진국의 자본과 기술 도입이라는 경제특구 정책으로 집약된다.또한 북한은 2000년 남북정상회담 이후 남북경제협력에 적극적인 태도를 보이고 있다. 실제로 2006년의 남북교역 규모는 1989년 대비 71배 증가하였으며, 북한의 전체 무역액에서 남한이 차지하는 비중은 1989년 0.4%에서 2005년 26.1%로 크게 늘어나 북한 경제의 남한 의존도가 커지고 있는 것을 잘 보여준다.최근에는 이러한 남북경제협력 활성화의 주요 경로로서 개성공단 개발사업에 대한 기대가 날로 커지고 있다. 개성공단 사업이 성공하게 되면 개성지역은 북한의 최대 공업단지가 될 뿐만 아니라, 남북경협과 북한개방의 상징으로 부상하게 될 것이다. 이를 위해서는 개성공단의 원산지 문제, 고용제도와 노동시장, 임금제도와 직불제 등의 문제점을 극복해야 한다. Actually, weight that South-North trade scale of 2006 increased 1989 provision 71 times, and South Korea holds in North Korea''s whole volume of trade shows well that South Korea dependence of North Korea economy great increasing greatly from 0.4% 1989 to 26.1% 2005.Fleet about Gaeseong industrial complex development work has been increasing day by day as main important position of these South-North economic cooperation activation recently. If Gaeseong industrial complex business is succeeded, as well as Gaeseong area becomes North Korea''s maximum industrial district, will be injured by symbol of South-North economic activities and North Korea open. Must overcome place of origin problem, hired labor system and labor market, wage system of Gaeseong industrial complex and problem of debit pay system etc.. for this.
