        국가청렴위원회 기능과 역할강화를 위한 방향성

        This paper critically examines the achievements KICAC has made since its establishment in 2002 and puts forward its future management directions enabling the Commission to play a major role in safeguarding the transparent and corruption-free public organisations in Korea. Based on the assumption that corruption undermines national competitiveness and impedes the effective operation of the national government as well, it attempts to analyze the current governance system relating to preventing corruption-related things taking place in public sector organisations in Korea, identifies the main problems connected to anti-corruption measures in operation and suggests some ideas to be able to strengthen the capacity and capability of the Commission, especially in terms of enhancing the governability of the Commission. The paper concludes that the Commission should introduce the personnel recruit system by which professionals can be more easily employed in the Commission and be more open to the public

        지방의회 인적자원 관리에 관한 연구 - 제주특별자치도의회를 중심으로 -

        현재 우리나라는 ‘강-지방자치단체장’, ‘약-지방의회’의 성격이 강하다고 볼 수 있다. 이에 반복적으로 제기 되는 것이 의회 전문성 강화이다. 특히, 제주는 특별자치도 출범으로 지방자치의 한 축인 의회의 중요성이 더 커지고 있다. 본 연구는 제주특별자치도의회 인적자원 관리에 관한 연구로 제주특별자치도의회 사무처에 대한 운영 개선방안을 제시하였다. 첫째, 의회사 무처 의회직렬 신설이 필요하다. 의회직렬의 구체적인 신설방안을 논의하는 데 있어 강조할 점은 계급제가 아닌 직위 분류제를 근간으로 삼는 것을 기본방향으로 정하여 분류대상과 기준을 정하는 것이 바람직하다. 둘째, 의회간 인사교류 방안이다. 의회간 인사교류안은 의회직렬신설을 보완하는 방안으로 인사행정의 범위를 권역별로 실시하는 방안이 필요하다. 셋째, 전문위원실 강화이다. 상임위원회 소속 위원들의 입법기능과 집행부에 대한 견제・감시기능을 현재보다 강화하기 위해서는 현행 법령상 4급으로 묶여있는 전문위원의 직급을 상향 조정할 필요가 있다. 또한 의정활동의 전문성을 제고하기 위해서는 입법조사관 혹은 의사지원팀 등의 지원조직을 별도로 신설하여 전문위원실을 현재보다 강화할 필요가 있다. 넷째, 입법정책 활동지원 강화이다. 현재 입법정책담당관실의 조직 재편을 적극 검토할 필요가 있다. 또한 입법정책담당관실의 기능을 입법 및 정책지원 업무로 구분하여 상임위원회에서 요구하는 정책분석 및 조사분석 업무까지도 필요하다 또한 의회 사무처의 인사권 확보 및 정책보좌기능의 확대와 더불어의원 개인의 전문성을 확보할 수 있는 의정지원시스템을 구축하는 것도 매우 중요하다고 볼수 있다. Present Korean system is based on ‘main-chief of local government’, ‘minor-local council’. Thus, the reinforcement of professionalism of council was raised repeatedly. Especially, since the constitution of Jeju Special Self-Governing Province, the importance of council, a part of local government is growing. This study suggested operation improvement plan of secretariat of Jeju Special Self-governing Provincial Council as a research on HR management of Jeju Special Selfgoverning Provincial Council. First, there is a need to newly establishes series of classes of council in secretariat. The focus of the discussion is to set the basic direction to setting position classification system, not a rank system to establish subject and standard of classification. Second, there is a need to prepare a HR exchange plan among councils. HR exchange among councils is a measure to supplement establishment of series of classes of council, which should be conducted in regional wise regarding personnel administration. Third, there is a need to reinforce specialists. To reinforce legislative function of standing committee members and monitoring toward executive body, there is a need to upgrade the position of specialists who are currently bound at grade 4 government employee according to current law. Also, to improve professionalism of legislative activity, there is a need to separately establish a support system such as legislation researcher or communication support team to reinforce specialist group. Fourth, there is a need to reinforce support for legislative activity. There is a need to aggressively review on the reorganization of legislative policy manager office. Also, by categorizing its function as legislation and policy support task, it could conduct policy analysis and research analysis task required by the standing committee. Also, it is very important to build a parliamentary politics support system which would allow professionalism of individual congressman along with expansion of achievement of authority over HR and policy advisory function of secretariat.

        지방정부의 행정혁신 우선순위 선정

        This paper examines the importance of administrative innovation at local level in particular and analyzes empirically policy tasks to be innovated, using AHP methodology. Administrative innovation at central and local level as well has been pursued inconsistently in every country and also should be done persistently. Within this context this paper attempts to quantify the relative importance of the policy tasks to be achieved in relation to administrative innovation in 'c' first-tier local government in Korea. One key conclusion can be drawn from the look at issues that are fundamental in innovating' C' local government. While it can be demonstrated that there are a great deal of policy tasks to be innovated in local government in general, it is important to note that change of perceptions of local government employees towards their role and customer should be made before any other policy measure, i.e. capacity building for local government employees and institutional change at local level.

        자치단체의 효율적 운영에 대한 소고 - 자치단체장의 리더십 역할을 중심으로

          동서고금을 막론하고 리더십의 중요성에 대한 논의는 늘 진행되고 있으며 현재도 진행형이라고 할 수 있다. 그러나 리더십의 중요성에도 불구하고 실제 리더십을 발휘하는 주체는 그에 따른 역할을 소홀히 하는 경향을 보인다. 특히 민선 4기의 지방자치단체의 경우 이제 기존의 관례에서 벗어나 새로운 리더십에 대한 논의와 함께 역할 재정립에 대해 생각해 볼 필요가 있을 것이다. 따라서 본 연구에서는 지방자치단체장의 역할 재정립과 함께 CEO적인 마인드를 가진 지방자치단체장으로 거듭날 수 있는 방안에 대해 기존의 연구들을 토대로 제시하고자 한다.

        리더십 유형, 정서적 반응, 혁신행동간의 구조적 관계

        This study endeavors to find out the best model in the constructional relationship between several factors. The constructional relationship composed of the three types of leadership pattern (i.e., change-oriented leadership, relations-oriented leadership and sacrificial leadership) and the self-efficacy, job motivation, innovational behavior as the emotional responses of subordinate. Based on the four competitive models, several Chi-square difference tests on each model are implemented. As a result, this study shows the following optimal model; two types of leadership(change-oriented leadership, sacrificial leadership) affect positively the self-efficacy of subordinates. The sacrificial leadership gives the indirect impact on the Innovational Behavior through the self-identification and job-motivation. The fitness of the model is found to be χ2=609.915, df=338, p<.001, GFI=0.870, NFI=.897, CFI=0.951, RMR=0.039. The main points of this study are; first, the two factors which the new leadership paradigm requires are selected for the study. Of the two factors, the former is the innovational behavior through which the important flexibility in the leadership measurement is measured. The latter is the self-efficacy and the job motivation which are the emotional responses of subordinates. Finally, this paper provides the useful information for the application toward the real world by categorizing the leader behaviors as the three types through the previous literature survey.

        사회적자본이 지역문화관광 성과에 미치는 영향연구: 저지문화예술인마을을 중심으로

        The project for Building JeoJi Culture & Artist Village where artists all over the country come to stay began in 1999. In the analysis of causal relationship for social capital and regional cultural tourism, the former as a cause variable and the latter as a parameter was set up. First, the result of analysis showed that social capital influenced both financial and non-financial incentives but unlike other variables, trust and norm gave negative effect. Second, in interviews, there were some comments on causes of low effectiveness in economic, social and cultural development like lack of common interest, differences in life style. Therefore, local government should develop the policy that covers the pointed issues to support creation of riffle-effects. Lastly, In order to increase effectiveness of regional cultural tourism, It is necessary to promote highly influential factors such as participation, networking and input trust factors. Based on the result, this study debated on policies and ways to raise social capital.
