From an Official to a First Language: The Growth of English in Singapore and its Relevance to Korea

The purpose of this paper was to investigate how English evolved in Singapore from an official language to a first language today and how the English language policy in Korea can benefit from the perspective of the success story of Singapore in an Asian context. This study traces the spread of English in Singapore since its founding in 1819. Though Singapore was a British colony for 140 years, English was not imposed upon the people by the colonial government. It was through the voluntary choice of the people that English evolved into the present status. The gradual increase of the number of English-medium schools was responsible for the spread of English. When English was declared to be the medium of instruction in all schools in 1987, English-medium education was already universal. Today 70% of Singaporeans are proficient in English and in 23% of the homes English is the dominant language of the household. Singapore's case suggests that gradual changes must precede a drastic change in the language policy such as adopting English as an official language in Korea.

Up to now teaching English in Korea has concentrated mainly on reading comprehension by the Crammer-Translation Method. But the present world is more and more becoming internationalized in all walks of human activities. Isolation means backwardness. Korea is more and more actively participating in the international activities such as international meetings, world trades, employment abroad, internationalized production of industry, etc. She wants more presonnel who can handle this communicative business for the survival of the country According to these needs, communicative competence is coming into the picture these days rather than the grammatical competence. This thesis tries to find out the cause of the main obstacles to listening comprehension of English and the ways of improving listening comprehension. The main obstacles mentioned are neutralization, omission, speed, etc. This thesis is only the initial stage for a more through future research.

In the last twenty years, language acquisition theories were polarized with behaviorism and cognitivism at each end of the pole. Language teachers were so confused that they lost their sense of direction in the theory and methodology. In this paper the writer attemps to make clear this confusion with dualism. The writer's claim is that both are two intrinsic aspects of language, which are complementary to each other. It is regretful that Korean linguists are reluctant to acknowledge that this dualism solves the confusion. They tend to follow the currently popular theory like a fashion and can't get out of the dogma, failing to see the truth of the other side. Actually we can deduce this dualism from the fact that the development of the two theo-ries were cyclical. The cyclicity of the theories means that each of the theories has its own truth and can be combined to work as a synthesis, as Hegelian dialectic does : thesis-antithesis-synthesis. Another proof that both theories are right comes from the fact that Saussure's and Chom-sky's dichotomies reveal the truth of both. Saussure's Langue is a set of passively acquired habits, while Chomsky's competence is the perfect, abstract knowledge of the ideal speaker-hearer in a homogeneous speech community. So we can formulate a new dichotomy in language acquistion as following : It is not good that Korean linguists are too much inclined toward Chomskyan competence and underestimate or ignor the merits of the stucturalism. The writer asserts that to develop communicative competence, we must acknowledge tghe importance of the habitual aspect of language acquisition and that it is necessary to concentrate our study on habit-formation mechanism more thoroughly.

What this thesis attempts to do is get the answer to the problem of why a person who has sufficient knowledge of English gramma, vocabulary and phonolgy cannot understand natural spoken english. This has been a problem persistently since English teaching was introduced in Korea. The thesis attempts to explain this phenomenon in terms of sound perception theories. The theories say that in the process of perception the learner can transfer the incoming acoustic input to the phonetic code, but that he fails to connect the phonetic code with the phonological code, eventually with the lexicon and syntax, due to the sound changes caused by heavy sandhi-variation phenomena in normal spoken English.
