교육은 `학습자의 학습과 성장이 올바르고 효과적으로 이루어지도록 조장, 촉진, 지원, 지도하는 교육자의 적극적인 활동”이라고 할 수 있다. 그러한 교육과 교육의 목적인 학습이 가장 많이 이루어 지는 장이 학교이다. 따라서 초·중등교육에서는 학교교육의 혁신은 우리 교육 전체의 개혁과 혁신 그 자체라고 하여도 과언이 아니다. 교육정책에 미친 영향을 고려할 때, 교육개혁, 학교혁신을 위한 정책적 노력 중 가장 중요한 것이 1995년에 발표되어 시행되어온 5·31교육개혁이라고 할 수 있다.

이명박정부 사교육비 경감 정책주장의 실제적 타당성 분석

The purpose of this study is to analyze the practical validity of the private education expense reduction policy adopted by the Lee Myung-bak administration. For this purpose, the discrepancy between the logical expectation and the actual outcomes as well as reasons for policy adoption is explored and the policy implications are induced, grounded on Dunn's policy argumentation model. The analysis of this policy includes as follows: the information, warrant, rebuttal of the policy, the discrepancy between policy insistence and practical validity, and the reasons for the policy adoption. The main findings of this study are as follows: The analysis shows that the Lee government's insistency on the policy doesn't have the practical validity because the private education expense had been increased. The reasons are the errors in policy-relavant information, incomplete review of policy causality, insufficient considerations to rebuttal, lack of reasonable prediction. And the reasons for adoption of the invalid educational policy are the errors and defects in value system, policy intention, or underlying premises on the personal part of the policy maker in policy-making process, and the differences in political capability, political context and intentions related with it, manifested as the public authority and organizational power on the sociopolitical aspect. Finally, this study suggests the policy implications for reducing the private education expense, based on the analysis executed on this research. 이 논문은 이명박정부 사교육비 경감 정책주장의 실제적 타당성을 분석하였다. 이를 통해 정책주장의 논리적 기대와 실제 결과의 차이점이 발생한 원인을 찾고, 타당성이 부족한 정책주장이 성립된 이유를 밝혀 정책적 시사점을 얻고자 하는 것이다. 이를 위해 Dunn의 정책논변 모형을 바탕으로 사교육비 경감 정책주장의 실제적 타당성 분석을 위한 분석틀을 제시하였다. 사교육비 경감 정책주장의 실제적 타당성 분석은 정책관련정보 분석, 근거·보강 분석, 반론 분석, 정책주장과 실제 정책결과의 차이 분석, 그리고 그 원인분석 순서로 진행되었다. 분석 결과 이명박정부의 정책주장과는 달리 사교육비가 증가함으로써 이명박정부 사교육비 경감 정책주장은 실제적 타당성을 갖추지 못한 것으로 나타났다. 정책주장과 정책결과가 불일치하는 이유로는 ‘정책관련정보’의 오류, 정책인과관계에 대한 검토 미흡, 충분한 반론 검토 미흡, 합리적인 결과 예측 미흡 등이었다. 타당성이 부족한 정책주장이 성립하는 이유로는 개인적 측면에서 정책주장자의 가치관과 정책의도, 기본 전제의 오류, 사회정치적 측면에서는 공식적 권위와 조직력의 차이로 표현되는 정치적 역량의 차이, 정치적 상황, 및 그와 연계된 정치적 의도를 제시하였다. 이러한 분석을 바탕으로 사교육비 경감을 위한 정책적 시사점을 제안하였다.

대입제도의 문제점과 개선과제 - 학생·학부모의 관점을 중심으로 -

본 연구는 대입제도 정책문제의 문제점을 분석하고 개선을 위한 정책과제를 구안하기 위한 것이다. 우리나라 교육 전반에 걸쳐 가장 큰 영향을 미치는 교육제도가 대입제도라는 것은 학생?학부모 그 리고 대부분의 전문가들도 인정한다. 본 연구에서는 학생?학부모의 관점에서 이러한 대입제도의 핵 심문제를 도출하고 그 인과구조를 분석하여, 그로부터 문제 해결을 위한 정책과제를 도출하였다. 연 구 결과, 대입제도 개선을 위해 도출한 과제는 다음과 같다. 첫째, ‘창의인재 육성’을 위한 대입 개선 방안, 둘째, 학생의 꿈과 끼를 키우는 ‘진로 맞춤형(타당성)’ 대입제도, 셋째, 대입전형을 통한 ‘형평성’ 신장 방안, 넷째, 학습맞춤형, 부담경감형 대입제도 개선방안, 다섯째, 대입전형의 공정성, 객관성, 신 뢰성 개선 방안, 여섯째, 학생부전형 개선 방안, 일곱째, ‘공동논술’ 도입과 심층면접 개선 방안, 여덟 째, 대입 개방성 신장을 위한 성인전형 확대 방안 등을 제안하였다.

The Purpose of this study is to creat a pledge for education for presidential election which comprehensively mirrors the requests and understanding towards parents and the public by politically analyzing the definite plan for education for presidential election. The majority of education specialists were college professors, and there were no members of academic communities. The definite plan for educational policies is determined through the debate and agreement among candidates and professional groups, and the ideological disposition of the camp at the candidate election stage. They are further decided based on the official election headquarter of the party once the public recommendation is finalized. The definite plan of educational policies of the political parties tend to show the ‘path dependency of policies’, defined by the contents of pledges formed during the election process within the parties. Based on the research results, this study creats a pledge for participants of education policies and to extend the participation of academic communities. 본 연구는 대통령선거 교육공약 성안과정에 대한 정치학적 분석을 통해 대통령선거 공약 성안과정을 분석함으로써, 대통령선거 교육공약 성안과정을 개선하여 일반 학부모․국민의 교육정책에 대한 요구․이해가 반영될 수 있는 방안을 제언하기 위한 것이다. 연구 결과, 교육공약 성안과정에 참여한 교육전문가 대부분은 대학교수들이었으며, 학부모단체의 구성원은 없었다. 교육공약 성안은 후보 경선단계에서는 후보와 전문가집단의 토론과 합의 그리고 캠프의 이념적 성향에 의해 결정되며, 정당 공천 확정 후에는 정당 차원의 공식적인 선거대책본부를 중심으로 공약이 결정된다. 정당의 교육공약 성안은 당내 경성과정에서 형성된 후보공약의 내용에 의해 규정되는 ‘공약의 경로의존성’을 보이게 된다. 이러한 연구결과에 근거하여 교육공약 성안과정에의 참여자를 위한 제언과 학부모 참여를 확대하기 위한 방안을 제언하였다.
