최근 몇 년 동안 동남권 신공항 입지 선정, 밀양 송전탑 건립 반대 등의 지역갈등은 공익을 무시한 채 님비와 핌피 등 지역의 집단이기주의로 비화되어 과도한 소모전과 재정 낭비의 문제를 초래하고 있다. 정부 차원의 공공건설사업에 대한 이해의 폭을 넓혀 지역갈등을 예방하고 발생한 갈등을 효율적이고 합리적으로 해소 · 조정해 나갈 수 있는 제도적인 갈등관리 방안과 정책적인 보완이 필요한 실정이다. 공공건설사업은 공공의 이익을 도모하기 위해 공공의 재원을 이용하여 사회간접시설을 건설하고 유지하는 사업으로 공공건설사업을 진행하는 과정에서 정부는 주민의 재산권이나 생존권, 환경권 등과 부딪히기 때문에 보다 근본적으로 예방하기 위해선 관련 부처와 함께 정책수립 및 추진 단계별 이해관계자 간 갈등을 염두에 두고 충분한 사전 협의 과정을 거칠 필요가 있다. 이에 따라, 본 연구는 국가적 차원의 건설사업을 수립함에 있어 건설 관련 이해관계자들 간의 정책적 갈등으로 파급되는 영향요인을 분석하여 다양한 정책 연계 방안을 모색하고 사회적 갈등 해결을 위한 기초 연구자료로서의 활용을 목적으로 하고 있다. In recent years, regional conflicts such as the selection of the location of a new airport in the Southeastern region, the construction of the Milyang power transmission tower have led to regional selfishness such as NIMBY and PIMFY, ignoring the public interest. This causes problems of excessive consumption and financial waste. It is necessary to broaden understanding of public construction projects from the government side. The government needs to prevent regional conflicts and resolve conflicts efficiently and rationally. For this purpose, institutional conflict management and policy supplement are needed. The public construction projects are projects to build and maintain social infrastructure by using public resources to promote the public interest. Accordingly, in the course of public construction projects, the government faces the property rights, the right to survival, and the environmental rights of residents. It is necessary to go through a preliminary consultation process in consideration of policy setting and stakeholder conflicts. Therefore, this study analyzes the factors affecting the policy conflicts among the construction related stakeholder in establishing national - level construction projects. The purpose of this study is to search various policy linkages and to utilize them as basic research data for solving social conflicts.
