비대칭성 기반의 한국형 군사혁신(Asymmetric K-RMA)을 통한 K-방산 생태계 구축 전략

This study proposes the “Asymmetric Korean-style Military Revolution in Military Affairs (Asymmetric K-RMA)” as a new paradigm for the Republic of Korea’s defense innovation and K-Defense industry in the context of the 21st-century era of hybrid warfare and the grave security realities on the Korean Peninsula. It further presents strategies for building a national ecosystem to realize this vision. While recent K-Defense achievements have been marked by quantitative growth—driven by large-scale, platform-centered export successes—this trajectory risks entrenching structural limitations that may hinder the disruptive and creative innovations essential for future battlefield environments. Against this backdrop, the study critically diagnoses the structural vulnerabilities of the K-Defense ecosystem—including a rigid national defense R&D governance framework, a persistent civil-military divide, and a risk-averse organizational culture—through a multidimensional analytical framework. By conducting a comparative analysis of leading international defense innovation models—such as the U.S. DARPA/DIU, Israel, and Turkey—the study identifies key success factors and translates them into a concrete policy blueprint tailored to the Korean context. Core recommendations include: the establishment of a “Korean-style DARPA” that institutionalizes tolerance for failure and guarantees program manager autonomy; the enactment of a “Korean-style Other Transaction Authority (K-OTA)” to rapidly integrate private-sector innovation capabilities; and a transformation of the export paradigm centered on two pillars—“Comprehensive Capability Packages” and “K-Asymmetric Solutions.” This study underscores that the Asymmetric K-RMA is not merely a military-technical concept, but a national innovation philosophy aimed at maximizing the Republic of Korea’s strategic autonomy and economic growth potential. It advocates a transformation from an “efficient producer” into a “strategic innovation state” that designs the very rules of the battlefield.

The advent of the “AX (AI Transformation) Era” signifies a fundamental paradigm shift in national security. The advancement of AI technology transcends its instrumental role of merely enhancing information-processing efficiency, creating a new military and security environment of “algorithmic warfare” that necessitates a re-examination of existing international security theories. This study employs a theory-synthesis–based conceptual research methodology to establish the concept of algorithmic warfare emerging in the AX Era and to redefine “strategic stability” in connection with classical security theories such as the security dilemma and the offense–defense balance. Addressing the limitations of prior fragmented and great-power-centric studies, it analyzes in depth the structural changes triggered by AI technology in each domain of the DIME (Diplomacy, Information, Military, Economics) model and proposes a concrete “Korean comprehensive security strategy” that reflects South Korea’s geopolitical conditions and technological capabilities. This comprehensive strategy includes techno-alliances and AI arms-control diplomacy in the diplomatic(D) sphere; countering cognitive warfare and enhancing cybersecurity in the information(I) sphere; smart defense innovation based on the concept of “algorithmic deterrence” in the military(M) sphere; and securing technological sofvereignty and restructuring supply chains in the economic(E) sphere. By presenting theoretical insights and realistic policy alternatives suitable for the AX Era, this study aims to contribute to the formulation of national security strategies in the age of AI.
한미일 ‘공급망 조기경보체계(SCEWS)’ 구축을 통한 경제안보 연대의 전략적 시사점과 한국의 대응

This study analyzes the institutionalization process and strategic implications of economic security cooperation, focusing on the “Supply Chain Early Warning System (SCEWS),” which has been actively promoted since the U.S.-ROK-Japan trilateral summit at Camp David in August 2023. To explain the evolution of security institutions, the study proposes an integrative and dynamic analytical framework that synthesizes four key theoretical concepts: geoeconomics, comprehensive security, multilayered structure, institutional resilience. This framework is used to interpret the institutional characteristics and operational mechanisms of SCEWS. The study emphasizes that SCEWS goes beyond mere information sharing, evolving into a mechanism that strengthens strategic connectivity and institutional durability among the three nations. Through a case analysis, it is demonstrated that SCEWS inherits and advances previous security cooperation frameworks such as KEDO and TCOG, thereby constituting a multilayered governance system for economic security. Moreover, the study argues that South Korea must shift from a passive participant to a strategic architect of supply chain frameworks in response to these changes. To this end, Korea should organically link SCEWS with mechanisms such as IPEF and the ROK-Japan 2+2 dialogue, while establishing a national-level supply chain control tower and enhancing inter-ministerial coordination functions to ensure a proactive response system. By highlighting the relatively underexplored concepts of institutional resilience and the structuration of alliances, this study aims to present a new strategic direction for Korea to secure its strategic autonomy in the evolving economic security environment.
앨빈 토플러의 통찰에 기반한 Asymmetric K-RMA와 AWI의 공진화에 관한 연구

본 연구는 앨빈 토플러의 통찰을 바탕으로 비대칭성 기반의 한국형 군사혁신(Asymmetric K-RMA)과 반전쟁혁신(AWI)의 공진화를 통합 모형으로 제시한다. 우크라이나 전쟁, 이스라엘-하마스 분쟁, 나고르노-카라바흐 분쟁 사례 비교를 통해 상용기술, 전략커뮤니케이션(인지전 억제), 국제공조가 RMA 성과를 억지와 정치적 종결로 전환하는 메커니즘임을 보이고, 국방혁신 4.0 재구조화와 조기경보・위기관리 역량 강화를 제언한다. This study applies Alvin Toffler’s insights to the contemporary security environment to explain the coevolutionary relationship between military innovation (RMA) and anti-war innovation (AWI) in the Korean context. Building on the concept of Asymmetric K-RMA, it proposes an integrated model in which deterrence and sustainable peace are mutually reinforcing outcomes. Through qualitative analyses of three cases—Ukraine, the Israel– Hamas conflict, and Nagorno-Karabakh—the study shows that the interaction between RMA and AWI generates qualitative differences in both deterrence effectiveness and conflict termination. In particular, AWI-oriented efforts that leverage commercial technologies, strategic communication (including cognitive-warfare deterrence), and international coordination operate as key mechanisms that translate RMA gains into durable political outcomes. Policy implications include an asymmetry-based reconfiguration of Defense Innovation 4.0, the institutionalization of civil–military technology cooperation, and capability-building for early warning, crisis management, strategic communication, and international economic coordination.
한일 전략문화와 AI 국가전략: ‘한국형 속도전’과 ‘일본형 지구전’의 구성주의적 분석

This study compares the national AI strategies of South Korea and Japan in the era of AI transformation (AX) through the lens of constructivist international relations theory and the concept of strategic culture. Strategic culture is conceptualized as a relatively stable cognitive and normative foundation composed of identity, norms, time orientation, state role preferences, and risk management and regulatory philosophy. On this basis, the study examines how cross-national differences in strategic culture shape distinct patterns of policy design in the AI domain. The analysis draws on national AI strategy documents, legal and institutional materials, governance structures, and policy discourses in both countries, while combining document analysis with case-study methods. The findings reveal a clear divergence between the two countries. South Korea displays a rapid and concentrated institutionalization model characterized by accelerated industrial promotion, proactive institutionalization, and centralized coordination. By contrast, Japan exhibits a principle-based and flexible governance model marked by long-term capacity building, principle-based regulation, and dispersed, consensus-based governance. By explaining national AI strategies through the interaction between strategic culture and policy design, this study moves beyond materialist accounts centered solely on technological capabilities or industrial resources. It argues that national AI strategy is also shaped by culturally embedded normative and institutional logics. In doing so, the study offers a cultural-institutional framework for understanding AI governance and contributes to broader discussions in technology governance and security studies.
비대칭성 기반 중국의 군사혁신: ‘국방혁신 4.0’에 주는 함의

This paper analyzes how China, as a relative underdog in the strategic competition between the United States and China, constructs and operates its military power to counter the military capabilities of the superpower United States. It focuses on four key factors that create asymmetry to analyze the reality of China's military innovation based on asymmetry, which targets the vulnerabilities of the United States. In terms of asymmetry of means and subjects, China focuses on developing means and capabilities that exploit the relative weaknesses of the United States, such as satellite interception systems and deep-sea operational capabilities, and actively utilizes paramilitary organizations. In terms of cognitive asymmetry, China conducts cognitive warfare systematically by utilizing the Department of Cyber Systems at the national and Communist Party levels. In terms of strategic and tactical asymmetry, China employs an asymmetric strategy that maximizes the advantages of being a latecomer while utilizing all military and non-military means to target the weak points of the United States. Additionally, in terms of asymmetry of time and space, China concentrates on shortening the OODA (observe, orient, decide, act) cycle through military intelligence and seeks to maximize combat efficiency by actively utilizing all domains, including space, cyber warfare, electromagnetic spectrum, and cognitive domains. According to the results of various war games, China's military innovation based on this asymmetry has achieved significant success. Therefore, it is suggested that the Korean military pursue Revolution in Defense Affairs 4.0 in the form of military innovation based on asymmetry. 본 논문에서는 미・중의 전략적 경쟁 속에서 초강대국 미국의 군사력에 대항하기 위해 상대적 약자인 G2 중국이 어떻게 군사력을 건설・운용하고 있는지를 비대칭성 창출의 4대 핵심 요인으로 분석하여 미국의 급소(急所)를 찌르는 비대칭성 기반 중국의 군사혁신 실체를 분석한다. 중국은 수단・주체의 비대칭성 측면에서 위성요격체계, 심해작전능력 등 미국이 상대적으로 취약한 수단 개발 및 능력 확보에 집중하고, 준군사 조직을 적극적으로 활용하고 있다. 인지의 비대칭성 측면에서는, 국가 및 중국 공산당 차원에서 사이버시스템부를 활용하여 조직적으로 인지전을 수행 중이다. 전략·전술의 비대칭성 측면에서는, 큰 틀에서 후발주자의 이점을 극대화하는 전략을 구사하면서, 점혈전 전략으로 군사적 또는 비군사적 모든 수단을 활용하여 미국의 핵심 취약점인 급소를 찌르는 비대칭 전략을 구사하고 있다. 또한, 시·공간의 비대칭성 측면에서는, 군사 지능화를 통한 OODA 주기 단축에 역량을 집중하면서 우주·사이버전자기스펙트럼·인지 영역 등 전 영역을 적극적으로 활용하여 전투 효율성의 극대화를 추구하고 있다. 이러한 비대칭성 기반 중국의 군사혁신 성과는 다양한 워게임 결과에 따르면 상당히 큰 성과가 있는 바, 한국군이 ‘국방혁신 4.0’을 비대칭성 기반의 군사혁신 형태로 추진해 나갈 것을 제안한다.

This paper analyzes the ongoing war between Russia and Ukraine from the perspective of ‘building a military force based on asymmetry creation’ and draws implications for Revolution in Military Affairs 4.0, the next version of Defense Reform 2.0. The war between the Russian forces, 2nd in its global ranking of military power and Ukraine forces, 22nd in its global ranking of military power which is inferior to the South Korean forces (6th) is a modern battle between David and Goliath. Although Ukraine’s military is smaller than the giant Goliath, Ukraine forces has pursued ‘creation of asymmetry' and wins smartly by attacking the enemy's weaknesses with insistence while avoiding the enemy's strengths by grasping the opponent's strengths and weaknesses. It might be a reasonable explanation to say that Ukraine is doing well so far. In particular, in the end David Ukrainian Army, which is focusing on asymmetry creation, covering tangible and intangible elements in terms of means, strategy, cognition, domain, subject, and time. David Ukrainian Army is confronting smartly against the huge Goliath Russian army. Therefore, South Korean military, confronting North Korea with nuclear weapons and surrounded by powerful countries, also need to pay attention to the 'efforts to create asymmetry' that the Ukrainian military is pursuing smartly. So this paper suggest that the direction of Revolution in Defense Affairs 4.0, which aims to redesign the Korean military at the level of the second foundation, should focus on the construction of military power based on the creation of tangible and intangible asymmetry such as means, strategy, cognition, domain, subject, and time. 본 논문은 현재 진행 중인 러시아 우크라이나 전쟁을 ‘비대칭성 창출 기반의 군사력 건설’ 관점에서 분석하여 한국군이 추구하고 있는 국방개혁 2.0 차기 버전인 국방혁신 4.0에 주는 시사점을 도출하였다. 세계 군사력 지수 2위의 강대국 러시아군과 한국군(6위)보다 열세한 22위의 약소국 우크라이나군의 전쟁은 현대판 다윗과 골리앗의 전쟁이다. 비록 우크라이나군의 규모는 거대한 골리앗에 비해 작지만, 상대의 강·약점을 파악하여 적의 강점은 회피하면서 적의 약점을 집요하게 공격하여 승리를 쟁취하는 ‘비대칭성 창출’을 추구함으로써 예상과 달리 지금까지 선전하고 있다는 게 합리적인 설명이 될 수 있다. 특히 수단, 전략, 인지, 영역, 주체, 시간 측면에서 유·무형적 요소를 망라한 ‘비대칭성 창출’에 천착(穿鑿)하고 있는 다윗 우크라이나군이 거대한 골리앗 러시아군에 대해 스마트하게 대적하고 있는 것이다. 따라서 핵을 가진 북한과 강대국에 둘러싸인 한국군도 우크라이나군이 추구하고 있는 ‘비대칭성 창출 노력’에 주목할 필요가 있다. 제2 창군 수준으로 한국군 재설계를 지향하고 있는 국방혁신 4.0의 군사혁신 방향을 수단, 전략, 인지, 영역, 주체, 시간 등 유·무형적 ‘비대칭성 창출 기반의 군사력 건설’에 초점을 두고 추진할 것을 제안한다.

이온화 클러스터 빔 증착의 박막 형성 기구에 관한 연구

이온화 클러스터 빔 증착에 의한 박막 형성 기구를 연구하였다. 가속전압, 기판온도, 표면이동 활성화에너지, 임계핵 크기 등이 박막의 결정입자크기 및 표면 평활도에 미치는 영향을 조사하기 위하여 Monte-Carlo방법에 근거한 전산 모사 프로그램을 개발하였다. 클러스터의 운동에너지가 박막형성에 미치는 영향을 관찰함으로써 높은 가속전압이 입자들의 표면이동에너지를 증가시키며 단결정막의 생성을 용이하게 함을 알 수 있었다. 기판온도가 증가함에 따라 입자의 운동에너지 소산(dissipation)속도는 느려지고 따라서 결정입자의 크기가 커졌다. 이러한 효과는 임계핵 크기가 클수록 두드러졌다. 표면이동 활성화에너지는 입자와 기판간의 상호작용력과 운동에너지 소산속도에 영향을 미침이 발견되었다. 가속전압, 기판온도, 표면이동 활성화에너지는 박막의 평활도에 복합적인 영향을 미치는 것을 알 수 있었다.
