지방정부 도서정책의 특징과 시사점 -광역시ㆍ도의 도서 관련 조례를 중심으로-

새 정부는 지방분권을 더 이상 미룰 수 없는 ‘시대적 과제’로 규명하고 집권기간 내에 중앙정부의 권한을 지방에 이양할 뜻을 밝혔다. 이러한 시대적 상황에서 볼 때, 향후 지자체의 역할과 권한은 더욱 증대될 것으로 기대된다. 지금까지 우리나라의 도서정책은 주로 「도서개발 촉진법」이라는 법률을 통해 정책 사업을 전개하여 정부의 역할만이 전부인양 여겨져 왔다. 그러나 2000년대 중반 이후, 지자체도 조례를 통해 본격적으로 도서정책을 추진하고 있다. 본 연구는 이러한 도서 관련 조례를 통해 광역지자체가 도서정책을 바라보는 관점에 대해 비교 검토하고 그 시사점을 논의하였다. 2017년 10월 현재, 전국 9개의 시ㆍ도에서 11개의 도서 관련 조례를 제정하여 시행하고 있다. 이 조례의 특징을 정리하면, 첫째, 현재 시행되고 있는 도서 관련 조례는 주민의 생활권을 현실적으로 보장하기 위한 자치조례이다. 둘째, 광역지자체에서 도서정책은 정주인구, 도서 보유 개수와 관계없이 정책사업의 후순위에 머물러있다. 셋째, 도서 관련 조례는 지자체장 제출보다는 지방의원발의로 제정된 것이 다수를 차지하고 있다. 넷째, 모든 조례가 도서의 정주여건 개선과 관련이 있는 지원형태로 구성되어 있다. 11개의 도서 관련 조례는 지원특징에 따라 종합발전 지원형, 이동권 지원형, 교육권 지원형, 기초생활 지원형으로 유형화할 수 있고, 이 조례들은 도서의 특징에서 비롯한 환해성, 격절성을 해결하기 위한 기초적인 지원수단의 성격이 강하다. 사실 종합발전, 이동권, 교육권, 기초생활을 지원하는 조례는 도서를 보유하고 있는 모든 광역지자체가 제정하여 헌법에서 보장하고 있는 국민의 기본권을 도서 주민들도 누릴 수 있도록 환경을 조성하여야 한다. 그러나 해당 지자체는 지역현실에 따른 정책수요와 재정여건을 판단하여 조례를 제정하여야 하므로 모든 광역지자체에게 제정을 강요하는 것은 바람직하지 않다. 그렇지만, 도서지역을 가장 많이 보유하고 있는 전라남도와 도서지역의 정주인구가 가장 많은 경상남도에서 선도적으로 도서 관련 조례 제정을 적극 검토하는 것이 바람직할 것으로 판단된다.

도서지역의 산업 활성화를 위한 지방자치단체의 역할 -일본 시마네현 오키군 아마쵸(海士町)의 사례를 중심으로-

Nowadays, the Korean Islands area has suffered from problems of depopulation and an aging population at the same time. The development and the economic revitalization in this area have limitations in itself in spite of the efforts of the private sector and the competence of the local residents. That's why the creative local development strategies and the reasonable supporting policies of the local government and the subsidy from the federal government, as well as the active participation of the local residents, are obviously necessary to improve the economic conditions in the Islands area. To apply the facts to the Korean Islands area, this study takes an example of the strategies of Ama Town, Oki District, Shimane Prefecture in Japan because the town experienced under the similar situations to those of the Korean Islands area. One of the principal revitalization strategies in Ama Town was to develop the primary industry, which is the main industry in the town. It could not be easy to introduce new industries and to invite different businesses due to the conditions of depopulation and an aging population in the area. The local government preferentially invested the budget in the agricultural products processing plants and equipment; the third sector and private businesses are operating them on a consignment basis. Furthermore, the local government made a success, pushing forward a plan to create a brand combining and symbolizing all the social and natural resources in the town in terms of tourism. Ama Town has succeeded in the effective local development on the basis of the local resources using the three main factors: the revitalization strategies of the local government, the active participation of the residents, and the financial support from the federal government. Therefore, the case of Ama Town could be a good model of local development and the revitalization of the local economy for the Korean Islands area.

인터넷이 아동인지에 미치는 영향

인터넷이 대중화되면서 모든 커뮤니케이션의 수단과 여가생활이 인터넷에 집중되고 있다 통계청에서 인터넷 인구를 조사할 때 6세 이상부터 인터넷 인구로 조사할 정도로 인터넷의 사용자연령은 아주 낮아지고 있다. 하지만 컨텐츠 제작자는 사용자들을 자신의 사이트에 몰입시키기 위해 전략적, 상업적으로 사이트를 제작하고 있다. 아직 인지발달이 미숙한 아동에게 무분별하고 자극적인 흥미위주의 컨텐츠는 몰입을 벗어나 중독을 유발할 수 있으며 정서적, 인지발달에 악영향을 미칠 수 있다. 특히 나이가 어린 아동일수록 그 문제가 심각해져서 사회문제가 되고 있다. 사이버공간의 행동과 현실에서의 행동 차이를 정확하게 파악하지 못할 수 있기 때문이다. 인지능력이 발달되지 않은 아동들에게는 가상과 현실을 구분하거나 통제 및 자제할 수 있는 의지가 미숙하지만 이들을 고려한 컨텐츠는 보기가 힘든 실정이다. 본 연구에서는 인터넷 중독과 몰입에 대해 정리를 한 후 인지발달 이론을 바탕으로 인터넷이 아동인지발달에 어떤 특성으로 작용하는지 연관지어 고찰하였다. 다음으로 인터넷의 충성도를 갖는 사이트를 분석하였다. 현재 국내 아동 포탈 사이트로는 주니어네이버, 야후꾸러기, 엠키즈, 코리아닷컴이 대표적인 사이트이다. 분석결과 포탈사이트의 컨텐츠 구성은 아동의 인지발달과정보다는 게임과 재미, 몰입을 위한 목적으로 컨텐츠가 구성이 되어있었다. 부모가 관여하지 않고 네비게이션을 할 경우 게임과 애니메이션 및 유머의 컨텐츠에 접속하는 시간이 길어질 수 있게 구성이 되어 있었다. 그리고 유머의 수준이 아동의 정서에 좋지 못한 영향을 줄 수 있는 것으로 구성이 되어 있는 것을 알 수 있다. 따라서 후속연구에서 인지발달 및 행동 발달에 맞도록 사이트의 컨텐츠 운영이 도입되어야하는 것을 알 수 있었다. As Internet becomes popularized, all the communication means and leisure life are concentrated on Internet. The National Statistical Office regards over 6 as the age of Internet population, which means the Internet users' age is getting lower. However, contents producers are trying to make their web sites strategically and commercially in order to induce more users to their sites. As for the kids who are still in the process of the development of human knowledge, indiscrete and sensational contents can cause them to be addicted and furthermore, can have bad influences on their development of emotion and human knowledge. Especially for the kids who are very young, the problem is more serious to become a social issue because they can't correctly grasp the behavioral differences on Internet and in reality. The kids whose human knowledge is not fully developed have a lack of the will to classify the cyber world and the reality, to control or to exercise restraint, but most of the contents don't consider this fact. This paper has reviewed Internet addiction and immersion, and then, based on the theories of human knowledge development, it has examined Internet's influence on the development of kids' human knowledge, In addition, it has analyzed the web sites to which kids show loyalty. At present, the local representative kids' web sites are Junior Naver, Yahoo Kkureogi, Empas Kids/ Korea.com, etc. Their contents are mostly for games, fun, and immersion, not for the development of human knowledge. They are designed to make kids hooked on the games, animations and humors without their parents' control. And the humors are made to have bad influence on lads' emotion. Through this study, it has been found that operation of the contents suitable for the development of human knowledge and behaviors should be introduced in the next studies.

The population of our country is now over 40,000,000. If the population growth continues like this, will reach 50,000,000 by the turn of this century. Besides the fact that most-of the people in our country are crowding into Seoul and other big cities is a serious hindrance to balanced development of the land and the preservation of the national homogeneity. The development of the land up until the 1970s has brought about poverty and alienation of the rural communities and sea villages, because Government had the policy to stress only the best use of agglomeration economies. This phenomenon is appreared evident especially in (the remote) islands region as parts of the marginal areas. In this thesis, I aims at presenting a more reasonable direction of the national land development by grasping the real situation of the islands, that are alienated and have fallen behind. First of all the characteristics of those areas and the consciousness of the developmental problems of islands will be screened. And it will define the concept of island that is scarcely researched and furthermore present a general and comprehensive idea of the marginal areas and their characterstics, since those islands are the important part of marginal areas. Then it'll describe the pre-sent condition of the islands and their special circumstances. It'll also analyze such problems of these areas as transportation, the indirect social facilities, the circulation system, the sources and level of the islanders' incomes, their consciousness of ownership, and their living circumstances. But this is only a partial for the fundamental and basic research for the development of those islands. For a balanced development of the national land, it should be followed by more specific stratigies and techniques for the development of those areas.
