In urban area, flood risk is getting higher because of inland flood risk has grown up by changing rainfall intensity, rainfall pattern, changing land use and so on. Urban area is needed higher flood protection level to protect accumulated people, buildings and other infrastructures. However, even though former flood protection has focused on overflow from river, there is not a guide line for evaluating proper flood protection level. Thus, it is necessary to protect flood from inland flooding as well as overflow from river and need a proper method to evaluating flood protection level. This study present a method of determining flood protection elevation by using GIS tools for deciding proper flood protection level. The study result may contribute to urban flood protection measures in which inland flood risk increases.

Already builtin neighborhoods may need a policy priority more on improving the quality of residential environments than on increasing housing stock. Yet current institutions are weak in securing the residential quality of existing neighborhoods. Also residential standard systems prescribe individual housing quality such as minimum housing standards, but do not residential environments at the neighborhood scale. The purpose of this study investigates indicators and evaluations of the quality of residential environments at the neighborhood scale in Seoul. After examining existing concepts, indicators, and evaluation conventions of the quality of residential environments, this study sets four dimensions of residential quality: safety, convenience, amenity, and resource saving. A set of associated indicators represents the characteristics of physical environments at the neighborhood scale: building/sites, roads/parking, land use, and neighborhood facilities. For the case analysis, this study choose twelve neighborhoods in Seoul by considering location, housing type, years built, and the like and measures the characteristics of physical environments. An ad hoc evaluation uses z-score method and compares scores of each indicator of twelve case neighborhoods. Finally, this study suggests evaluation systems of the quality of residential environments in terms of quality criteria, indicator framework and measures, data sources, evaluation methods, and communications. The study also suggests institutional improvements and policy directions for improving the quality of residential environments in already builtin neighborhoods in Seoul.

Recently, the government introduced new housing types as one-or-two person households increase, Quasi-housing establishments (QHEs) are among the newly introduced housing types including Go-si-won, Officetel, and Welfare houses for seniors, QHEs are not classified as housing in the regal system but used as residence in fact. QHEs are policy issues because they are a type of small and affordable houses but current housing policy frameworks do not sufficiently and adequately address them. Particularly, Go-si-won, which refers to residential facility where spaces are divided into small bed-sitting units and common areas are shared by more than one person, is a big policy issue in Seoul because they affect negatively to the surrounding residential areas. The purpose of this study is to examine the current state of QHEs in Seoul and to propose policy directions for small and affordable housing for one-or-two person and low income households. First, the study examines the current institutional frameworks over QHEs, various non-housing residential types, and small and affordable housing types. Second, the study analyzes stocks and detailed characteristics of QHEs in Seoul. Third, the study analyzes supply of small houses and demand for one-or-two person households in Seoul. Finally, based on the prior analysis, the study suggests housing policy directions for low-income small households.

This study investigates current problems of housing statistics and data infrastructure and new policy directions to improve those for metropolitan Seoul. While housing statistics and data are widely provided by public and private organizations, there are numerous problems and limitations in supporting urban housing issues and policies. Further, the current housing classification system, which is the basic framework for housing statistics, does not sufficiently reflect the real world complexity of housing market. First, the study explores a new comprehensive housing classification system, which emphasizes ``use`` rather than ``ownership``, ``non-housing residence`` as well as ``housing``, and ``housing and non-housing mixed use`` as well as ``only for residential use``. Also, the study proposes a concept of ``standard residential ratio`` to flexibly cope with various non-housing residence problems. Second, the study proposes various improvements for housing statistics and data infrastructure to better support housing policies for Seoul, including improvements of existing database schema, new database development, data sharing among relevant public and private organizations, periodic survey and monitoring, and web-based information services to citizen. Last, the study explores various housing indicators and suggests ``key`` indicators and ``subsidiary`` indicators. Also, the study proposes methodological improvements for some important housing indicators including housing supply ration, minimum housing standard, price-to-income ration, and rent-to-income ratio.

도시지역의 침수피해를 방지하기 위해서는 침수범위와 침수심을 예측하여 예상 침수심에 대응하기 위한 방어대책을 수립하여야 한다. 한편 이러한 침수범위와 침수심을 예측하는 방법은 대상지역의 특성 및 지리적 여건 등에 따라 달라지며 가용자료에 따라 달라진다. 본 연구에서는 도시지역의 특성에 따른 침수대책의 기준이 되는 방어침수위 설정방법을 GIS 분석을 통하여 비교분석하였다. 방어침수위 설정방법은 과거 침수실적을 이용하는 방법, 인근하천의 계획홍수위를 연장하는 방법, 하천의 임계지속기간과 소유역의 임계지속기간에 대한 강우빈도별 시나리오 분석에 의한 내수침수를 모의하는 방법 등의 네가지 방법을 서울시 중랑천 연변의 장안배수분구에 대하여 적용하였다. 분석결과 인접하천의 계획홍수위를 단순연장하는 방법을 제외하고는 다소의 차이는 있으나 대체로 유사한 결과를 보였다. 침수원인이 내수침수에 의한 지역일 경우에는 방어침수위로 침수실적자료를 이용한 과거 최대침수위를 적용하거나, 인근하천의 계획홍수량을 발생시키는 강우사상에 대한 내수침수 모의결과를 적용하는 것이 합리적일 것으로 판단된다.
