In the perspective of ‘Long 68’ beyond the scope of Spring 1968, We can overcome the limitations and try a broad understanding of Movement 68 by considering the Grlobal and Transnational relationship of historical events that occurred in 1968. We need to reestablish the Space-time range to understand 68 movement composed by differnet events at a global level such as Anti-Vietnam War Campaign, Assassination of Martin Luther King, Dutschke assassination attempt, Columbia University protests, Aldermaston Marches, Night of Barricade and general strikes, Miss America Protest etc. In the series of Critical events and its domino effect, we can define and explain the Transnational Circulation of Crisis- elements in 1968. 1968년 봄 을 넘어 ‘장기 68년’이라는 관점에서 일국사의 한계를 극복하고 지구적, 초국적 관계를 살펴봄으로써 68운동의 역사서술을 위한 새로운 지평을 열 수 있다. 베트남 전쟁 반대 운동, 마틴 루서 킹 암살, 3월 22일 운동, 콜럼비아 대학교 점거, 두취케 암살 미수 사건, 올더마스턴 행진, 바리케이트의 밤과 총파업, 미스 아메리카 반대 시위, 프라하의 봄 등 세계적 차원에서 68운동을 구성하는 사건의 이해를 위한 시공간의 재설정이 필요한 것이다. 그리고 결정적 사건들의 연쇄고리와 연쇄작용 속에서 ‘위기적 요소의 초국적 순환’을 설정하고, 설명할 가능성이 열리는 것이다.

심초음파에서 국소 좌심실벽 운동 추적 및 정량적 분석에 관한 연구

2 차원 심초음파는 좌심실벽 운동을 실시간으로 보여줄 수 있어 국소 좌심실벽 운동장애를 진단하는 데 널리 사용되고 있다. 심초음파를 통하여 국소 좌심실벽 운동기능을 평가하고 정량화하기 위한 많은 연구들이 진행되어왔다. 본 논문에서는 국소 좌심실벽 운동장애의 진단을 위한 좌심실벽 운동 추 적 및 정량적 분석 알고리듬을 제안하였다. 정상 피검자들과 국소 좌심실벽 운동이상 환자로부터 얻은 심초음파 흉골연단축단면 영상들이 알고리듬의 시험을 위해 사용되었다. 자동화된 경계선 검출과 좌심실내벽 윤곽선 연결 알고리듬을 각 프레임들에 적용하였고 영역분할에 기초한 정량적 분석을 수행하였으며 운동량을 의미하는 칼라가 프레임 및 영역별로 심초음파 영상들 위에 덧씌워졌고 칼라화된 영상들이 동영상으로 구현되었다. 제안된 알고리듬은 좌심실벽 운동장애의 자동화된 정량적 진단을 제공하였다. The two dimensional echocardiography is widely used to evaluate regional wall motion abnormality, because of its abilities to depict left ventricular wall motion. A number of researches have been processed for evaluation and quantitative analysis of left ventricular wall motion functions. In this paper, we proposed an algorithm which detects automatically and analyze quantitatively endocardial wall motion during systole. The echocardiograms were obtained in the short-axis views in normal subjects. Automated edge detection and endocardial contour tracking algorithm was applied to each frames, quantitative analysis based on segmentation was performed, pre-defined color overlays superimposed on the gray scale images, and the images was animated. The proposed algorithm provided automated, quantitative diagnosis of regional wall motion abnormality.

퇴직과 연금문제에 대한 노동총연맹(CGT)의 전략, 1910-1972: 사회보험(Assurance sociale)의 제도화에 따른 노동조합의 대응

This article examines the pivotal roles that the working class movement played from the 1910 to 1972 in France in establishing retirement plans and pension systems, with a focus on the CGT’s policies regarding systems. This article first addresses historical contexts in which the focus of the labor movement in the early 20th century gradually shifted from a revolutionary class struggle to its role as a social partner, enabling it to deeply enter the state’s policy-decision-making processes that greatly affected legislation. The left-wing of the french labor movement - “Anarcho-syndicalisme” before 1914 and the CGTU after 1921 - criticized the 1910 pension plan and the institutionalization of the social insurance in 1930, labeling both of them as “reformism.” During World War I, the state was still the organizer of social policies, so the CGT’s participation in governmental policy making only germinated at this time. As the pension and the social insurance were systematically established, the right-wing of the CGT actively participated in related activities in the government in order for them to be implemented. Later, during World War II, the CGT came to take charge of social policy making as one of the governmental organizations. The CGT, buttressed by the support of the French Communist Party, played the role of a political event planner in the course of establishing the social insurance system. Although the CGT defined the pension plan and the social insurance system during 1910-1930 as “reformism,” it did acknowledge the necessity of the social insurance system. The CGT promoted its policy objective of having the pension system operate effectively by voicing and reflecting on their needs and establishing institutional measures. The 1945 social insurance system was organized according to this intention. Therefore, the CGT had the strategy that unions were active agents that ran the social insurance system and supported and fortified it. The CGT’s tactical attitude toward the pension and the social insurance systems evinces how the perspectives toward them dramatically and completely shifted over 50 years. 본 논문은 노동자·농민 의무 퇴직연금에 관한 법이 제정되는 1910년에서 공동정부 프로그램으로 좌파연대가 이루어지는 1972년까지 프랑스에서 퇴직과 연금 시스템의 제도화를 위한 노동계급 운동의 역할을 노동총연맹(CGT)의 정책을 중심으로 분석하고 있다. 이를 위해 20세기 초 합법화를 통해 국가의 정책결정 과정에 깊게 관여하는 노동조합이 혁명적 계급투쟁의 기구에서 사회적 파트너로 그 역할이 서서히 변해가는 역사적 배경 속에서 이 문제를 살펴 보았다. 1914년 이전 아나코-생디칼리즘과 1921년 이후 통합노동총연맹(CGTU)으로 요약되는 프랑스 노동운동의 급진적 분파는 1910년 의무 퇴직연급금에 관한 법과 1930년 사회보험의 제도화를 개량주의로 규정하면서 비판했다. 반면에 프랑스 노동운동의 온건파는 제1차 세계대전 동안 국가기구를 도와 노동계급을 전쟁에 동원하면서 정부의 정책결정에 점차 영향력을 행사하게 된다. 정부의 사회정책 결정에 개입하기 시작한 노동총연맹은 1921년 급진파와 결별 이후 퇴직과 연금에 관한 사회보장 시스템이 법제화 됨에 따라서 이 제도를 정착시키기 위한 활동을 벌여나간다. 결국 제2차 세계대전을 거치면서 노동총연맹은 정부의 사회정책 입안에 강력한 영향력을 행사하는 기구 중의 하나로 자리매김 하게된다. 프랑스공산당(PCF)의 영향아래 노동총연맹은 전후 프랑스 사회보장제도의 성립에 중요한 역할을 하게된다. 1910년대에서 1930년대까지 노동운동 내부에 연금제도와 사회보험제도를 개량주의로 정의하는 흐름이 존하였음에도 불구하고, 제2차 세계대전 후 노동총연맹은 한 목소리로 사회보험의 필요성을 인정한다. 이와 함께 노동총연맹은 연금제도의 확대를 통해 사회보장제도의 강화를 꾀하는 정책목표를 설정하게 된다. 결국 1945년 사회보장제도는 이러한 노동총연맹의 정치적 의도에 의해 완성되었다. 이후 퇴직 및 노령연금이 국가재정의 위기를 초래한다고 선전하는 우파정부에 맞서 노동총연맹은 사회보장제도의 확대와 강화를 위해 지속적으로 노후보장의 필요성을 강조하게 된다. 이에 따라 1950년대와 1960년대는 퇴직/노령연금의 규모를 축소하려는 정부와 이것을 비판하는 노동총연맹이 대립하였다. 이러한 배경에서 노동총연맹은 사회당과 공산당의 연대를 기본으로 하는 좌파 공동정부를 지지하고 1972년 공동정부 프로그램에 자신의 정책목표를 적극적으로 반영하였다.

DICOM 툴킷 소프트웨어 구현에 관한 연구

본 논문에서는 의료 영상 분야의 국제 표준인 DICOM을 툴킷 형태로 구현한 소프트웨어에 대하여 기술한다. 기존의 툴킷들은 영상 관련 기능들을 별도로 구현해야 하거나 유닉스 운영체제를 기반으로 개발된 후에 윈도우즈 운영체제오 이식되거나 속도나 메모리 관리 측면이 배제되었거나 DICOM의 방대함에 기인하여 매우 복잡한 구조로 되어있는 단점을 가지고 있다. 제안된 툴킷은 기존 툴킷들의 단점을 보완하고 DICOM이 주로 사용되는 병원의 환경에 적합하도록 설계하였다. 즉, 윈도우 운영체제를 사용하는 일반 PC에서 대용량의 영상을 조회한 수 있도록 하였으며 다중 자업을 지원하여 자업 처리 속도 및 편리성을 증가시켰고 임상에서 필요한 대부분의 기능을 제공하며 객체 지향적 구조로 설계되어 사용자가 짧은 기 간 내에 개발 할 수 있도록 하였다. 실험 결과 제안된 툴킷을 이용하여 일반 PC 환경에서 CT 50장, MR 50장, CR 10장, DX 10장의 DICOM 영상을 12초 이내에 출력하며 소량의 물리적 메모리만을 소모하는 성능을 보였다. This paper describes the implementation of the toolkit software for the DICOM. the international standards of medical imaging. Well known toolkits do not have the functions related to imaging or ported to Windows OS after developed at UNIX OS or do not have mechanism for the speed and memory management or have complicated structure comes from DICOMI complexity. The toolkit introduced in this paper was designed for the hospital environments. It handles mass images at Windows based PC system. supports multi-threading to enhance the efficiency. supports every functions in Object Oriented Programming style needed at clinical application which makes the rapid development of the DICOM related applications. The results says that the toolkit can display 50 CT, 50 MR, 10 CR and 10 DX images in 12 seconds and occupy small quantity of physical memory at usual PC system.
