중증장애인생산품 우선구매제도의 사회적 가치 규명

이 연구는 중증장애인생산품 우선구매제도의 사회적 가치 규명을 위해 이해관계자 인터뷰를 통해중증장애인생산품 우선구매제도의 사회적 가치를 밝히는 데 그 목적이 있다. 이를 위해 국내외 선행연구를 검토하였고, 이를 바탕으로 이해관계자 인터뷰를 실시하였다. 연구결과를 살펴보면 먼저 장애인근로자 측면에서 중증장애인생산품 우선구매제도는 소득증가에 많은 기여를 하는 것으로 나타났고, 우선구매제도를 통한 고용으로 인해 사회적 유대관계 개선과 심리적 안정에 있어서도 긍정적인영향을 주는 것으로 나타났다. 다음으로 장애인 가족 측면에서는 가구 소득에 도움이 되는 것으로나타났고, 가족관계에도 긍정적인 영향을 미친다고 하였다. 사업주 측면에서 참여자 모두 우선구매가장애인의 일자리 창출, 안정적인 판로 확보, 매출 향상에 긍적인 영향을 미친다고 하였다. 마지막으로정부 측면(사회적 공익)에서도 인터뷰에 참여자 모두 우선구매가 중증장애인생산품에 대한 인식 제고, 장애인의 일자리 창출, 사회보장비용 감소, 세수 증가에 긍정적인 영향을 미친다고 하였다. 이처럼중증장애인생산품 우선구매제도는 직업재활시설의 장애인 근로자 뿐만아니라 다양한 이해 관계자에게 까지 긍정적 영향을 미치는 사회적 가치가 있는 것으로 확인 되었다. The purpose of this study is to measure the social value of the preferential procurement of products manufactured by persons with severe disabilities. To this end, domestic and foreign preceding studies were reviewed, and based on this, stakeholder interviews were conducted. Looking at the results of the study, first of all, from the perspective of disabled workers, the preferential purchase system for products produced by the severely disabled contributed a lot to the increase in income, Employment through the preferential purchase system was found to have a positive effect on improving social ties and psychological stability. Next, in terms of families with disabilities, it was found to be helpful to household income, and it was said that it had a positive effect on family relationships. From the perspective of business owners, all participants said that preferential purchase had a positive effect on job creation for the disabled, securing stable sales channels, and increasing sales. Finally, in terms of government (social public interest), all interviewees said that priority purchase has a positive effect on raising awareness of products produced by the severely disabled, creating jobs for the disabled, reducing social security costs, and increasing tax revenue. As such, it was confirmed that the preferential procurement of products manufactured by persons with severe disabilities has social value that positively affects not only disabled workers in vocational rehabilitation facilities but also various stakeholders.

최저임금 인상에 따른 직업재활시설 근로장애인 임금 보장 방안 : 전문가 인터뷰를 중심으로

이 연구의 목적은 최저임금인상에 따른 직업재활시설 장애인 근로자의 임금보장 방안을 알아보는 것이다. 이를 위해 국내외 최저임금인상과 관련한 선행연구를 검토하였고, 이를 바탕으로 전문가 인터뷰를 실시하였다. 연구결과를 살펴보면 먼저 최저임금 인상과 관련한 인건비 인상분을 충당할 수 없어 신규 미채용, 근로 장애인의 근로 시간 단축, 근로장애인을 훈련 장애인으로 전환 하는 것으로 나타났다. 다음으로 최저임금 인상에 따른 근로장애인의 소득보장 방안으로는 사회보험료와 일자리 안정자금 지원, 고용보험을 통한 최저임금 미달 분에 대해 지원, 중증장애인생산품우선구매제도, 연계고용제도를 통한 매출 증대가 필요하다고 지적하였다. 마지막으로 최저임금인상과 같은 고용환경 변화에 따른 직업재활시설 활성화를 위하여 직업재활시설을 사회적 목적기업으로 인정, 중소기업 지원제도 지원, 직업재활시설을 복지관점에서 접근할 필요가 있다는 의견 등을 제시하였다. 이러한 연구결과를 통한 직업재활시설 장애인 근로자의 임금보장 및 활성화를 위한 정책적 방안을 제언하였다. The purpose of this study is to find out the wage preservation plan for workers with disabilities in vocational rehabilitation facilities and revitalization of vocational rehabilitation facilities according to the minimum wage increase. To this end, previous studies related to domestic and international minimum wage increase were reviewed, and expert interviews were conducted based on this. First of all, it was found that new unemployment, reduction of working hours for working disabled people, and conversion of working disabled people to training disabled people, as it was not possible to cover the increase in labor costs related to the minimum wage increase. Next, it was pointed out that it was necessary to use social insurance premiums and job security funds, support through employment insurance, priority purchase of products for the severely handicapped, and a linked employment system as a way to guarantee the income of the working disabled by raising the minimum wage. Finally, with regard to the vocational rehabilitation facility activation plan, recognition of the vocational rehabilitation facility as a socially purposed enterprise and support for the SME support system were suggested. Based on the results of this study, a policy plan for wage preservation and activation of workers with disabilities in vocational rehabilitation facilities was suggested.

사회적기업 인증이 직업재활시설의 고용의 질과 경영성과에 미치는 영향

본 연구는 사회적기업 인증이 직업재활시설의 고용의 질과 경영성과에 미치는 영향을 알아봄으로써 향후 사회적기업 인증을 준비하고 있는 직업재활시설에 방향성을 제시하는 데 목적이 있다. 이 연구를 위해 전국의 직업재활시설을 지역별 비율을 고려하여 100여 개소를 층화추출 표집하고, 사회적기업 인증을 받은 직업재활시설 85개소에 대해서는 전수조사를 실시 하였으며 최종 118부를 회수하여 분석하였다. 이 연구를 통해 나타난 결과를 요약하면 다음과 같다. 첫째, 사회적기업 인증 여부에 따른 고용의 질 요인에는 차이가 없었다. 즉, 사회적기업 인증은 장애인근로자의 고용의 질에 큰 영향을 미치지 않았다. 둘째, 사회적기업 인증여부에 따른 경영성과 요인에는 차이가 있었다. 즉, 사회적기업 인증은 직업재활시설의 경영성과 요인인 경쟁력 성과, 재무성과, 생산성과, 공익적 성과에 영향을 미쳤다. 그리고 사회적기업 특성과 지원사업이 고용의 질과 경영성과에 미치는 영향을 살펴보면, 먼저 고용의 질과관련해, 의사결정 구조, 재투자 비율, 인건비 및 전문인력 지원, 사업개발비 지원이 고용의 질에 영향을 미치는 것으로 나타났으며, 경영성과와 관련해, 근로자 수, 재투자 비율, 공공기관 우선구매 지원, 사회공헌 일자리 지원이 경영성과에 영향을 미쳤다. The purpose of this study is to examine the impact of social enterprise certification on vocational rehabilitation facilities employment quality and business performance. Thereby, this research suggests helpful directions for other vocational rehabilitation facilities that prepare for social enterprise certifications. The sample of 100 vocational rehabilitation facilities were selected on a national basis considering the regional ratio, and it was done by stratified sampling. Complete enumeration surveys were conducted by the 85 vocational rehabilitation facilities with social enterprise certifications. The overall study results include the followings. First, the status of social enterprise certification did not have a significant effect on employment quality. The certification did not influence the employee with disability in a significant way. Second, the status of social enterprise certification had a significant effect on business performance. Especially, the certification was an important cause factor of the centers’ competition, public and financial performance, and productivity. Third, the social enterprise’s characteristics impact the quality of labor and business performances. It was found that employment quality was influenced by decisionmaking structures, reinvestment ratio, support for personnel expenses and professional workers, and business development expenses. In terms of business performance, the number of workers, support for preferential purchasing by public institutions, reinvestment ratio, and support for workplaces contributing to society were the factors to influence the business performance.

In this study, a finite element model based on the SU/PG scheme was developed to solve shallow-water equations and the influences of parameters and internal boundary conditions on depth-averaged flow behavior were investigated. To analyze the effect of rough-￢ness coefficient and eddy viscosity on flow characteristics, the developed model was applied to rectangular meandering channel with two bends, and transverse velocities and water depth distributions were examined. As the roughness coefficient adjacent to wall increased, the velocities near the wall decreased, and the reduced velocities were compensated by the expanding mid-channel velocities. In addition, the flow character-￢ristics around a circular cylinder were analyzed by varying the internal boundary conditions as free slip and no slip. The assignment of slip condition changed the velocity distribution on the cylinder surface and reduced the magnitude of the shear stress up to one third.

Climate change assessment, together with climate change adaptation process, would be one of the worldwide important issues, and the study on climate change vulnerability indicator has been an essential problem for climate change adaptation. Vulnerability indicator can be used as a good tool to estimate the impact of climate change and to map out the distribution of its vulnerability over the given area both in Korea and other countries. This study addressed the conceptual summary on the assessment of climate change and its adaptation process. Previous studies on how to yield the vulnerability indicators of climate change are reviewed and several previous results of vulnerability indicators applied to Korean provinces are also discussed here.
