The term "VPN", or Virtual Private Network, generally means the public network of vendors which is providing a communication net and other network using WWW as a backbone of its WAN. the existing VPN is expected to reduce expenses and will improve the productivity, however, the network provider should accept the management complexity and the overhead after tunneling and encryption. But MPLS VPN can provide efficient VPN which would not need the address transformation and the additional overhead made by tunneling after giving separately ID. This paper describes the protocol for MPLS VPN which is about a node that moves based on Customer Edge (CE) router and supports a scheme for QoS.
국내 방위산업의 개방형 기술혁신 활동 현황과 효과에 대한 연구

Open innovation is a new managerial strategy to maximize the efficiency of processing commercialization and research and development for new services or goods by making the best use of internal and external resources available to the organization. The Korean government has been trying recently to apply open innovation to military organizations in an attempt to enhance the competitiveness of the national defense industry against the fast-paced development in high technology and the rapidly changing future battlefields. This study intends to encourage the movements to apply open innovation to firms in the Korean defense industry. It analyzes both the current activities of open innovation and the characteristics of the firms in the defense industry in order to provide several theorems related with the scientific technologies of national defense. Theorems and their interpretations are expected to contribute to suggesting guidelines for the Korean government to establish various policies and support the wide implementation of open innovation in the Korean defense industry.

There has been conflicts from the ancient times among the people. They either faced with invasion from outside or invaded others to survive and prosper. The winner survived and the defeated vanished out of history with her legacy. People has been developing warfighting methods to win against the opponent. The method has been evolved from Head-to-Head Warfare, Fire Warfare, Maneuver Warfare to the contemporary Counterinsurgency warfare, though the purpose and principle remains unchanged. In other words, To win the battle, they focus on harmonize the three elements of combat, which is combat power, and time and space, and to do so, able to maximize the effects of combat power. This is the concept of ``Superior-win, Inferior-lose`` which is enduring principle of combat. Historically the superior always could not win against the inferior. For example, in the battle of Marathon in B.C. 490, Athens defeated Persia and Thebes won against Sparta in B.C. 371 in the battle of Leuctra. In the previous examples, even though they were inferior as far as the combat power was concerned, they utilized time and space elements with their combat power and maximized effects. In these context, I would analyze how Greek phalanx was formed based on time, space and combat power and applied in the battlefield to win the combat. This essay might be the first step to review the relationship between the three elements of combat power and warfighting method and will be taken as a tool to envision future warfighting modality. If they can anticipate the change of the three elements of combat power, they can induce the future warfighting method based on it.

The strategy of regional industrial specialization is empirically evaluated by examining the relationship between regional industrial structures and economic performances. The regional industrial structure is measured by three industrial diversity indices such as ogive approach, entropy maximizing approach, and national average approach. The relationship between these three indices and economic growth and employment instability in 12 regions is analyzed. According to the time series analysis, we found that the region with more diversified industrial structure experiences more stable in employment. Otherwise, the growth rate of the region with more simplified industrial structure is higher. Therefore, the strategy of industrial specialization is implemented in order to pursuit a rapid economic growth in the short run.

[ $Pb(Zr_{0.2}Ti_{0.8})O_3/SrRuO_3$ ] heteroepitaxial thin films were deposited at various temperatures on single crystal $SrTiO_3$ substrates by pulsed laser deposition and characterized for the microstructural and ferroelectric properties. The $SrTiO_3$ substartes etched by buffered oxide etch $(pH{\thickapprox}5.8)$ solution for 20s followed by the thermal annealing at $1000^{\circ}C$ for 1h showed the terrace ledges with a 0.4nm height. The $SrRuO_3$ bottom electrodes with a thickness of 52nm grown on $SrTiO_3$ single crystal also exhibit a terrace ledge similar to that of $SrTiO_3$. The PZT thin films were grown with an epitaxial relationship and showed typical P-E hysteresis loops shown at the epitaxial films. The 56nm thick-PZT films deposited at $650^{\circ}C$ exhibit a remanent polarization $(p_r)$ of $80{\mu}C/cm^2$ and a coercive field $(E_c)$ of 160kV/cm.

In this study, the present state of fiscal crisis for local governments after IMF is analyzed, firstly. its implications Characteristics of structural reform of finance after IMF bailout in Korea are examined, secondly. Since Korea was shocked by the currency crisis at the end of 1997, its local governments have also faced fiscal difficulties. The Depression of national and local economies led to decreases in tax revenues of local governments. And these shrunken revenues led to their expenditure cuts. Many investment plans were curtailed, and ordinary expenditures were also reduced sharply. The negative influences of the currency crisis on local government`s finances can be examined in terms of fiscal revenue, fiscal spending, and debt burden. As a result, many local governments are now experiencing fiscal stress, and some of them are even faced with fiscal crisis although the possibility of extreme measures, such as moratoriums or bankruptcies, is very slim. This is due in part to the weight of debt in local governments` budgets having remained small since the debt of local governments has been controlled by the central government. Another reason is that, even if local governments become insolvent, the central government, which functions as a lender of last resort for the local governments, will pay the debt for them. Also, without a legal system which stipulates the adjudication of bankruptcy for municipalities in Korea, local Korean governments have no legal right to declare bankruptcy. Although not a single municipality has fallen into insolvency, yet, this trend will continue to deepen as the recession continues and may lead to a situation where many local governments fall into virtual bankruptcy in the near future, and its effects on society, as a whole, will be serious. Therefore, measures to prevent and overcome such an extreme situation are necessary, but both short - and long-term policies should be to cope with the current fiscal crisis and to prevent the deepening of the current situation.
