AHP 모델을 이용한 이동통신 망 공유 정책 도입을 위한 의사결정 모형 수립 및 적용

최근 스마트폰, 태블릿 PC, e-book reader 등의 신규 모바일 기기들의 보급이 확대되면서, 모바일 데이터 트래픽 발생이 급증하고 있다. 이렇게 급증하는 트래픽 처리를 위해 신규 이동통신 네트위크에 대한 투자가 지속적으로 요구되고 있는데, 오늘날 대부분의 선진국 이동통신 시장이 포하기에 접어듦에 따라 신규 이동통신 네트위크 구축을 통해 얻는 매출액 증가가 네트워크 투자금액 증가에 미치지 못하고 있다. 이에 따라 지금까지 설비기반경쟁(FBC: Facility Based Competition)을 진행해왔던 이동통신서비스에 대해서도 네트워크 공유(network sharing)에 대한 필요성이 급격히 제기되고 있다. 아동통신 사업자간 이동통신 네트위크 장비를 공유하는 이동통신 망공유(MNS: Mobile Network Sharing)는 공유하는 장비 수준(sharing level)에 따라 몇 가지 유형으로 분류된다. 본 연구는 최적의 이동통신 망 공유 정책을 도입할 수 있도록 지원하는 의사결정 모형을 수립 및 실제 적용을 목적으로 한다. 이를 위해 망공유 효과의 효율성(efficiency)과 경쟁저해(competition harm) 효과 측면을 종합적으로 고려한 의사결정 모형을 제안한다. 효율성과 경쟁저해효과 측면에서 각각 2가지 및 4가지의 세부 기준들을 도촐하였고, 국내 이동통신 산 학 연 관의 전문가를 대상으로 AHP(Analysis Hierarchy Process) 적용을 위한 설문조사를 실시하였다. 그 결과 국내 이동통신(WiBro) 서비스 환경에서 각 기준별 중요도 및 바람직한 망 공유 대한을 제시하였다

‘저가의 고속 무선데이터 서비스’를 지향하는 이동통신 기술진화의 경제성, 최근 모바일 데이터 트래픽의 급증에 따른 3세대 이동통신 망으로의 대응 한계 등에 따라 국내외에서 LTE 및 4세대 이동통신으로 진화가 본격화되고 있다. 차세대 이동통신 망으로의 조기 진화 시 발생하는 참여주체간 효용의 trade-off 문제, 이동통신 사업자의 망 진화 요인분석 등의 차세대 이동통신 망으로의 진화과정에서 발생하는 주요 이슈를 검토하고, 4세대 이동통신용 주파수 조기 확보, 차세대 망 투자에 대한 정책적 인센티브 제공 등 국내 차세대 이동통신 망 투자를 촉진할 수 있는 정책방향을 제시한다.
도시공원에 식재된 왕벚나무 수종을 중심으로 한수목활력도의 정량평가지표 개발 및 이론적 고찰에 관한 연구

The vigor condition of trees is an important indicator for the management of urban forested area. But difficulties in how to assess the tree vigor condition still remain. Previous efforts were limited in the 1) measurement of single indicator rather than using multiple indices, 2) purpose-oriented measurement such as for air-pollution effect or specific pathological symptom, and 3) ordinal-scale evaluations by field crews 4) despite human errors based on his/her experiences or prior knowledge. Therefore, this study attempted to develop a quantitative and objective methodology for assessing tree vigor condition, by measuring multiple modules and building the profile inventory. Furthermore, the possibility and limitations were discussed in terms of schematic frames describing tree vigor condition. The vigor condition of 56 flowering cherry plants in urban park were assessed by in-situ measurements of following eight items; growth of crown(Gc), growth of shoots, individual tree volume(Vol), plant area index, woody area index, leaf area index, leaf chlorophyll content(Lc) and leaf water content(Lw). For validation, these measurements were compared with the ranks of holistic tree vigor condition, which were visually assessed using a 4-point grading scale based on the expert`s knowledge. As a result, the measures of each evaluation item successfully highlighted a variety of aspects in tree vigor condition, including the states of both photosynthetic and non-photosynthetic parts. The variation in the results depending on evaluated parts was shown within an individual tree, even though the broad agreement among the results was found. The result of correlation analysis between the tested measurements and 4-point visual assessment, demonstrated that the state of water-stressed foliage of the season (Lw) or the development of plant materials since sapling phase (Vol) could be better viewed from the outer appearance of trees than other symptoms. But only based on the visual assessment, it may be difficult to detect the quality of photosynthesis (Lc) or the recent trend in growth of trees (Gc). To make this methodology simplified for the broad-scale application, the tested eight measurements could be integrated into two components by principal component analysis, which was labelled with ‘the amount of plant materials’ and ‘vigor trend’, respectively. In addition, the use of these quantitative and multi-scale indicators underlies the importance of assessing various aspects of tree vigor condition, taking into account the response(s) on different time and spatial scale of pressure(s) shown in each evaluated module. Future study should be advanced for various species at diverse developing stages and environment, and the application to wide areas at a periodic manner.
환경 DNA 기법을 활용한 광교호수공원 일대의 시기 및 수환경 특성별 어류상 분석

This study aims to understand the relationship between the distribution of fish species in the two water ecosystems and the habitat factors according to the survey period targeting Gwanggyo Lake Park in the city. There are studies on the appearance and distribution of species by applying eDNA to freshwater ecosystems. However, in the domestic, streams are the target, and studies on the relationship between species distribution and habitat environment in two water environments are lacking. We conducted to analyze the species list and relationship with habitat factors using eDNA research in May and October at 21 points in Gwanggyo Lake Park, Suwon City, which were connected to lakes and streams. As a result, there was no species difference in the water environment according to the survey period. However, the total number of reads during the spawning season(May) was 3,126,482, which was more than double that after the spawning season(October). Tolerant species appeared in Woncheon Lake with a slow or stagnant flow, but there was no significant correlation between species and habitat factors depending on the survey period. On the other hand, intermediate and sensitive species appeared in the Woncheon stream with high flow. There was a significant correlation between the low temperature during the spawning season and the high dissolved oxygen content after the spawning season(P<0.001, Tem.: 20.7±2.6℃, DO: 8.6±1.7). It is expected that environmental DNA will be used to survey species and suggest monitoring methods according to the survey period.
