생태면적률 산정지표 개선방안을 위한 전문가 의견분석 연구

본 연구는 공간계획 단계에서 생태적 건전성 향상을 유도할 수 있는 계획수단으로 환경생태계획 기법과 환경계획지표인 생태면적률의 정량적인 산정지표를 개선하기 위한 연구이다. 현재 운영 중인 공간유형 및 산정지표에 대해 상대적 중요도를 파악하고 공간유형 및 가중치의 개선에 대한 의견분석을 통해 대안을 찾고자 한다. 본 연구의 방법으로는 공간유형 및 산정지표의 심층분석을 위한 공간유형의 상대적 중요도 평가를 위한 AHP 분석을 실시하였다. 연구의 신뢰성과 객관성을 확보하기 위하여 전문가 50인이 참여하였다. 본 연구를 통해생태면적률 유형별 한계점과 개선에 대한 의견분석을 통해 발전하는 기술과 공법, 유지관리 효율성, 경제성, 시공기술의 향상 등과 연계한 생태면적률 적용을 통해 도시환경의 개선과 생태면적률 활성화에 기여할 것으로 기대된다.

서울시 공동주택단지의 친환경적 외부공간 조성을 위한디자인요소 선정에 관한 연구

The purpose of this study is to suggest environment-friendly design factors to make environment-friendly outdoor space of apartment complex in Seoul. This study has resulted from the analysis of existing literature, ecological area ratio, and the survey of existing apartment complex in Seoul. Design factors for environment-friendly design of outdoor space of apartment complex include ecological environment, environment- friendly transportation, energy saving and reuse, and community. Hereafter, specific and working-level guideline should be established in detail. Follow up study of design guideline is needed through these design component of this study and its applicability such as design, construction, management side should be considered. These design factors can be used for improving design quality of the environment-friendly design of outdoor space of apartment complex. Apartment complex outdoor space will be transformed as environment-friendly, and ecologically stable and the amenities of living environment can be secured through this.

경비함정의 선내감염 예방 및 대응 표준인증에 관한 고찰

COVID-19의 팬더믹(Pandemic) 사태는 감염병의 위험성과 일상에서 감염 예방과대응의 필요성을 인식시켜주었다. 선박은 고립성과 폐쇄성이 공존하고 있어 감염확산에 매우 취약하며, 공공업무를 수행하는 공공선박은 운영연속성의 유지가 매우 중요하다. 특히, 해양경찰의 경비함정은 선내감염 확산 발생에 따른 운영연속성의 상실이 2차 피해로 확대될 위험성이 매우 높다. 본 연구에서는 선박에서의 감염 예방과대응에 관련한 국내외 문헌을 조사·분석하였다. 한국해양교통안전공단(KOMSA)은‘선내감염 예방 및 대응 표준(Shipboard Infection Prevention, SIP)’을 개발하여 공공선박을 인증한 바 있으며, 해양경찰의 경비함정을 대상으로 SIP의 적용가능성 및 객관적인 효과성을 확인하기위해 표준개발의 평가를 실시하였다. 최근 세계보건기구(WHO)의 COVID-19 팬더믹 종식선언은 인류가 감염병으로부터 완전히 자유로워졌음을 의미하지는 않는다. 향후 새로운 형태의 감염병 발생 시 경비함정의 선내감염 예방 및 대응 표준인증은 경비함정의 운영연속성 상실방지를 위한 선제적이고 효과적인 대응방안이 될 것으로 기대한다. The COVID-19 pandemic has made us aware of the dangers of infectious diseases and the need to prevent and respond to infections in everyday life. Vessels are very vulnerable to the spread of infection because they are both isolated and closed, and maintaining operational continuity is very important for public vessels in carrying out public duties. In particular, the patrol ships are at a very high risk of secondary damage due to loss of operational continuity due to the spread of infection on board. In this study, the policies and literature of domestic and overseas cases related to infection prevention and response on ships were investigated and analyzed. The Korea Maritime Transportation Safety Authority (KOMSA) developed the ‘the Standard of Shipboard Infection Prevention (SIP)’ and certified public ships. An evaluation of the development of the standard was conducted to determine the applicability and objective effectiveness of the SIP for patrol ships. The recent declaration of the end of the COVID-19 pandemic by the World Health Organization (WHO) does not mean that humanity has become completely free from infectious diseases. When a new type of infectious disease occurs in the future, it is expected that the standard certification for the prevention and response of patrol ships on board will be a preemptive and effective countermeasure to prevent loss of operational continuity of patrol ships.

선박검사제도 패러다임 전환에 관한 고찰

According to the United Nations Convention on the Law of the Sea (Article 94), the flag state must fulfill its overall role to ensure maritime safety and operate the ship inspection system as a related measure. The Korean government (Ministry of Ocean and Fisheries) has implemented policies for reducing marine accidents to promote maritime safety; however, the target goal has not been achieved. The ship inspection system is a measure to prevent marine accidents, and for the effective operation of the system, a sufficient understanding of the origin of the ship inspection system is required. In this study, the trend of the international ship inspection system was identified by analyzing ship inspection system origins and the history of the system’s paradigm shift. The recent international ship inspection system paradigm confirms international standardization and the active safety management of ship companies are becoming increasingly prominent. Based on this, the introduction of the 'PDCA cycle-based self-inspection system' is presented to the current domestic ship inspection system. This is a new type of inspection system that establishes the roles of interested parties based on the basic philosophy of the ISO 9000 series to improve the effectiveness of maritime safety. Additionally, the necessity for a non-face-to-face ship inspection system has emerged because of the COVID-19 pandemic. Hence, the transition to a 'mobile application-based ship inspection system' is proposed to accommodate the rapid development of information communications technology. UN해양법협약 제94조에 따르면 기국은 자국선박의 안전 확보를 위한 총체적 역할을 다하여야 하며, 관련 조치로서 선박검사제도를 운영하여야 한다. 대한민국 정부(해양수산부)는 해사안전 증진의 목적을 위해 해양사고 저감을 목표로 설정한 관련 정책을 시행하였으나 목표를 달성하지 못하고 있다. 선박검사제도는 해양사고 예방을 위한 조치로서 실효성 있는 제도의 운영을 위해서는 현행 선박검사제도의 원류(原流)에 대한 충분한 이해가 필요하다. 이에 따라 본 연구에서는 국제적 선박검사제도의 기원과 시대적 패러다임 변화에 대한 분석을 통해 선박검사제도의 국제적 동향을 파악하였다. 최근 선박검사제도의 국제적 패러다임은 ‘국제표준화’와 선사(선주)의 능동적 안전관리의 중요성이 커지고 있음을 확인하였다. 이에 근거하여 국내 선박검사제도의 패러다임 전환방안으로 ‘PDCA Cycle 기반 자체검사제도’의 도입을 제시하였다. 이는 해사안전의 효과성을 향상시키기 위한 ISO 9000 시리즈의 기본 철학을 바탕으로 선박검사제도 이해관계자의 역할을 정립한 새로운 형태의 선박검사제도이다. 더불어 인류는 ‘COVID-19’의 팬더믹 상황에 따라 비대면 선박검사제도의 필요성이 대두되고 있어 이에 대한 대안으로서 ‘ICT기술의 빠른 발전’이란 시대적 환경변화에 따른 ‘모바일 애플리케이션 기반 선박검사제도’ 전환을 제안하였다.

해양안전 확보를 위한 소형어선 법제도 개선에 관한 연구

대한민국 정부는 해양사고 예방 및 해양안전 확보를 위해 지속적으로 법제도를 개선하고 있다. 그럼에도 불구하고 최근 해양사고는 계속적으로 증가하고 있어, 그동안 정부의 해양안전관련 법제도 개선방안 실효성은 미흡했음을 시사하고 있다. 최근 해양사고의 발생현황을 살펴보면, 전체 해양사고 건수 중 총톤수 10톤 미만의 소형어선이 차지하는 비중은 5년(’13~’17년)평균의 44.9%를 차지하고 있다. 이에 따라 본 연구에서는 해양사고 비중이 높은 소형어선의 해양안전 확보방안을 모색하기 위해, 관련 국내외 법제도의 현황과 특징을 조사 및 분석하였다. 그 결과, 국내 소형어선 관련 법제도는 어선과 비어선의 관련법이 통합(’97)되고 분법(’09)된 이력에 따라 접목교잡(接木交雜)의 현상을 보이고 있으며, 제도의 개선방안은 안전설비의 비치강화라는 단편적인 개선만 이루어 졌다는 문제점이 식별되었다. 또한, 해외 관련 법제도에서는 어선 소유자 및 운항자의 책임강화 및 자율검사제도 도입 등의 특징이 확인되었다. 본 연구에서는 이를 바탕으로 국내 해양안전 확보를 위해 실효성 있는 소형어선 법제도 개선방안을 제시하였다. The Government of the Republic of Korea has been continuously improving its legal system to ensure marine safety as a precaution against marine accidents. However, despite the ongoing improvement of the legal system, the number of maritime accidents has been increasing steadily, suggesting that the efficacy of the legal system is insufficient. As for recent marine accidents, small fishing vessels (less than 10 tons) account for 44.9% of marine accidents over 5 years ('13_'17). Therefore, this study investigated the improvement status of the Korean government’s legal system for small fishing vessels and the characteristics of related overseas legal systems in order to find a way to further improve marine safety for small fishing vessels. Following the results, the Korean government's laws related to small fishing vessels show a hybrid phenomenon due to the history of merging ('97) and separation ('09) of legal systems for fishing and non-fishing vessels, and it has been concluded that only improvements to construct additional facilities are being performed, and those in a fragmentary manner. In addition, overseas legal systems for small fishing vessels were confirmed to have requirements strengthening the responsibility of owners and operators of fishing vessels and introduced a self-inspection program. Based on these results, a plan is suggested to improve the efficacy of the legal system to ensuree marine safety for small Korean fishing vessels.

연근해어선의 안전관리 위험성평가 인자 및 지표개발

정부(해양수산부) 및 관계기관에서는 안전관리 취약선박의 해양안전 증진을 위한 많은 정책을 시행하고 있으나, 선박의 안전관리에 대한 위험성평가 부재로 각 제도의 효과성에 다소 아쉬움이 확인되었다. 선박의 위험성평가에 대한 국내 선행연구는 대부분 개별적 해양사고 위험성에 대한 단편적 위험성만을 취급하고 있어 포괄적 해양사고 위험성평가를 위한 새로운 방식이 필요하다. 선박의 안전관리에 대한 포괄적 위험성평가 적용사례로 항만국통제와 노르웨이 해사국의 점검대상 선정방법이 있다. 본 연구에서는 국내 해양사고 및 등록현황의 높은 비중을 차지하고 있는 연근해어선을 대상으로 포괄적 선박안전관리 위험성평가를 위한 지표를 개발하고 적용하였다. 그 결과, 각 선박별 위험성을 계량적 수치로 확인하였고, 개별적 안전관리 취약요소의 순위를 식별하였다. Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

기대-성과 불일치 분석을 통한 북한산 국립공원 탐방객의 시설물 이용 만족도 연구

The purpose of this study was to analyze user satisfaction for park facilities in Bukhansan National Park and to introduce a new framework of standards for facilities improvement. An initial theoretical model considered possible variables through a case study of user satisfaction for park facilities and eventually 19 variables were chosen. An analysis was conducted of the user's satisfaction based on their expectations before use and the results after use. This expectancy-result disconfirmation was measured for the 19 variables. Statistical methods were applied to determine the reliability of the analysis, the t-test was used to measure disconfirmation between expectations and results, and relationships between the variables were analyzed. The results of the reliability analysis (Cronbach's alpha) were higher than 0.8. Therefore, almost all variables were appropriate for analysis. Statistically significant differences were found between expectations and results for following variables: availability of information facilities and accessibility, convenience of facilities, number of information facilities, appropriateness of information facilities, information offered, safety and convenience. Based on the analysis of the interrelation between variables, it was found that the visitors were more satisfied after their visit than they expected to be. The results of the study suggest which variables make the greatest contributions to facilities maintenance or improvement and which can be adapted to maximize user satisfaction.
