        청소년노동과 청소년정책의 방향

        Recently, labor market participation and competency development of youth has become a social hot issue. However, youth labor policy has been neglected in the national youth policy. The purposes of this article are to emphasize the importance of the youth labor policy and to suggest the directions of the national youth policy. There are two kinds of tasks related to the youth labor policy. One is concerned with how to develop the vocational competency of youth effectively. The other is concerned with how to increase the employment of youth. To solve these tasks, first of all youth labor should be treated as a core agenda of the youth policy. Second, youth activity programs should focus on the development of vocational competency. Third, many youth activity programs, which are significant to upgrade the basic vocational competency for youth, should be developed and executed. Fourth, the role of youth leaders should be professionalized as an expert for competency reinforcement. Besides, it requires various political and administrative efforts such as launching the project to strengthen youth's vocational competency, job experience programs, integration of schools of after-school into academies of after-school, developing the vocational training programs for the disadvantaged, and organizing the supporters to promote overseas employment of youth.

        청소년학 연구방법론의 동향과 과제

        이 연구는 청소년학 연구방법론의 동향을 파악하고, 이를 토대로 향후 연구방법론의 과제를 제시하는데 목적을 두었다. 청소년학 연구방법론의 동향 분석은 국내와 국외로 나누어 실시하였다. 국내에서의 연구 동향 분석을 위해서 한국청소년학회에서 발행하는 [청소년학연구]와 한국청소년개발원에서 발행하고 있는 [한국청소년연구]에 게재된 311편의 논문을, 그리고, 외국에서의 연구 동향 분석을 위해서는 [Adolescence], [Youth and Society], [Journal of Youth and Adolescence], [Journal of Adolescence Research] 등 청소년 관련연구물을 전문적으로 다루는 4개의 학술지에 수록된 논문 495편을 대상으로 하였다. 분석결과, 국내외를 막론하고 연구방법 측면에서 분석대상 논문들은 주로 문헌연구와 조사연구 방법을 택하고 있었다. 연구성격에 있어서는 국내 연구의 경우 대책 및 대안 연구가 주류를 이루었고, 반면에 외국 연구의 경우는 실태 및 현상 기술 연구가 가장 많았다. 한편, 적용된 통계기법으로는 국내외 연구 모두에서 F-test가 가장 많은 비율을 차지하고 있었고, 이 외에도 백분비, 상관분석 등이 높은 비율을 보인 반면, 엄격한 의미의 인과분석을 하는 경로분석이나 판별분석, LISREL과 같은 비교적 고급 수준의 통계기법은 널리 적용되고 있지 않았다. 이러한 청소년 분야의 연구방법론 동향을 토대로 향후 청소년 학이 하나의 학문으로 자리하기 위해 극복해야 할 연구방법론의 과제로서 연구방법의 다양화, 메타방법의 도입, 보다 정밀한 경험과학적 연구방법의 적용, 해석학적 연구방법의 활용, 그리고 청소년 입장에서의 연구수행 등을 제시하였다. The purpose of this study was to identify the trends and the issues of the research methodology in youth studies. This study was carried out through by reviewing the literature available and by analyzing the selected 801 articles in domestic and foreign youth studies. To review the domestic trends of youth studies, 311 articles were selected from `Studies on Korean Youth` issued by Korea Institute for Youth Development, and `Korean Journal of Youth Studies` issued by Korean Youth Research Association. Also, to review the foreign trends, 495 articles were selected from four Journals, which were `Adolescence`, `Youth and Society`, `Journal of Youth and Adolescence`, `Journal of Adolescence Research`. The major findings of this study could be summarized as follows: First, in both domestic and foreign youth studies, most articles applied `literature reviews` and `survey` as research methods. Second, in case of domestic studies, majority of the research characteristics were related to counterplan research, while in foreign studies, research characteristics was largely descriptive research. Third, regarding the frequency of statistical method, F- test was most frequently adopted, while percentage and correlation were commonly, and advanced methods such as path analysis, discriminant analysis, and LISREL methods were rarely used in both domestic and foreign studies. Based upon literature review as described above, the diversification of research methods, the adoption of Meta-analysis, the application of more accurate empirical approach, the utilization of hermeneutics, and research conduction with the view point of the youth were suggested as major subjects for establishment of youth studies as an academic discipline.

        평생학습을 통한 지역사회 발전 방향의 탐색: 제천시 평생학습도시 사업을 중심으로

        The purpose of this study is to investigate the lifelong learning city project of Jecheon, and to suggest some intriguing issues and challenges. In order to do this, related documents were reviewed, Jecheon citizens were surveyed, and interview were conducted with lifelong education professionals. Findings indicate that Jecheon`s systematic approach to structural sustaining lifelong learning cities has been successful. Furthermore, the perceptions of citizens on Jecheon`s efforts have been largely positive. However, several issues have been identified. First, a variety of lifelong education programs should be developed and distributed, Second, information channels by which people can access useful information about learning opportunities should be developed. Third, the lifelong learning center should be established not only to disseminate lifelong education information but also to network lifelong education institutions in Jecheon.

        청소년의 진로장벽과 진로성숙도간의 관계분석

        본 연구는 진로에 대한 구체적 고민이 시작되는 중학생을 대상으로 진로장벽과 진로성숙도간의 관계를 분석하여 청소년 진로지도에 대한 시사점을 얻고자 하였다. 이를 위해 충청남도지역의 중학생 672명을 대상으로 진로장벽과 진로성숙도에 관한 설문조사를 실시하고 그 결과를 분석하였다. 연구 결과, 첫째, 청소년의 특성(성별, 학년, 사회경제적 수준, 학교성적)에 따른 진로장벽과 진로성숙도의 차이를 살펴본 결과, 각각의 특성에 따라 의미 있는 차이가 있는 것으로 나타났다. 둘째, 청소년이 지각한 진로장벽과 진로성숙도 간의 관계를 분석한 결과 부적관계에 있음을 확인하였다. 셋째, 청소년이 지각한 진로장벽의 하위요인 가운데 어떤 요인이 진로성숙도에 영향을 미치는지 알아보기 위하여 중다회귀분석을 실시한 결과 진로장벽의 하위요인 중 자기이해의 부족, 자신감 부족, 성역할 갈등 및 성차별, 진로 및 직업정보의 부족 등이 진로성숙도에 유의미한 영향을 미치는 것으로 나타났다. 이러한 결과를 근거로 할 때, 청소년의 진로성숙도를 높이기 위해서는 청소년들이 인식하고 있는 진로장벽을 낮추는 교육적 노력이 필요함을 시사 받을 수 있다. 아울러 본 연구는 청소년들이 지각하는 진로장벽이 청소년시기 진로 지도나 상담 과정에서 중요하게 다루어져야 할 주제임을 다시 한 번 확인하였다. The purpose of this study was to investigate the relationship between career barrier and career maturity of the adolescents who were concretely worried about their career and occupation. 672 middle school students were participated to analyze the Pearson Correlation and Multiple Regression Analyses with data collected by the questionnaire. This study revealed the following results. First, the correlational analysis showed that career barrier associated negatively with career maturity. Second, the multiple regression analysis revealed that sub-elements of career barrier which the adolescents conceived, such as the shortage of self-understanding, the shortage of self-reliance, gender-role conflict and gender discrimination, and the shortage of career and occupational information were significantly effecting their career maturity. Third, as a result of multiple regression analysis to estimate the explanability of career barrier on career maturity, career barrier among various independent factors which were correlated statistically with career maturity showed most effects on it. Also, school academic achievement was confirmed as a significant factor effecting the career maturity. Above these results imply that the perception on the career barrier of the adolescent should be reduced for increasing the career maturity. For this, career education and counselling should be positively intervened and reinforced through the school curriculum and activities.

        지역단위 청소년 인적자원 육성 방안

        Nowadays, human resource development(HRD) is a hot issue and core factor for national, organizational, and individual development. Our government and some academic societies have tried to actively find out the strategy how to manage HRD. There are two points being missed in the process of debate related to HRD. One is the NHRD oriented without regional perspective, the other is except youth as important target groups. So, this study is to emphasize the importance of youth resource development to hold national competition and to suggest the solutions how to develope the youth resource at the regional level. To accomplish these purposes, national youth policy except school education policy was critically analyzed according to historical steps since 1991 when [the youth basic law] was proclaimed. And then, directions for the 4th National Youth Basic Plan to be executed during the following 5 years were suggested. 4 strategies such as regionalizing, governance, professionalizing, and partnership were proposed for the development of youth resource at the regional level. Also, this article suggested the concrete seven tasks which should be driven for strengthening the youth's competency at the regional level; the program for strengthening the occupational basic competency, creation of linkage project between school education and youth activity, strengthening school roles as the regional center preparing the '5 days class system', job experience program for youths, vocational training program for the disadvantaged, organization of support team for helping youths enter professional jobs. constructing administration organization and staffs for only youth resource development.

        청소년의 야영활동 참여와 프로그램 개선방안에 관한 연구 -4-H 회원을 중심으로 -

        Youth will undergo many turning points in their times, and get opportunities to promote their physical, cognitive, social and affective development by participating in various programs. The purpose of this study were to analyze the farming 4-H club member`s participation in camping activity and suggest the improving directions for camping programs. This research was carried out by review of literature and survey. The data were collected from 170 youth who participated in the 4-H camping activity in 2002. The major findings of the study were as follows; 1)The prior learning for camping activity affected the level of youth`s camping satisfaction. 2)The rural youth expected that the camp fire and recreation program should be further improved. 3)To bring more youth`s participation in the camping, time and place should be taken into consideration. 4)The 4-H members who decided to participate in the camping for themselves showed higher satisfaction.

        Normative models for explaning the career decision-making process are not sufficient to enable the career counselor to help a client understand and influence the factors affecting his cares. Actually, the particular people and life events that are unpredictable and subject to chance often influence on career behavior. Therfore, it is needed the development of a models of carer decision-making that recognizes both normative and chance influences. The focus in this article is on the development of career decision-making within various lift contexts and the recognition that individuals may prepare themselves to use unexpected opportunities in the career decision-making process.
