The purpose of product liability law is defined as liable duty for compensation those who damaged or hurted by the defective product, and the law is adopted more than 30 countries in the world. In our country, product liability law was established after examining thoroughly at 1999 and was in forced since 2002. A 'product' is defined as 'all the movable property which is produced or processed' in the Product Liability Law article. 2 clause. 1 and 'electric power' is also applicable to 'product' by means of above article. In this paper, Kepco(Korea Electric Power Corporation)'s reactive strategies in electric power to the enforcement of the Product Liability Law are examined and analyzed.

This paper describes the proceedings of creating countermeasures after analysis and maintenance to be able to conduct operation safely in a power plant. In order to operate the power plant in a stable and reliable way, the best condition of the governor system can be maintained through the response characteristic analysis of the control device for the pitch blade control hydraulic actuator. The fan pitch blade control hydraulic actuator of a 500㎿ large-scale boiler is frequently operated under normal operation conditions. Common problems or malfunctions of the pitch blade control hydraulic actuators leads to the decline of boiler thermal efficiency and unexpected power plant trip. The inlet and outlet gas can be controlled by using the fan pitch blade control hydraulic actuator in order to regulate the internal pressure of the furnace and control the frequency in the power plant facility which utilizes soft coals as a power source.

Fan pitch blade control hydraulic actuator of 500MW grade large scale boiler is frequently operated under normal operation condition. The trouble or malfunction of pitch blade control hydraulic actuator lead to the decline of boiler thermal efficiency and unexpected trip of power plant trip. Through the control device response characteristic analysis for pitch blade control hydraulic actuator able to maintain the governing system with the best condition to operate stably and reliably power plant. The industry has been made remarkable growth and faced a modern industrialized time during the early 1970's in Korea. In this paper, described about the proceedings from the taking of countermeasure after analysis and maintenance to being able to conduct safety operation for power plant.

가스터빈 동익에 대한 지속적인 국산화 개발이 추진되어, 국내 정밀 주조 기술을 향상시키고, 동익의 유지 보수 비용을 낮추는 등의 직간접적인 긍정적 효과를 가져왔지만, 여전히 국산화 개발품이 발전소에서 안정적인 실사용이 가능한지에 대한 우려가 존재한다. 향상된 소재와 주조기술을 바탕으로 조직학적, 기계적 성질에서 충분한 품질을 확보하였더라도, 개발품을 대상으로 다양한 신뢰성 검증이 요구되는 이유이다. 고속회전시험기는 로터, 디스크 등의 회전체에 원심력을 가하여, 이에 따른 제품의 특성을 분석하기 위한 시험장비로 일반적으로 과속도시험을 통한 최종적인 품질검사에 주로 사용된다. 본 논문에서는 전력연구원에 구축된 고속회전시험기를 활용한 가스터빈 동익에 대한 과속도시험을 포함한 저주기피로시험 사례를 중심으로 신뢰성 시험 및 평가 결과를 기술하였다. The long-term research and development for the production of domestic blades has been consistently performed. As the direct and indirect results of its nationwide technologies in precision casting have been improved as well as maintenance costs for turbine machinery has been reduced. Whereas, there are still not a few concerns about the reliability of newly manufactured blades in spite of the quality certificate in metallurgical and mechanical properties. A spin tester is a machine that gives centrifugal loading to a rotating part, and its practical application is the overspeed test that is usually used to check the quality of products. A new spin rig has been constructed in KEPCO Research Institute for the purpose of evaluating the reliability of blades. In this paper, the test methodology for low cycle fatigue damage mechanism as well as the overspeed test for newly developed blades is described, and their reliability is evaluated too.
보일러 배관용 P92 파이프강의 기계적 특성 및 미세조직에 관한 연구

The hardness and strength test was performed to make the manufacturing process of SA213 P92 boiler pipe steel. And the microstructure change was studied to find out the cause of room temperature property of P92 steel, ie, low hardness and strength property. The room temperature property of P92 steel depends on the improper normalizing and cooling rate. Especially, Ferrite was formed and the steel had low hardness when the temperature was decreased slowly under the cooling rate 1℃/min after normalizing at the temperature around Ac1 to Ac3. The critical heat treatment temperature and cooling rate was over 900℃ and over 10℃/min to satisfy the minimum yield and tensile stress which was laid down by ASME Code.

Governor Department certainly is in the heart in controlling a prime mover. With it, we control the speed and the output of the prime mover, such as a steam turbine, a water turbine, a gas turbine, a Diesel engine, driving synchronous alternat current generators supplying electric power to the grid. A governor is the very device to maintain the System frequency, which is the one of three conditions required in evaluating the quality of the electricity generated, in a range of required minimum variation. And a governor is a machine with really extreme precision of which operational dead band reaches within 0.02 percent. It is inevitable to do maintain the governing system with best condition to operate stably and reliably the power plant as well economically achieving our goal - to supply good quality of electricity with reasonable price to our customers. But it is true the preciseness and the importance of its role in the plant control and to the system grid have made the maintenances of a governing system not easy and simple. Until early in 1985 the maintenance job had performed with the technical services of the manufactures resulting fairly high expense in time and money. Nevertheless, as the installed capacity and the load demand increased, the ability in the field of governing system as well has drastically strengthened due to the efforts of the engineers in the Corporation.
