노인가구의 사적 소득이전의 추이와 감소요인

본 연구는 노인가구 대상 사적 소득이전의 추이와 감소에 미친 요인을 규명하는 것이 연구목적이다. 본 연구에서 사용한 자료는 통계청의 1996, 2000년 가구소비실태조사원자료이다. 이 자료를 이용하여 1996년과 2000년간 노인가구의 사적 소득이전 수혜물, 평균 사적 이전소득액, 가구소득에서 사적 이전소득이 차지하는 비율을 비교하는 방법으로 분석을 진행하였다. 분석결과 1996년과 비교하여 2000년에 노인가구의 사적 소득이전이 감소한 것으로 나타났다. 노인 가구 대상 사적 소득이전은 특히 취약계층 노인가구에서 더욱 크게 감소한 것으로 분석되었다. 성별로는 여성 노인가구의 사적 소득이전의 감소가 특히 현저하며, 욕구-소득배율상으로는 차상위계층인 욕구소득배율이 1.0-1.2인 노인가구와 빈곤선보다 소득이 조금 적은 집단인 0.5-1.0인 노인가구의 사적소득이전이 가장 크게 감소한 것으로 분석되었다. 이러한 사적 소득이전의 감소는 사적소득이전의 제공자인 자식세대의 경제력 저하가 가장 크게 영향을 미친 것으로 분석되었으며, 또한 개인주의 가치관의 확산도 일정정도 영향을 미친 것으로 보인다. 하지만 공적 이전소득의 영향은 거의 없는 것으로 분석되었다. 이러한 본 연구의 분석결과를 고려할 때, 노인 빈곤문제의 완화 내지 해결을 위해서는 노인 대상 공적 소득보장제도의 내실화가 요구된다 하겠다.

한국 노후 소득보장제도의 소득보장효과 분석: 최저생활보장과 적용대상의 포괄성을 중심으로

본 연구는 한국복지패널 4차년도 자료를 이용하여 우리나라 노후 소득보장제도의 소득보장효과를 최저생활보장과 적용대상의 포괄성의 측면에서 실증적으로 분석하고, 개선방안을 모색하는 것이 연구의 목적이다. 우리나라 노후 소득보장제도의 소득보장 효과를 분석한 결과는 다음과 같다. 첫째 현 노후 소득보장제도가 일정정도 빈곤완화 효과가 있지만, 그 효과는 제한적이어서 노후 소득보장 후에도 노인 빈곤율은 여전히 높은 편이다. 둘째 노후 소득보장제도 중 빈곤 완화 효과가 가장 크고, 가장 중요한 기능을 하는 제도가 공적 연금제도인데, 공적 연금제도를 수급하지 못하는 사각지대가 넓게 존재하고 있다. 셋째, 기초노령연금제도의 도입은 노후 소득보장의 사각지대를 축소시키는 데에는 크게 기여하였지만, 노인 빈곤율을 낮추는 데는 별로 기여하지 못하였다. 넷째, 최후의 사회 안전망인 국민기초생활보장제도는 광범위한 사각지대를 발생시켜 노후 소득보장의 최후 안전망으로서의 기능을 수행하지 못하고 있는 것으로 분석되었다. 따라서 공적 연금의 가입율을 높이고, 기초노령연금의 급여수준의 인상과 함께 국민기초생활보장제도의 사각지대를 줄이는 방향으로 노후 소득보장제도의 개혁이 요구된다. This study aims at analysing how much Korean old-age income security system decreases the elderly poverty and covers the aged. In order to achieve these purpose, this study uses 4th wave panel data from KWPS(Korean Welfare Panel Study). The major findings are as follows. First, The Korean old-age income security system partially reduces the elderly poverty, but its effects are limited. As a result, after old-age income security, the elderly poverty rates are still high. Second, the public pension programs of old-age income security programs contribute most to poverty reduction of the elderly. However, there are too many elderly people that do not receive public pension. Third, the Basic Old-age Pension System significantly diminished the gap for old-age income security, but did not significantly reduce the elderly poverty. Fourth, the National Basic Livelihood Security does not function as a last resort for the elderly in Korea. Many poor elderly people are excluded from it by the family obligation capacity rule.

The Role of Indeterminacy in the Post-modern Era: Focused on Inter-disciplinary Art Works Sohn, Byoung-Dohn With my thesis paper, I am intending to the question 'do-construction', which has been said by Jacqes Derrida who is one of the contemporary French philosopher about post-modernism, that involved a way of reading that concerned itself with 'do-centering' with unmasking the problematic nature of a center. It has been reinforced the notion that we are prisoners of our personal perspective(called Certainty), and so it has been paid attention to the subversive practice of reversing ones perspective. Both reverse (and re-reverse) have been opposites such as subject/object; truth/error; moral/amoral which are called 'binary opposites', with one term of the opposition central and the other marginal. Keeping an eye on the idea of post-modernism, I try to analyze Indeterminacy, one of the factor being made up post-modernism, into art area how to have an effect on it. This thesis paper, therefore, focuses on comparing inter-disciplinary art works, and then revealing the structure of aesthetic distance between modernism and post-modernism. In the modern era, inter-disciplinary art works assumed parody aspects. It connotes that through borrowing other disciplinary works or the part of them, they have an intention in which they overthrow the aura of borrowing objectives as well as make firmly the position of parody ones, but rather cooperates with other disciplinary works or the part of others. In that point, I argue that there are both the reform and the conservation of modernism ironically in a sense, the mixed denotative sense and connotative one of modernism. Another powerful influence on Indeterminacy in recent years has been post-structuralism. This is a diverse movement, but I shall mention Just two of its most influential strands: Derrida's 'deconstruction', I have already mentioned above, and the work of Foucault. Foucault's work is also based on a rejection of modernism. He stresses the fact that society is a socio-historical phenomenon, one which functions as part of the process of surveillance and control, which he sees as the central feature of modern society, Its products reflect its social character, rather than representing some world that is independent of it. Foucault argues that different 'regimes of truth' are established in different contexts, reflecting the play of diverse sources of power and resistance. Thus, what is treated as true and false is constituted through the exercise of power Like philosophical hermeneutics, Foucault also led to questioning of the idea that we can capture the meanings even on the basis of which people act, and it did this on related grounds: that meanings are not stable. Thus I have tried to fill in the void in various ways, have tried to establish a new center: with Modernist art, with myth, with music, with poetry, with absolute scientific certainty, with structuralism, with Modernism.

복지국가의 정의원리에 기초한 한국인의 정의감 교육에 관한 연구

The purpose of this study is to analyse whether welfare state is in crisis or not. This study classified views of welfare state into the following. The first view is that the welfare state is the state in which the social welfare is developed. The second view is that welfare state is a developing model based on Keynsianism. The third view is that welfare state is the ideal state. This study analysed the crisis of the welfare state according to the above viewpoints. The major findings are followings. First, in the viewpoint of state welfare, crisis of welfare state is indistinct. In the most welfare states, the growth rates of social spending were reduced, but real total social expenditure was not. Second, in the viewpoint of the developing model based on Keynsianism, the welfare states are in crisis. In the most welfare states, the GNP has been reduced, the full employment has been disappeared and the consensus has been collapsed since 1973. Third, in the viewpoint of ideal state, the welfare states are in crisis. In the most welfare states, the suicide rates, the divorce rates, the poverty rates and social inequality has been increased since 1975.
