The Most Favored Nation Principle: Passive Constraint or Active Commitment?

This study examines how the welfare implication of the “most-favored-nation” (MFN) principle changed when the trade agreement mode shifted from a “one-shot-multilateraltrade- agreement” to “sequential-bilateral-trade-agreements.” It emphasizes that the MFN principle works as “passive constraints” in the former but “active commitments” in the latter. Under the sequential-bilateral-trade-agreements, (i) an importing country strategically takes a cost-efficient country as its first (second) trading partner when the MFN principle is (not) embedded, and (ii) embedding the MFN clause improves the trade surplus of the importing country and the world economy. The MFN principle is utilized by the costefficient country as a commitment device to encourage production. This principle reverses the welfare implication in the existing literature. Finally, the importing country prefers the sequential agreements with the MFN clause to other cases in which it can choose simultaneous or sequential agreements with/without the MFN clause.

Kim Kyo-shin's understanding of life can be summarized as follows. Firstly, about creation: He thought that creation in the Bible was thorough and complete, but in this scientific era it had to be explained by scientific methods in detail. The problem of time and process in creation can be solved through a paradigm shift between theology and science. If unsolved problems still remain, we have to consider a time 'gap' between 'the Bible era' and today. Secondly, about life: His understanding of life had threefold meanings. First of all, all lives are equal. Animals and plants have the same value in their lives as human life. Secondly, each life has its own function and mission. Therefore, it is impossible to rank their value by a single measure. Lastly, the value of lives comes from ‘hopes of resurrection’ which already dwell in them. If we consider history as life, we can predict that in suffering and hardship it can revive someday. Thirdly, about nature and environment. He emphasized natural values. Natural is better than artificial, rural than urban, because the original state of nature receives peace from the Creator. God, as a geographer, pays attention to the relationship between environment and human beings, and between natural conditions and historical situations. That is, geography and history have such a close connection with each other that we have to consider nature and history, environment and human together.

제중원 선교공동체의 성격 : 연합, 연대성을 중심으로 A Study of 'Combination' or 'Cooperation'

선교기관으로서 제중원이 지닌 특성을 연합, 혹은 연대적 성향을 중심으로 논구하고자 한 것이 이 글의 목표였다. 이 목표는 대체로 일정한 근거를 확보한 것으로 보인다. 문제는 그와 같은 제중원의 ‘연합성’이 단순히 한국에서 처음 시작된 기독교 기관의 ‘산실’이라는 형태적 제한에 국한된 의미인가, 아니면 그 세부적 특징이나 향후 진로로 보아 일정한 역사적 의미를 부여할 만한 것인가를 가늠하는 일이다. 우선 제중원의 연합적 성격을 영역별로 간추리고 그 의미를 추론하면 다음과 같다. 첫째, 선교금지 상황하에 구형된 관민합작의 연합성이다. 어떤 선교사에서도 금교정책을 고수하고 있던 국가나 왕실과 선교부가 합작으로 실제적으로 선교기관인 활동조직체를 설립한 예를 찾기는 거의 불가능하다. ‘의료를 통한 선교’라는 목표의 선교부, ‘근대적 의료기관의 도입’이라는 목표의 한국조정이 상호 지닌 공통분모에 힘입어 관민합작의 선교기관을 형성한 일 자체가 제중원 연합성의 출발이다. 둘째, 다 교파, 혹은 교파주의 선교 역사를 지닌 한국 선교지에서 교파연합의 활동곤간을 구축한 연합성이다. 대표적으로 장, 감 양 교파가 선교 성과의 선두를 다투던 상황에서 일정기간을 공동 활동의 장으로 상호협력의 근거로 제중원을 활용한 측면은 초기 상황이라는 제한점을 감안한다 하더라도 한국에서의 교파협력의 훈련되는 한 시작이 아닐 수 없다. 셋째, 다양한 선교신학을 지닌 선교사 개인간의 차별적 입장을 공존시킨 연합성이다. 각 교파나 선교회가 신학적 인식은 물론이고 선교사 개인간에도 선교 자체의 의미나 정의가 다 다를 수밖에 없다. 예를 들어 ‘의료 시혜’하나만 놓고도 고통받는 환자를 그리스도의 정신으로 치료하여 주는 일 자체가 선교라고 생각하는 입장에서부터, 의료를 통해 선린의 관계가 형성된 후에는 필히 그에게 그리스도의 복음을 전하여서 신앙적 고백을 하게끔 전도하여야 한다는 선교론에 이르기까지 그 범주는 다양하다. 이런데 이렇듯 다른 선교신학과 개인의 성향이 초기 제중원 선교공동체 안에서는 함께 존재하였다는 점이다. 이들 간에 존재한 갈등의 실체를 넘어서서 이들 다양한 선교론의 공존 자체가 의미를 지닌다. 넷째, 제중원 선교 공동체 안에서 각각 시도되고, 태동한 여러 형태의 선교기능이 효과적으로 연결되었다는 연합성이다. 제중원은 그 주된 기능이 병원이다. 그러나 시작과 함께 의학교육기관으로서의 역할을 감당할 각오와 추진 의욕을 시행하였고 마침내 제중원 의학교와 세브란스 의과대학을 성립시켰다. 뿐만 아니라 제중원 신앙공동체가 선교사들만의 집회, 한국인 초기 신자들의 세례 공동체, 한국 초대 교회들과의 관련과 제휴 등으로 이행되다가 마침내는 서울 초기 장로교회의 한 형태로 발전한 흔적에서 살필 때 제중원은 교회 태동처로서의 역할도 감당하였다. 이는 ‘병원’, ‘학교’, ‘교회’라는 초기 한국 선교의 ‘트라이앵글’ 선교연대의 한 원형이 된 의미를 지닌다.

데이터 샘플링을 이용한 선박용 다단 데이터베이스 설계 및 구현

선박에 장착된 장비들을 통하여 수집된 다양한 데이터는 선박의 안전한 운항을 위하여 사용된다. 하지만 이러한 다양성으로 인해 데이터를 각각 관리하기에는 어려움이 있으므로 이를 통합 관리하기 위하여 데이터베이스를 구축하는 것이 효율적이다. 그러나 선박에서의 데이터베이스는 통상의 데이터베이스에 비해 급격한 저장 빈도 때문에 용량 초과 문제가 자주 발생한다. 본 논문에서는 이를 해결하고자 데이터의 샘플링과 삭제를 통하여 데이터베이스의 용량을 확보하면서 통합 관리가 가능한 다단 데이터베이스를 설계하고 구현한 후, 그 효율성을 시험한다. Several data from equipments on shipboard have been used for the safe navigation of ships. Due to the varieties of data, however, there may be difficulties to manage those data separately. Therefore, it can be effective to develop database for the integrated management of ship data. However, the database may become full soon because huge amount of data are saved continuously. To cope with this problem, this paper proposes multistage database which can always keep the database under full by means of sampling mechanism. To verify the functionality of the methodology, a prototype system has been implemented and tested.

현재의 상황을 인문학의 위기라고 전제한다면 상황을 극복하기 위한 고민이 반드시 뒤따라야 한다. 무엇보다도 '위기론'의 장본인인 인문학자들의 '자기반성'이 있어야하며 정부의 인문학 육성책에 대해서도 세밀한 검토와 지적이 필요하다. 아울러 정부와는 별도의 대학 차원, 작게는 학과나 단체 차원에서의 노력도 필요하다. 학문에 대한 자부심이 지나쳐 쓸데없는 우월의식을 갖는 것을 지양해야 하며, 과거를 돌아보는 반성의 자세로 전문성과 함께 대중성을 갖추기 위해 노력해야 한다. 위기를 기회로, 기회를 위기로 여기는 신중한 자세를 견지해야 한다.
