제약 및 비제약 헤도닉가격모형의 주택내재가치 비교연구

헤도닉가격모형은 주택가치 분석에 지속적으로 사용되고 있으며, 다양한 연구를 통해 모형의 기본원리 및 함수형태가 설명된 바 있다(박헌수, 2001; Lim and Ko, 2003; 이용만, 2008; 서원석, 2010; 김성우·정건섭, 2010). 그러나 여전히 어떠한 함수형태를 사용하는 것이 합리적인지에 대해서는 많은 논란이 있는데, 독립변수의 형태(Cassel and Mendelsohn, 1985; Seo and von Rabenau, 2011), RSS(residual sums of squares) 의 비교(Rao and Miller, 1971; Seo, 2018), 변환모수의 비제약화(Freeman, 2003; 서원석, 2010) 등을 통해 적절한 함수형태를사용하게 된다. 이와 더불어 헤도닉가격모형의 가장 중요한 기능인 내재가치비교를 통해 모형의 적절성을 평가할 수도 있다. 이 경우 박스콕스모형은 종속·독립변수의 변환모수(λ, θ)를 특정 값으로 제약하지않는 함수형태라는 점에서 모형적합도가 가장 높다고 할 수 있는데, 이와 기타 모형의 내재가치 비교를 통해 그 편차를 확인한다면함수선택 기준에 대한 합리성을 제고할 수 있을 것으로 보인다. 따라서 본 연구는 헤도닉가격모형의 제약 및 비제약 함수형태를 이해하고, 이들 모형의 내재가치를 비교함으로써 헤도닉가격모형 함수선택에 대한 합리성을 살펴보는 데 그 목적을 두고 있다.

불법도박으로 인한 국가 재정 손실 실태에 관한 연구-해외 원정 카지노를 중심으로-

This study estimates the size of illegal gambling and evaluates the national wealth outflow and financial losses due to the overseas casino. Gambling abuses has emerged as social problems since the domestic accessible casino opened, but social ills caused by illegal gambling has persisted before the opening of Kangwon Land casino. Yearly sales by Korean gamblers in Macau, the Philippines, Singapore, and Las Vegas are estimated about 2.3 trillion won, which is almost 2 times of Kangwon Land casino sales in 2010. Nevertheless, almost policies and regulations on the national gambling focus on the responsible legal gambling but none on illegal gambling though it is expected illegal gambling market is much larger than legal. The best solution is to reduce the individual spending to every gambling activity. But if not possible, it is next desirable way to turn illegal gambling over to legal gambling in terms of raising national finance for social cost used to rehabilitate the problem gamblers.

합법사행산업과 불법도박 참여행동 및 연관성 검증을 통한사행산업 건전화 정책 고찰

The purpose of this study is to provide the implication on gambling policy to induce wholesome gambling participation. The study examined the differences between legal and illegal gambling participants' behavior and relation between legal and illegal gambling. This study consists of 2 parts. First, we verify the differences in gambling addiction possibility and motivation between legal and illegal gambling participants. Second, we verify the difference in perception on ballon effect and locomotive effect between illegal gambling participants and experts group. The results showed that there are significantly differences in motivation and gambling addiction possibility between legal and illegal gambling participations. Illegal gambling participants' gambling addiction possibility is much higher than legal gambling participants'. Also there are significant differences in 'monetary' and 'escape from daily life and seeking amusement' motivation between legal and illegal gambling groups while no differences in 'social' reason. Another results of analysis showed that balloon effect are partially supported by both illegal gambling participants and expert group. On the other hand, experts partially supported locomotive effects while illegal gambling participants did not. Based on theses analysis, some implications including prevention and education policy on gambling addition and illegal gambling are provided. 본 연구는 레저관광 활동의 하나인 사행산업 참여의 건전화를 유도하고 관리하는데 필요한 정책적 시사점을 제안하고자 하고자 도박중독 수준과 이용 동기 등 합법사행산업과 불법도박 참여행동 간의 차이를 살펴보고, 합법사행산업과 불법도박 간의 연관성을 검증하였다. 본 연구의 실증분석은 두 개의 부문으로 구성되었는데, 첫째는 도박유병률과 도박 참여 동기에 대한 ‘주로 합법사행산업 참여자’와 ‘불법도박 참여자 ’간의 차이 검증이고, 둘째는 풍선효과와 기관차효과에 대한 ‘불법도박 참여자’와 ‘관광업계 및 학계 전문가’의 인식 차이이다. 이러한 분석을 위해 주로 합법사행산업 참여자(331명), 주로 불법도박 참여자(293명), 불법도박 참여자(75명), 관광업계 및 학계 전문가(183명)를 대상으로 온라인 및 대면조사를 실시하였다. 검증 결과, 합법사행산업 참여자와 불법도박 참여자 간에는 도박중독 유병률과 도박참여 동기에서 유의한 차이를 나타냈다. 도박중독 유병률(%)의 경우 합법사행산업 참여자(46.5%)에 비해 불법도박 참여자(81.2%)가 매우 높게 나타나 불법도박 참여자의 도박중독 가능성이 상대적으로 매우 높은 것을 알 수 있다. 도박참여 동기 요인에서는 ‘일상탈출 및 유희적 동기’와 ‘금전적 동기’는 불법도박 그룹이 유의하게 높은 평균을 보인 반면 ‘사교적 동기’에서는 차이가 없는 것으로 나타났다. 불법도박 참여에 대한 풍선효과와 기관차효과에 대한 불법도박 참여자와 전문가의 의식조사에서는 불법도박 참여자들은 풍선효과는 부분적으로 지지하는 반면 기관차 효과는 기각하는 것으로 나타났다. 반면, 전문가들은 풍선효과와 기관차 효과 모두에 대해 부분적으로 지지하는 것으로 나타났다. 이러한 검증결과를 바탕으로 2가지 정책적 시사점을 제시하였다. 첫째, 도박이 건전한 레저관광산업으로 자리매김하기 위해서는 무엇보다도 불법도박 참여자들을 대상으로 한 도박중독에 예방, 치유, 교육 등의 대처방안이 필요하다. 둘째, 합법사행산업 규제에 있어 풍선효과를 저감시켜 효과적인 정책실행을 하기 위해서는 불법도박에 대한 대처방안이 전제되어야 한다. 연구 결과와 시사점에 대한 보다 자세한 내용도 제시하였다.

한국 카지노산업의 변천 및 카지노 인식에 대한 변화 내용분석

본 연구는 1990년부터 현재(2011년)까지 20여 년간 카지노산업의 변천과정 및 카지노에 대한 전반적인 인식 변화를 통시적 관점에서 파악하고자 하는 목적으로 신문 기사를 통하여 내용분석하였다. 검색 키워드로 ‘카지노’를 포함하는 기사들을 선정하였고, 자료 분석은 Spradley(1980)의 DRS(Developmental Research Sequence)의 모형 총 12단계 중 성분 분석(Componential Analysis)와 분류 분석(Taxonomic Analysis)의 단계에 따라 실시하였다. 또한 전체 조사기간 동안의 카지노에 대한 전반적인 인식 변화 측정을 위해, 신문 사설을 중심으로 우호도를 평가하였다. 실증적 분석 결과, 특히 1990년대에는 카지노에 대한 부정적인 인식이 다수 존재하였으나, 2005년 이후 급격하게 카지노를 관광산업의 중심으로 보고 지원하기 시작하는 등 현재까지 20여 년간 카지노산업의 변천과 인식은 점차 긍정적인 관점으로 변화하고 있다는 사실을 확인할 수 있었다. 신문 사설을 중심으로 한 우호도 평가 지수도 1990년대 초에는 매우 부정적(1점)이었으나, 2005년 이후에는 우호도 지수가 3점 이상으로 상승하면서 긍정적인 인식 수준으로 방향 전환이 되었다고 볼 수 있다. The purpose of this study is to understand the historical path of the Korean casino industry and Korean citizens' perceptions of casinos and gambling by conducting a qualitative contents analysis of newspaper articles collected from 1990 to July 2011. 'Casino' was utilized as search keyword and componential analysis and taxonomic analysis were chosen from Spradley (1980)'s Developmental Research Sequence model. In order to quantify the positive and negative perceptions, editorial newspapers were utilized to maintain objective viewpoints. The editorial newspaper analysis findings indicate that in the early years of 1990s, news paper writing tended to report negative views of the casino industry partially towards a reflection of society's outlook; but that general perception of Casinos resulting from awareness of their economic contribution via tourism obtained more favorable consideration from 2005 onwards. As such, this study offers insights pertaining to the historical path and related public perception of the Korean casino industry via diachronic view point.

카지노 전문모집인 관리 방안에 대한 연구

현재 복합리조트 설립이 가시화됨에 따라 카지노 통합법 및 카지노 전담기구에 대한 정책 방안이 지속적으로 논의되고 있는 상황인데, 전문모집인에 대한 가이드라인과 관리 방안도 비중 있게 다루어질 필요가 있다. 이에 본 연구에서는 해외 사례를 바탕으로 효과적이고 합리적인 카지노 전문모집인 관리 시스템 구축에 대한 정책적 방향 제시하고자 한다. 이를 위해 관련 용어의 개념 정리 후, 국내 전문모집인 활동 및 관리 현황을 살펴보고, 마카오, 싱가포르, 미국 네바다주의 전문모집인 관리 사례를 분석하여, 우리나라에 필요한 전문모집인 관리 방안을 제시하였다. 단기적 방안으로는 1) 감독 체제 마련 및 전문모집인 활동 보고 의무화, 2) 전문모집인 조세 관련 법규 제정‧수정, 3) 카지노와 전문모집인의 공동책임 제도, 장기적 방안으로는 1) 관리․감독 기구 설치 및 전문모집인 관련 시행 세칙 제정, 2) 전문모집인 등록제 도입을 제안하였으며, 이를 추진하는 과정에서 고려해야 할 사항도 제언에 기술하였다. As the development of integrated casino resorts became visible, the discussion on policies for the Casino Control Act and the casino regulatory authority are under way. An important part of such discussion are the control guidelines for junket promoters. This study provides understanding of the basic terminology and the current situation of the casino junket system in Korea. Furthermore, the study analyzes multiple cases in Singapore, Macau and Nevada, and suggests the necessary measures to control and supervise the junket systems in Korea. The establishment of an authority for supervision and the obligatory reporting of junket operation, a policy on junket commission, an amendment of tax-related regulations on junket promoters, and a joint liability system for casino operators and junket promoters are proposed as a short-term plan. For the long-term, the establishment of a casino control board and rules for junket operations and the introduction of a junket promoter registration system are suggested. We conclude by offering additional considerations for the pre-implementation stage.
