About 50% of them is estimated to be composed of the employed in information industries, professional, scientific, management, administrative, and waste management services, educational, health and social services, and public administration services. To utilize the in-migrated high-level manpower efficiently, the regions, Chungbuk, Chungnam , and Daejeon altogether should get the vision to be very eagerly the cores in constructing a hub country of R&D/innovation in North-East As ia and, first of all, prepare the system to put the region development plans in practice jointly and cooperatively. It is very important to induce concentrated investment increase from the central government on basic science R&D activities and upgrade the core competence of universities in Chungcheong area. Constructing the enterprise commencement fac ilitating infrastructures such as helping systems about business management, accounting, marketing, law, venture capital, worker education and training services, etc. for high-tech venture companies is also very important. We have to be able to utilize the in-migrated high-level manpower for these targets. It is necessary to proceed jointly and cooperatively to constructing the Extensive Daedeok Valley to connect Cheongju-Cheonan-Daejeon with reference to the respective region development plans and for this purpose they have to arrange and support the high-level manpower network covering industries, universities, research institutes, and government. They should also drive to improve the living environments such as education, health care, shopping, various cultural activities to let the in-migrated high-level manpower be settled down in Chungcheong area. -
최저임금과 지역별 청년·장년·여성 고용- 지역 간 임금분포 격차 활용을 중심으로 -

In this study we find that relatively high minimum wages should make the employment ratios of youth, old, and woman lower very significantly in those regions concerned, futhermore, make the overall employment ratios of those regions lower also by using a proxy variable, the Regional Minimum Wages-Half Median Wages Ratio which represents well the very stable differential structure of wage distributions among regions in Korea. In large Cities those effects become much stronger. But we find also that those effects on the rates of regional unemployment are somewhat double-faced except the case of youth because of the probable generating of many discouraged unemployed among the old and women. So, we can conclude that because of the differential regional economic situations it is not sustainable to increase the overall minimum wages uniformly and excessively and strongly necessary to explore ways toward introducing the proper system of regional minimum wages. 이 연구에서 우리는 매우 안정적인 지역 간 임금분포의 격차구조를 잘 나타내는 지역별 최저임금/중위임금50%비율의 격차를 이용하여 상대적으로 높은 최저임금이 지역의 청년층, 장년층, 그리고 여성노동력의 고용률을 매우유의하게 낮추며 나아가서 지역 전체 노동력의 고용률도 유의하게 하락시킨다는 사실을 발견하고 있다. 대도시지역일수록 이 효과는 보다 강하게 나타난다. 그렇지만 실망실업자의 가능성 때문에 실업률에 대한 그 효과는 청년층을 제외하고는 다소 이중적이라는 점도 발견된다. 그리하여 최저임금의 과도한 일률적 인상을 시도하는 것은 지역 경제여건 상 결코 지속가능하지 않으며 아울러 적절한 지역별 차등 최저임금제도 등의 도입을 모색하는 것도매우 필요하다는 결론을 얻을 수 있다.
