        한파경보기간 중 구릉지형 저층주거지의 체감온도 분포특성 시뮬레이션 연구

        This study examines the cold environment of the target site through CFD simulation at a specific time when the lowest temperature appears during the cold wave warning period in consideration of the reality of low-rise residential areas. This is to suggest implications for effectively responding to cold environments by extracting The temperature showed a tendency to increase as it went inside the site, and when the wind speed was constant, there was a difference depending on the density of buildings and the proximity to green areas. When the wind is not parallel to the main wind direction, the speed tends to decrease compared to the side-by-side alleyways. As a result of calculating the perceived temperature based on the above results, the entire alley was found to be at the highest level of sensible temperature, which is a dangerous level, and the average felt temperature was in the order of level C>level A>level B. In this study, through simulation, the characteristics of wind and temperature distribution of low-rise dwellings during the cold period were identified, and the reality of the thermal environment of low-rise dwellings in hilly terrain was specifically identified. Based on this, the sensible temperature was derived and implications were derived by considering the distribution characteristics. 이 연구는 저층주거지의 현실을 고려하여 한파경보기간 중 최저기온이 나타난 특정 시간에 CFD 시뮬레이션을 통해 대상지의 한랭환경을 규명하고, 이를 기초로 주민들의 일상생활에 직결되는 골목 공간에서 체감온도 분포특성을 골목 단위로 추출하여 한랭환경에서 효과적으로 대응할 수 있도록 시사점을 제시하는 것이다. 기온은 대상지 내부로 들어갈수록 상승하는 경향을 보였으며, 풍속 일정할 때 건물의 밀집도와 녹지근접도에 따라 차이가 발생하였다. 바람은 주풍향과 나란하지 않을 경우 나란한 골목길에 비해 속도가 저감되는 경향을 보였다. 위 결과를 기반으로 체감온도 산출결과, 전체 골목이 체감온도 최상단계인 위험단계로 나타났고 평균체감온도는 C위계>A위계>B위계 순으로 나타났다. 이 연구는 시뮬레이션을 통해 한랭기동안 저층주거지의 바람과 기온 분포특성을 파악하여 구릉지형 저층주거지의 열환경 현실을 구체적으로 규명하였다. 이를 기초로 체감온도를 도출하고 그 분포특성을 고려하여 시사점을 도출하였다.

        주차장완화구역의 실태분석을 통한 지정기준 개선 및 도시형생활주택의 공급 활성화 방안 연구

        Recently, a type of household consisting of one or two persons has been increased in the Seoul Metropolitan Area; but, the housing stock for the household does not meet such demand, which would result in the rent increase and the difficulty in supplying housing at necessary places. In addition, it would lead to the deterioration of residential environment, the imbalance of housing market, and the hardship of rent market. To respond to these problems, the Ministry of Land, Transport and Maritime Affairs and the Seoul Metropolitan Government have been trying to provide a urban-life-housing, which is a new type housing for mid- and low- income families. This study seeks to propose schemes for Seoul City to activate providing the urban-life-housing through analyzing the existing conditions of three districts relaxing the parking regulations. The results of the analysis are as follows; first, the number of the car registration in the districts is lower than that of Seoul; second, the type of housing is mostly single or multi-household housing; and third, most of buildings are older than 20 years. Thus, such districts are eligible to be designated to relax the parking regulations. However, this study found more parking demands over than the parking lots built in the districts by analyzing the parking conditions in the day and the night. It suggests a preliminary analysis regarding the parking conditions of the day and the night and the traffic volume when selecting a district relaxing the parking regulations to provide a urban-life-housing.

        지역경제 활성화를 위한 환경정비형 지구단위계획의 시행평가 연구

        The purpose of this study is to propose new District Unit Plan approach to meet changes in social and urban circumstances; existing built-up areas and the need for business improvement in the process of urban development. The paper's significance lies in that it shows a new direction in urban design which has been made into a district unit plan through in support of the application to the pilot project compared with previous physical and business environment. The proposed urban design technique for the improvement of existing commercial areas, specially commercial streets have advantages. Local Government' initiation makes possible to make improvement and give administrative and financial support which is sensitive to the existing conditions of urban area for the better environment. Also it can maintain and improve the vitality of existing retail street by taking into account it's potentiality. This new application can maximize not only the effect of improvement of existing commercial district but also the build of community board can be mutual communication channer of public sector. Thus, this research suggests how district unit plan as a newly organized urban design system can cope with collaborating a community board and a local government.

        사회적 재정비를 위한 거점확산형 주거환경개선사업 도입방안 연구

        This study is presented new upgrading program as holistic regeneration system part of the social regeneration program which can improve residential environment preserving regeneration area's own neighbourhood. For this purpose, we divide regeneration area into three classes considering social and economical conditions and also suggest mixing program, redevelopment by lot, renewal program of block housing for each classes. The new upgrading program as holistic regeneration system as a way to overcome tenant issues and community disorganization is a holistic approach improvement system based on sustainable and gradual housing renewal by providing rental houses to residents and securing community facilities To practice this program effectively, it is the first consideration to solve these four tasks below. First, we need to arrange various policies for the community-led regeneration out of the administration-led regeneration. Second, the improvement program for residents which solve area's enormous problems has to be groped. Third, self- control supporting improvement system which is fundamental and continuous improvement has to be exterminated. Lastly, the holistic support system including from regeneration master plan to improvement and control system is required to prevent re-deprivation. 주거환경개선사업은 앞으로 단순한 물리적 정비에 국한하는 것이 아니라 당해 주민의 사회⋅경제적 특성까지도 고려하는 종합적인 주거복지 정책의 일환으로서 ‘사회적 재정비(Social Renewal)’의 역할이 요구된다. 본 연구에서 제안한 거점확산형 주거환경개선사업은 그동안 간과된 공공의 역할을 강화하여 정비가 지체되고 재슬럼화 될 우려가 큰 현지개량방식 주거환경사업 지구를 주민참여에 기초한 활성화 방안을 제안한 것이다. 이 사업은 먼저 공공주도로 순환용 주택과 주민생활지원 위한 주민공동시설 등을 설치하는 거점구역을 개발하고 이를 근거지로 주민자력에 의한 주택개량을 인접지역으로 확산하여 전체 지구의 정비하는 방식이다. 이 사업을 효과적으로 실천하기 위한 네 가지 과제가 있다. 우선, 관주도의 정비관행에서 벗어나 주민주도의 정비방식을 위한 다양한 시책 마련이다. 둘째, 지구의 복합적이고 연쇄적인 문제를 해결하는 생활자 측면에서 정비방안을 모색이다. 셋째, 지속적이고 점진적인 정비사업을 가능케 하는 자율과 지원의 정비 시스템을 구축이다. 마지막으로 정비사업 후 재슬럼화를 방지하기 위해 정비계획수립부터 정비사업, 관리까지 연계된 복합지원 시스템을 구비하는 것이 필요하다.

        설계방식과 주거질 지표에 따른 공동주택 계획기준 개선연구 : 현상설계방식을 중심으로 Focused on Design Competition Method

        This study is aimed at evaluating the current multi-family housing projects under the site planning criteria by examining its application and design process to improve the current criteria. In order to assess the application of the current site planning criteria, two competition schematic designs were compared each other on the same land area. The research found that facilities such as retail shop, security posts, maintenance office, nurseries and libraries were not provided according to the current site planning criteria. In addition, it showed that parking lots and other community facilities did not follow the current site planning criteria but rather changed based upon individual needs. When evaluating the criteria in lieu of the number of residents and unit size, the study found that a block with more residents and smaller unit size (block A) less stringently adhered to the site planning criteria, comparing with a block that has larger unit size and less residents (block B). In order to strengthen the current site planning criteria, seven quality indicators were examined for the evaluation of the competition schematic design by per floor space and per housing unit, verifying that good design also scored well on every quality index. It was also maintained that the need to review the current criteria scope of resident and unit size, along with module size was important for the qualitative housing design.

        AWS 데이터를 활용한 도시열섬 분포 및 강도의 군집분석을 통한취약지역 도출 - 2005.03~2020.02 사이의 서울시 및 주변 지역 43개 지점을 대상으로 -

        Recently, due to the acceleration of the urban heat island phenomenon, the effects of heat waves and tropical nights are getting longer in Seoul, and the number of patients suffering from heat fever is continuously increasing. The purpose of this study is to reveal changes in the distribution and intensity of heat islands by making a heat island map for 3 of the last 15 years for Seoul, and to derive heat island vulnerable areas. First, after producing a heat island map, the study analyzed that there was a difference in temperature distribution based on the characteristics of areas, the average temperature continuously increased, and the temperature of the high-temperature regions increased while the area reduced and centralized. Second, the greatest looped curve of heat island within Seoul deduced by the heat island map showed increasing temperature, reduced area, caused bisection between west and east, and the number of the thermal dome within the looped curve increased. Thirdly, the intensity of heat island in Seoul increased by 0.10℃ from 2005 to 2019, and as a result of heat island intensity by points, the points with the best intensity were Yeongdeungpo in 2005, Jungnang in 2012, and Songpa in 2019. Fourth, after conducting a spatial clustering analysis in the Hangjeong-dong unit for the heat island value, the area of the heat island vulnerable area gradually reduced, but the average value of the heat island intensity showed tendencies of increase and centralization. This study is meaningful as basic data that can quantitatively analyze changes in the heat island phenomenon in Seoul and adapt to climate change in terms of heat environment such as heat island mitigation. 최근 서울시는 도시 열섬현상의 가속으로 폭염, 열대야 일수가 길어지고, 온열 환자 수도 지속 증가하는 등 그 피해가 현실화하고 있다. 이 연구는 서울시를 대상으로 최근 15년 중 3개 연도를 대상으로 열섬 지도를 제작하여 열섬의 분포 및 강도 변화를 규명하고, 열섬 취약지역을 도출하였다. 첫째, 열섬 지도를 제작한 결과, 지역 특성에 따라 온도분포가 차이가 있고 평균기온도 지속 상승하였으며, 고온지역 온도는 상승하고 면적은 감소하여 집중화된 것으로 분석되었다. 둘째, 열섬 지도에서 도출한 서울시역 내 최대 열섬 폐곡선의 기온은 높아지고, 면적은 감소하며, 동서로 양분되며, 폐곡선 내 고온 핵의 개수는 증가하는 것으로 밝혀졌다. 셋째, 서울시 열섬 강도는 2005년도에서 2019년도까지 0.10℃ 상승하였으며, 지점별 열섬 강도 산출 결과 2005년도 영등포, 2012년도 중랑, 2019년도 송파지점이 최고 강도 지점으로 나타났다. 넷째, 열섬 강도 값의 행정동 단위 공간군집분석을 실시한 결과, 열섬 취약지역 면적은 점점 감소하지만, 열섬 강도 평균값이 증가하여 더 집중화되는 경향이 나타났다. 이 연구는 서울시 열섬현상의 변화를 정량적으로 분석하여, 열섬완화 등 열 환경 측면의 기후변화에 적응을 할 수 있는 기초자료로서 의의가 있다.

        주민공동체운영회 회계현황으로 본 주거환경관리사업 주민공동이용시설 운영방향 연구 - 주민공동이용시설이 완공된 15개 마을 관리회계를 중심으로

        본 연구는 서울시 주거환경관리사업 주민공동이용시설의 지속가능한 운영방안을 마련하기 위하여 연구를 진행했다. 지속가능한 운영이 되기 위해서는 마을 관리회계가 안정되어야 함으로마을 관리회계에 미치는 다양한 요소를 도출하고자 했다. 분석결과는 수익을 창출하기 위한 공간이 많을수록, 애로사항이 적을수록 마을이 안정적인 운영을 하고 있는 것으로 나타났다. 도출된 결론을 바탕으로 지속가능한 주민공동이용시설의 운영을 위하여 몇 가지의 제안을 하고자한다. 첫째, 마을별 맞춤형 회계컨설팅이 필요하다. 둘째, 수입의 원천의 다변화가 필요하다. 셋째, 공과금 및 세금 지원방안 마련이 필요하다. 넷째, 더 많은 인력충원을 위한 방안이 필요하다. 다섯째, 주민공동이용시설의 조성 시 다양한 관점의 분석이 필요하다. The study was conducted to prepare a sustainable operation plan for the residential environment management project in Seoul. In order to come up with sustainable operation, the village management accounting has to be build a solid foundation. Thus, the study looked into various factors affecting the village management accounting. The analysis results showed that the more space to generate revenue, and the fewer difficulties the village was in, the more stability. Based on these findings, the study suggests some suggestions for sustainable operations planning. First, customized financial consulting is needed for each village. Second, diversification of sources of income is necessary. Third, Public bills and tax support measures are needed. Fourth, more measures are needed to increase the workforce. Lastly, various perspectives is needed when constructing community facilities.
